Mong Cai City strengthens measures to prevent rabies

Mong Cai City People's Committee has just issued an official dispatch directing the strengthening of rabies prevention measures in the city, requesting localities and functional agencies to strictly implement measures and recommending people to comply with regulations in livestock management.

Currently, the rabies situation in the country is complicated. In the first 3 months of 2023, there were 23 human deaths due to rabies.

In Quang Ninh province, rabies outbreaks were recorded in dogs in the districts of Hai Ha, Dam Ha, Binh Lieu; there was 1 death due to rabies in Hai Ha district. The total number of people receiving post-exposure prophylaxis (dog bites) was 1,330, an increase of 69.6% over the same period in 2022.

In Mong Cai city, the implementation of the rabies vaccination plan in communes and wards is still slow compared to the set plan. As of May 16, 2023, the vaccination rate has only reached 5,127/6,000 doses, equal to 85.5% of the plan, in some communes and wards the vaccination rate is low (Hai Xuan, Vinh Thuc, Hai Son, Bac Son, Binh Ngoc). In particular, communes and wards with old epidemic outbreaks such as Quang Nghia commune, Binh Ngoc ward, Tra Co ward, Vinh Thuc commune must achieve 100% vaccination rate but have not yet achieved it.

The complicated developments of rabies, along with the low rate of rabies vaccination in some communes and wards, along with the lack of serious awareness of compliance with rabies prevention regulations by some households, and poor management of free-range dogs and cats in communes and wards, combined with hot summer weather conditions, pose a high risk of rabies outbreaks, directly affecting people's lives and health.

Faced with the above situation, the Chairman of the People's Committee of Mong Cai City requested the Heads of relevant agencies and units, Chairmen of the People's Committees of communes and wards to continue to thoroughly direct and seriously implement the instructions of the province and city, in which, requesting the Chairmen of the People's Committees of communes and wards: Directing the organization of accurate statistics on the number of households raising dogs and cats in each household and each residential area; instructing and requesting households raising dogs and cats to strictly declare and commit to comply with the keeping of dogs and cats, not letting them roam freely, ensuring veterinary hygiene, not affecting people around.

Focus on directing, propagating, and accelerating the progress of rabies vaccination for dogs and cats to ensure that the rate reaches over 80% of the total herd, 100% of the plan assigned for 2023 is completed before May 31, 2023; dogs and cats after being vaccinated must be kept in captivity and monitored for 14 days to monitor symptoms and manifestations of rabies. Regularly check and provide additional vaccinations for newly raised dogs and cats, dogs and cats that have not been vaccinated, to avoid missing unvaccinated dogs and cats; propagate and encourage people to buy civil liability insurance for pet owners.

Widely disseminate on the radio system of communes and wards about the dangers of rabies and how to handle suspected rabid animal bites so that people know and implement disease prevention according to regulations. Detect and promptly report cases of dog bites to collect samples for rabies virus testing.

Organize teams to inspect, capture and destroy all loose dogs without muzzles, and strictly handle them according to regulations.

The Chairman of the People's Committee of the commune or ward is responsible to the Chairman of the People's Committee of the city and the People's Committee of the city if a person is bitten by a rabid dog that has not been vaccinated.

Specialized sectors carry out rabies prevention activities; at the same time, strengthen extensive propaganda to union members, members and people of all walks of life to strictly implement regulations on rabies prevention; do not let dogs and cats roam freely and strictly implement rabies vaccination for family dogs and cats; advise people to strictly implement regulations to ensure safety for themselves, their families and the community against rabies virus.
