The content was discussed at the 16th session (special session) of the 10th term Ho Chi Minh City People's Council held on the morning of June 22.
Here, the Ho Chi Minh City People's Council voted to approve and issue a resolution on the project to build and arrange forces, ensuring operating conditions for forces participating in protecting security and order at the grassroots level in Ho Chi Minh City.
At the same time, the City People's Council also issued a resolution stipulating criteria for establishing security and order protection teams; criteria for the number of members of security and order protection teams; support, compensation and expenditure levels for forces participating in security and order protection at the grassroots level in the city. The resolution takes effect from July 1, 2024.
Specifically, each neighborhood and hamlet establishes a security and order protection team. The number of team members is arranged according to the population size of each neighborhood and hamlet.
For neighborhoods and hamlets with a population of up to 2,700, 3 members are assigned, including 1 team leader, 1 deputy team leader and 1 team member. For neighborhoods/hamlets with over 2,700 to 3,600 people, 1 more team member is assigned and when the population reaches 900 people, 1 more team member is assigned.
Team leaders are supported with 6.5 million VND/person/month; deputy team leaders with 6.3 million VND/person/month; team members with 6 million VND/person/month. People participating in the force to protect security and order at the grassroots level are supported with 100% of the amount of voluntary social insurance premiums above the regular monthly support level; and 100% of the annual health insurance premiums. When performing duties on days off, they are compensated with 600,000 VND/person/day.
Also according to this resolution, forces participating in protecting security and order at the grassroots level are allowed to purchase and repair vehicles and equipment; training, drills, and competitions are organized by localities according to current regulations.
When sent for training, they will receive allowances equal to the basic food allowance of a public security conscript. When they are mobilized, assigned, or sent to perform tasks outside the assigned area, the agency that mobilizes, assigns, or sends them to perform the task will provide them with transportation, food, and accommodation according to current regulations.
1 security guard in charge of up to 900 people
According to the Ho Chi Minh City People's Committee, 1 member of the security and order protection team will be in charge of a maximum of 900 people. Based on the reality, 1 security and order protection team will support the police of wards, communes and towns in closely following the grassroots and grasping the situation. This ensures a balance in numbers, ensuring effectiveness in grasping the situation, closely following the grassroots, and completing well the assigned tasks of the force participating in protecting security and order at the grassroots.
At the same time, a security and order protection team will be in charge of an average population of 2,000 to 3,600 people for each police officer in the area. This is consistent with the proposed norm of 1 security and order protection team member being in charge of a maximum of 900 people.
