Accordingly, 11,412m2 of land in Mai Lam commune, Dong Anh district (completed site clearance work) was handed over as confirmed by the Dong Anh District People's Committee in Official Dispatch No. 1593/UBND-TNMT dated June 20, 2024) to the Dong Anh District People's Committee to implement the investment project to complete Hoa Lam kindergarten, Mai Lam commune, Dong Anh district according to Resolution No. 02/NQ-HDND dated January 16, 2019 of the Dong Anh District People's Council; Decision approving the construction investment project No. 4788/QD-UBND dated August 10, 2020 and Decision No. 1104/QD-UBND dated January 27, 2022 of the Dong Anh District People's Committee.
The location, boundary, and area of the land are determined in the Master Plan, scale 1/500 of the Investment project for completing items of Hoa Lam kindergarten, Mai Lam commune, Dong Anh district, prepared by CDCC Investment and Construction Consulting Joint Stock Company and approved by the People's Committee of Dong Anh district in Document No. 428/UBND-QLDT dated March 5, 2020. Form of land use: The State allocates land without collecting land use fees; long-term land use term. Method of land allocation: land allocation without auction of land use rights, without bidding to select investors to implement projects using land according to the provisions of Article 255 of the 2024 Land Law.
The City People's Committee assigns the Dong Anh District People's Committee (Dong Anh District Construction Investment Project Management Board) to be responsible for the origin, land use, site clearance, ensuring compliance with current regulations on construction investment project management; the suitability of the project with the investment content, basic design documents, approved construction drawing design, safety level and ensuring safety of the project when put into use; complying with regulations on environment, fire prevention and fighting and ensuring the overall planning, synchronous connection of technical infrastructure in the area. Carry out the responsibilities of the person assigned land by the State, leased land for non-agricultural purposes from land specializing in rice cultivation according to the provisions of the law on land and cultivation. Contact the Department of Natural Resources and Environment to receive land handover on the map and in the field; guide the procedures for granting Certificates of land use rights and ownership of houses and other assets attached to the land according to regulations. Use land for the right purpose, boundary, and area assigned; Implement investment projects, accept and hand over works for use in accordance with regulations on public property management.
The Department of Natural Resources and Environment is responsible for determining boundaries and handing over land on the field to the People's Committee of Dong Anh district.
Hanoi Land Registration Office updates land use rights registration, performs change registration procedures, and corrects land changes in cadastral records according to regulations.
