Mr. Tran Nam Hung, Vice Chairman of the People's Committee of Quang Nam province, on behalf of the People's Committee of the province, has just commented on the difficulties in determining construction investment costs as a basis for developing land price plans for investment projects in construction and business of industrial park infrastructure.
Accordingly, for projects investing in construction and infrastructure business of industrial parks that have been allocated land in many stages and have incurred actual investment costs, the Provincial People's Committee assigned the Department of Agriculture and Environment to direct the consulting unit to determine land prices and coordinate with the project investor to calculate construction investment costs according to the average actual construction investment costs (with regression of the invested value to the time of land allocation) and be responsible before the law for the data provided; ensuring that it is not greater than the construction investment capital rate announced by the Ministry of Construction at the time of land allocation, as a basis for the Land Price Appraisal Council to consider and decide.
Members of the Provincial Land Valuation Council and members of the Working Group coordinate to review and give opinions on determining the investment costs of construction projects during the meeting to appraise the land valuation plan for the projects.
For investment projects in construction and business of infrastructure of new industrial parks that are allocated land in the first phase or allocated according to investment phases for project implementation, the People's Committee of Quang Nam province assigns the project investors to urgently complete the Feasibility Study Report and submit it to the competent construction authority for appraisal, organize the preparation of construction design and construction investment cost estimate at the time of land allocation (which has been appraised by the consulting unit) to send to the members of the Provincial Land Price Appraisal Council under the Department of Construction to preside over and coordinate with the members of the Working Group to determine the construction investment cost, send to the Department of Agriculture and Environment for synthesis and development of a land price determination plan.
The Department of Construction is responsible for reviewing and determining construction investment costs of projects to advise the Provincial People's Committee and the Provincial Land Valuation Council for consideration and decision.
The Department of Finance and the Department of Agriculture and Environment are responsible for coordinating with the Department of Construction to implement contents related to determining investment costs for construction projects.
