The People's Committee of Ca Mau province has just issued Official Letter No. 1325/UBND-XD to the Prime Minister regarding investment procedures for the Ca Mau City - Dat Mui Expressway.

According to Mr. Pham Thanh Ngai - Chairman of the People's Committee of Ca Mau province, the Ca Mau - Dat Mui expressway is a very large-scale project with complex technical solutions and very special characteristics among expressway projects in the Mekong Delta region, with most of the route passing through wetlands, mangrove forests, very weak and complex geological conditions, the route passes through many rivers, canals, and streams, with complex tidal and hydrological regimes.

Meanwhile, Ca Mau province has no experience in establishing investment procedures and managing investment in projects of similar scale and nature.

Therefore, to ensure the acceleration of investment procedure dossier preparation, facilitate the implementation process, and strive to start the project in 2025, the People's Committee of Ca Mau province requests the head of the Government to consider and assign the Ministry of Transport (now the Ministry of Construction) to perform the task of investment preparation, prepare dossiers for the investment proposal step (pre-feasibility study report), submit to competent authorities for consideration and decision on investment policy according to the provisions of the Law on Public Investment and relevant laws.

“The People's Committee of Ca Mau province will closely coordinate with the Ministry of Transport in the process of researching and proposing investment plans, assigning competent agencies to implement the project, and at the same time focus on preparing for site clearance and coordination work according to the authority and responsibility of the locality, ensuring the progress requirements of the project”, said the leader of the People's Committee of Ca Mau province.

Regarding the arrangement of local budget to carry out the site clearance for the construction of the Ca Mau City - Dat Mui Expressway, the leader of the People's Committee of Ca Mau province affirmed that he was fully aware of the locality's responsibility in contributing to ensuring resources for project implementation. In case of being assigned the task of arranging local budget to carry out site clearance, Ca Mau province will review and cut down some investment projects, rearrange local budget expenditures to ensure funding for site clearance to meet progress requirements.

However, Ca Mau is a province that is still facing many difficulties, unable to balance its budget and currently the province is focusing on implementing many key tasks, including implementing the task of spending local budget (about 863 billion VND) to carry out site clearance to expand and upgrade Ca Mau Airport.

Meanwhile, with an expected length of 90 km, the Ca Mau - Dat Mui expressway requires a huge amount of funding for site clearance. If all funding is from the local budget, it will put great pressure on the provincial budget, leading to difficulties for the locality in balancing resources to carry out socio-economic development tasks.

Therefore, the People's Committee of Ca Mau province proposed that the Prime Minister assign the Ministry of Transport and other central ministries and branches to consider and provide maximum support to the budget of Ca Mau province to arrange for the implementation of site clearance for the Ca Mau - Dat Mui expressway.

The People's Committee of Ca Mau province also recommended that the head of the Government assign the Ministry of Transport to direct the study of a construction plan suitable to the specific conditions of the project, ensuring efficiency in management and exploitation, reducing occupied area, limiting impacts on the natural ecosystem, and saving on site clearance costs.

Recently, the People's Committee of Ca Mau province has proactively reviewed the preliminary options including: low-level route (embankment); low-level route combined with viaduct; viaduct, with the corresponding site clearance costs of each option being about VND 2,283 billion, VND 2,046 billion and VND 1,689 billion.

“Initial research results show that the viaduct construction plan significantly saves on site clearance costs, creating favorable conditions for Ca Mau province in balancing and allocating local budgets to participate in the site clearance costs of the project,” the leader of the Ca Mau Provincial People's Committee analyzed.

Previously, in January 2025, the Prime Minister signed Decision No. 12/QD-TTg approving the adjustment of the Road Network Planning for the period 2021 - 2030, with a vision to 2050. In particular, the head of the Government agreed to supplement the planning of 2 new routes: Ca Mau - Dat Mui Expressway, Quang Ngai - Kon Tum Expressway.
