The Vietnam Steel Association (VSA) has sent a document to the Ministry of Industry and Trade regarding the consideration and early resolution of the trade defense case against galvanized steel products (AD19 case).

VSA and enterprises highly appreciated Decision No. 1535/QD-BCT dated June 14, 2024 of the Ministry of Industry and Trade on the investigation and application of anti-dumping measures on some galvanized steel products originating from China and Korea (AD19 case) and fully cooperated with the Investigation Agency in the process of organizing the implementation of this Decision.

It is known that the decision to investigate the AD19 case was conducted based on the complete and valid request for investigation to apply anti-dumping measures submitted on May 3, 2024 by enterprises representing the domestic manufacturing industry, including 5 companies: Hoa Sen Group Joint Stock Company; Nam Kim Steel Joint Stock Company; Ton Phuong Nam Company; Ton Dong A Joint Stock Company and China Steel & Nippon Steel Vietnam Joint Stock Company.

According to VSA, since the termination of anti-dumping measures on galvanized steel products (AD02 case) in May 2022, galvanized steel output from China to Vietnam has increased sharply and accounted for about 64-67% of the total galvanized steel imported into Vietnam in the period 2022-2023.

This situation shows no signs of stopping but is increasing, putting heavy pressure on the domestic steel industry.

On February 21, 2025, the Ministry of Industry and Trade issued Decision No. 460/QD-BCT, imposing temporary anti-dumping tax on hot-rolled steel coils from India and China (AD20 case), based on the petition of Hoa Phat Group and Formosa.  

After this decision, it created initial positive effects on the domestic steel market.

However, the fact that the anti-dumping decision on galvanized steel products (AD19 case) has not been considered while there has been a temporary decision on hot-rolled steel coil products (AD20 case) which are raw materials for producing galvanized steel has caused direct disadvantages for galvanized steel manufacturing enterprises.

This increases the cost and reduces the competitiveness of the galvanized steel industry, creating unevenness in trade defense policies for different types of products. This affects the entire value chain of the domestic steel industry.

In order to ensure fairness in competition and protect the legitimate rights of domestic galvanized steel manufacturers, VSA requests the Ministry of Industry and Trade to consider and promptly resolve the AD19 case.
