7 management boards and 11 districts and towns that disbursed in 2024 did not reach 95% of the assigned capital and have just been requested by Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc to review their responsibilities.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc has just signed a document requesting a review of the responsibilities of 7 construction investment project management boards and 11 localities that failed to complete the task of disbursing public investment capital in 2024 according to the target set by the Government and Ho Chi Minh City of 95% or more.
Specifically, the management boards that did not complete their tasks include: Civil and Industrial Board (35%), Traffic Board (47%), Agriculture and Rural Development Board (38%), Railway Board (52%), High-Tech Park Management Board (79%), National Historical and Cultural Park Management Board (75%), High-Tech Agricultural Zone Management Board (2%).
In the district block, the districts include: Can Gio district (40%), Hoc Mon district (84%), Nha Be district (58%), District 1 (80%), District 11 (73%), District 3 (79%), District 4 (59%), District 5 (66%), District 6 (69%), Phu Nhuan district (61%) and Tan Binh district (80%).
Chairman of Ho Chi Minh City Nguyen Van Duoc requested the heads of the above 18 agencies and units to urgently review and clarify the responsibilities of related organizations and individuals, and strictly handle them according to regulations.
He also emphasized the handling of negative and corrupt behaviors in public investment management. Weak, irresponsible individuals who shirk their duties will be replaced.
The city leaders assigned the Department of Home Affairs to synthesize and report, and propose handling of responsibilities of heads of relevant units. At the same time, the Department of Finance was assigned to coordinate with units to draft a review report on the progress of public investment disbursement in 2024.
Q1/2025, disbursement at least 7.5%
In 2025, the total public investment capital of Ho Chi Minh City will be allocated more than 84,000 billion VND, 6.2% higher than in 2024 (public investment capital is more than 79,000 billion VND). The City Chairman requested units to improve their responsibilities, ensuring the disbursement rate reaches at least 95%.
In particular, the city sets a disbursement target for each quarter, with the first quarter having to reach at least 7.5%, striving for 10% or more; the second quarter at least 25%, aiming for 30% or more; the third quarter at least 50%, aiming for 70% or more; and the fourth quarter must complete at least 95%, striving for 100%.
The Department of Home Affairs is assigned to coordinate with the Department of Finance, the Department of Natural Resources and Environment and the State Treasury of Region II to advise and propose to the City People's Committee on criticism, reprimand and discipline for collectives and individuals who are heads of agencies, units and localities with low disbursement rates.
If the disbursement rate of a unit is lower than the general target of HCMC in each quarter, that unit will be criticized. If the general disbursement rate is not achieved for the whole year or the target is not achieved for two or more quarters, the unit will be reviewed and reprimanded.
For projects that are behind schedule and have not completed procedures, the competent authorities must promptly complete the documents to send to the appraisal agency before March 20, 2025.
At the same time, districts need to closely coordinate with investors to shorten appraisal time, ensuring investment decisions are issued before March 30, 2025.
Notably, relevant agencies and units need to clearly report the responsibilities of organizations and individuals when there are delays, and consider handling them according to Party regulations on waste.
