Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City takes effect from August 1.
In Articles 8 and 9 of this Resolution, the National Assembly assigns the People's Council of Ho Chi Minh City the authority to decide on many policies related to salaries and wages for government officials and scientists.
Specifically, the HCMC People's Council has the authority to decide on the allocation of the city budget to spend additional income for cadres, civil servants, public employees, non-professional workers in communes, wards and towns, workers in the state management sector, political organizations, socio-political organizations, public service units, some special associations and some central agencies in the city.
This additional income level is determined based on work performance. The additional income level does not exceed 1.8 times the salary level of the salary scale, rank, or position. The additional income level does not exceed 0.8 times the basic salary fund of cadres, civil servants, public employees, and workers under the management scope.

To encourage the development of science and technology, the Ho Chi Minh City People's Council is assigned the right to decide on income levels for experts, scientists, and people with special talents in the city.
To encourage talents to participate in the government apparatus, the Ho Chi Minh City People's Council decides on principles, standards, conditions, procedures, income levels and other policies to recruit civil servants and public employees from excellent university graduates and highly qualified people suitable to the city's recruitment needs.
The HCMC People's Council is also given the authority to regulate contents such as: Salary, wages, welfare regimes and other preferential policies for leadership positions; remuneration for performing scientific and technological tasks...
To implement Resolution No. 98/2023/QH15 of the National Assembly, the People's Council of Ho Chi Minh City issued Resolution No. 18/NQ-HDND. In this resolution, the People's Council of Ho Chi Minh City assigned the City People's Committee to urgently develop and submit to the People's Council of Ho Chi Minh City for decision to apply the above special mechanisms in 2023.
