Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong has just issued a document criticizing investors for not creating a detailed schedule for implementing key projects.
Since early March, the Ho Chi Minh City People's Committee has requested investors to develop a detailed schedule for project implementation. On March 26, the Department of Transport continued to send a written request, but by early November, many investors had not yet implemented it.
Not to mention, investors have not yet used software to manage construction progress and disburse capital for projects; they have not promptly identified difficulties and problems in the implementation of some projects.
According to the list of key traffic projects and works in 2023 of the Department of Transport, Ho Chi Minh City has 34 projects with a total investment capital of about 280,472 billion VND.
The total budget capital plan of the city allocated to key projects is about 28,906 billion VND. As of September 30, 12,055/28,906 billion VND was disbursed, reaching 41.7% of the annual plan. The Department of Transport assessed that the disbursement progress of key transport projects is slow, not meeting requirements, and may not reach over 95% disbursement this year.
Tang Long Bridge, Thu Duc City is on the list of key traffic projects but disbursement progress is still slow.
In a recent document, Vice Chairman Bui Xuan Cuong assigned the Urban Railway Management Board, the Traffic Construction Investment Project Management Board and investors to urgently develop detailed project progress in 2023, 2024 and public investment disbursement progress in 2023. At the same time, urgently complete the application of information technology in project management and operation.
Heads of relevant departments, branches and units are responsible to the Chairman of the Ho Chi Minh City People's Committee for delays in implementing tasks, slowing down project progress and disbursement of public investment capital of key projects and works. Ho Chi Minh City leaders also requested departments and branches to proactively resolve difficulties and problems according to the recommendations of the Department of Transport.
The Department of Transport said that the leaders of the Ho Chi Minh City People's Committee are very interested in providing timely direction to resolve difficulties and obstacles in the process of implementing key projects and works. The stages of survey, design, appraisal, project approval, and design appraisal after basic design meet the requirements on progress, especially Ring Road 3.
The reason for the low disbursement rate is that some investors are not proactive and resolute in managing and organizing the implementation of the project. Some difficulties and problems of the projects have not been resolved promptly.
In particular, the work of compensation, support, resettlement, and site handover of some projects is slower than planned. Investment projects in the form of public-private partnerships are still slow in implementing procedures related to project adjustment, resettlement support, land prices, land funds for payment for BT (build-transfer) contracts, etc.
