On the afternoon of June 26, Ho Chi Minh City Police held a conference to review the "Month of Action on Drug Prevention and Control" and the work of transforming and building an area free of crime and drug abuse.
Lieutenant Colonel Nguyen Thang Long, Deputy Chief of Staff of Ho Chi Minh City Police, said that the situation of drug crime in Ho Chi Minh City in the first 6 months of 2024 continued to be complicated. The source of drugs entering Ho Chi Minh City mainly comes from the Golden Triangle, through Cambodia, Laos, then smuggled through border provinces into Vietnam. Another route is from European and American countries... to Ho Chi Minh City by air, in the form of "gifts" via express delivery or "hand-carried" goods (through taking advantage of people providing delivery and shipping services, international students, flight attendants) through Tan Son Nhat International Airport.
After being gathered in Ho Chi Minh City, the drugs are divided into small pieces and hidden in warehouses, factories of "front" enterprises; or in apartments and boarding houses to avoid detection by authorities and are consumed in the city or continue to be transported to third countries by air or sea.
In addition to traditional drug trading methods, the subjects have combined new methods and tricks, taking advantage of technology, establishing secret groups and associations on cyberspace to exchange and trade synthetic drugs; paying via banks and cryptocurrencies; and using technology delivery applications to deliver drugs.
Many service businesses take advantage of the organization to illegally use drugs; entice teenagers to use shisha, laughing gas, and disguise drugs under the guise of foods, drinks, and electronic cigarettes. Currently, Ho Chi Minh City has 22,714 addicts; 932 are under post-rehabilitation management and 3,275 are illegal drug users.
In the first 6 months of 2024, Ho Chi Minh City authorities discovered and investigated 1,622 cases, 4,139 subjects with drug law violations (an increase of 538 cases - an increase of 1,849 subjects compared to the same period), confiscating more than 736 kg of various drugs and many related exhibits. The police prosecuted 1,368 cases with 2,590 defendants; administratively handled 223 cases with 1,470 subjects.
During the peak month of the crackdown on drug crimes, the police identified and solved 274 cases, arrested 675 subjects (an increase of 64 cases - 194 subjects compared to the same period); seized more than 62.3 kg of various drugs and many related tools and means of committing crimes; prosecuted 219 cases with 424 defendants.
Faced with the complicated developments of drug crimes, the leaders of the City Party Committee, the People's Committee of Ho Chi Minh City, the Steering Committee 138... have resolutely directed and mobilized the entire political system and people to participate in preventing, combating and controlling drugs. Up to now, 22/22 Steering Committees 138 at the district level have issued implementation plans.
Speaking at the conference, Major General Mai Hoang, Deputy Director of Ho Chi Minh City Police, said that in the coming time, drug crimes in the world, the region and in the country will continue to develop in a complicated, serious and unpredictable manner. Domestic drug criminals are closely linked with foreigners and overseas Vietnamese to transport and trade drugs across the border.
At the same time, subjects take advantage of science and technology to illegally transport and trade drugs in increasingly larger quantities, with more sophisticated tricks on all roads, railways, sea routes and airways; new types of drugs with more serious effects continue to appear...
To improve the effectiveness of drug prevention, control and combat, Major General Mai Hoang suggested that units and functional forces should focus on promoting propaganda in many diverse and rich forms; promote the movement of the whole people to protect national security, actively denounce drug crimes and evils to residential areas, key and complicated drug areas.

Major General Mai Hoang requested that the entire Ho Chi Minh City Police force focus on doing a good job of prevention, focusing on basic investigation, ensuring proactive control of the situation, "not following behind criminals"; shifting the combat state from "traditional manual" to combining the application of technology - information in managing areas and subjects.
On this occasion, Ho Chi Minh City Police awarded letters of commendation to many individuals and groups with outstanding achievements in the fight against drugs.
