DATA REVIEW FOR ACCURATE AND FAIR ADMISSION

In preparation for the application of GIS mapping technology in the enrollment of grades 1 and 6, parents are starting to update and supplement personal data on the system to help local admissions boards have the most appropriate and accurate basis for enrollment. In particular, it is important to note that updated information according to regulations. Ho Chi Minh City has completed the arrangement of neighborhoods and hamlets according to each ward and commune, without any residential groups or people's groups as before.

Leaders of the Ho Chi Minh City Department of Education and Training assessed that the application of GIS mapping technology combined with data mining of students' residential information has supported the allocation of students to schools in the area, making it easier to move around, receiving the consensus of the majority of parents.

Therefore, Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, said that educational institutions in Ho Chi Minh City must review and update additional student data to serve the enrollment work for the 2025-2026 school year accurately, transparently, fairly, creating the most favorable conditions for parents to register and enroll.

The Department's leaders requested the Department of Education and Training of Thu Duc City and districts to direct their affiliated educational institutions to review, collect, and update data to the industry's shared database. Schools must coordinate with local police to issue CCCDs and activate level 2 electronic identification on the VNeID application for individuals aged 14 and over who do not have a citizen identification card or have not activated level 2 electronic identification.

ROUTING BY NEIGHBORHOOD, CURRENT RESIDENCE

Mr. Duong Van Dan, Head of the Department of Education and Training of District 8, said that in the 2025-2026 school year, the locality will implement enrollment zoning for the first grade and sixth grade according to the new residential area. However, to ensure the rights of students and not cause disruption in the enrollment work at the first level , the main criterion is still based on the current residence of students to allocate study places according to the GIS map.

Mr. Dan said that according to statistics, in the 2025-2026 school year, District 8 will have nearly 10,000 students entering grade 1 and moving up to grade 6. Of which, grade 1 has 4,727 students and grade 6 has 4,524 students, an increase of about 200 students compared to the previous school year.

Currently, the wards are verifying and investigating to make a list of children of admission age with the exact residential address according to the new residential area, which will be the basis for the district to allocate appropriate school places. However, the admission work is still applied according to the main criterion of the current residence of the students, so that when scanned on the GIS map, the students will be assigned to study at the school near their home. For the increased number of students, the schools will renovate more classrooms to ensure enough space and not cause overload. Mr. Dan noted that it is still important for parents to update accurate information about their current residence.

Similarly, Mr. Tran Anh Kiet, Head of the Department of Education and Training of Binh Thanh District, said that in the 2025-2026 school year, the locality will allocate enrollment routes for the first grade, grade 1 and grade 6 according to the new residential area. Enrollment will be conducted online, using the main criterion of the current residence of the student to allocate study places for the child according to the GIS map. At this time, the wards are reviewing children according to the new residential area.

"The new enrollment route according to the residential area will not affect the rights of students. In fact, when the district allocates places to study according to the GIS map, students can study at schools near their homes. However, for schools that are considered "hot" and have high demand for admission every year, in addition to attaching to the GIS map, the locality will carefully verify and check to ensure that the students are allocated to the correct place of residence," said Mr. Kiet.

In the 2025-2026 school year, Thu Duc City will also conduct enrollment zoning for first-grade classes according to new neighborhood areas and use GIS maps to determine the distance from students' homes to schools when allocating study places.

Mr. Nguyen Thai Vinh Nguyen, Head of the Department of Education and Training of Thu Duc City, said that the People's Committee of Thu Duc City has requested the Department of Education and Training to coordinate with local schools to grasp the conditions of facilities, classrooms, and the ability to receive students of the schools to coordinate reasonable enrollment routes, not causing overload or creating pressure on schools in arranging classrooms and ensuring the implementation of the 2018 General Education Program.

T ADMISSION DATABASE UPDATE TIME UNTIL 31.3

In addition, the Thu Duc City government requested the People's Committees of 34 wards to widely notify parents with children of school age to provide photocopies of birth certificates with identification codes; documents confirming address and current residence status as a basis for enrollment routing and send them to the ward management board or the specialized teacher in charge of universal education and literacy to make a list before March 31. Parents need to provide the correct phone number of their father or mother to carry out online enrollment.

Mr. Vinh Nguyen also said that schools from kindergarten to junior high school have the responsibility to notify parents of children born in 2020 preparing to enter kindergarten, children born in 2019 preparing to enter grade 1 and students in grade 5 to submit documents with address information according to the new neighborhood, current residence status and identification code as a basis for enrollment. Schools regularly update and promptly supplement student data to the education sector database, especially cases of new students transferring to enroll at the school. The time to update student information on the education sector database is completed before March 31.

How do middle schools attract parents' attention in recruiting?

As for the three "hot" junior high schools in Thu Duc City, Tran Quoc Toan 1, Hoa Lu and Binh Tho, the leaders of the local Department of Education and Training said that they will continue to conduct entrance exams for 6th grade admission in the 2025-2026 school year. Candidates are all students who have completed primary school and wish to study in 6th grade in Thu Duc City, with an average score of 9 or higher in math and Vietnamese at the end of the year. The schools will conduct the exams on the same day and on the same questions. Students who take the exam for which school will contact that school to submit their application.

Each student can only register for the entrance exam at one school (without any other wishes), the exam results of that school will not be used for admission to the other two schools. It is expected that the candidates will take the aptitude test in mid-June 2025 with a duration of 90 minutes.

In District 8, secondary schools with a number of candidates registering exceeding the enrollment quota also have different enrollment methods. Mr. Duong Van Dan informed: "This year, Ly Thanh Tong Secondary School has a high demand for admission. To create fairness and objectivity in enrollment, the Department of Education and Training will advise the District People's Committee to organize 6th grade enrollment based on students' academic results and international language certificate criteria to select students with the most suitable abilities for the school's development strategy"...

Mr. Tran Anh Kiet said that Binh Thanh District will thoroughly verify and check to ensure the correct allocation of students' residence. Particularly for grade 6, schools will add some criteria such as academic results, foreign language certificates, international computer science, etc.
