Ho Chi Minh City police have just urgently arrested 9 subjects in the case of wearing black and carrying coffins for advertising at Ben Thanh market, causing public outrage.

Today (March 3), the Criminal Police Department, Ho Chi Minh City Police Department has just issued a decision to urgently arrest 9 subjects related to the case of carrying a coffin in front of Ben Thanh Market, to file a case for "Disturbing public order".
The 9 subjects include: Ho Ngoc Tuan, Nguyen Van Quyet, Vu Thi Thanh Xuan, Nguyen Dang Khoa, Nguyen Van Tham, Nguyen Quoc Cuong, Pham Hung Cuong, Nguyen Hoang Son, Le Van Nghia.
In addition, the police granted bail to the family pending clarification and later handling of Ngo Van Rang and Huynh Ngoc Hung.
Shocking advertising plan
According to the police, the organizer of this incident is Ho Ngoc Tuan (25 years old, from Long An, temporarily residing in Binh Chanh district).
Through investigation, it was determined that in 2024, Tuan started his business, selling clothes on social networks, through his personal Tiktok channel. Also doing business with Tuan was Nguyen Dang Khoa (25 years old, from Long An).
Because he had no capital, Tuan told the couple Nguyen Van Quyet - Vo Thi Thanh Xuan (both 30 years old, living in Tan Chanh Hiep ward, district 12) about the business project.
Quyet and Xuan promised to invest capital on the condition that Tuan would come up with business ideas, design, advertise, sell products, and the profits would be split 50/50.
After that, Tuan came up with the idea of filming a clip with the content of 4 people carrying a coffin with a branded product, walking in the center of District 1 to create a shocking event that attracts a lot of attention, thereby serving sales.
Tuan, Khoa and Quyet and Xuan discussed and agreed on the implementation plan.
Specifically, Tuan contacted Nhan Bao Tho coffin factory in Can Duoc district, Long An province to meet Nguyen Van Tham to buy a coffin for 3.5 million VND. Tuan also hired Tham and 4 other people to carry the coffin in a parade to advertise the brand, with a salary of 500,000 VND/person/session.
Then, Tuan and Khoa, Quyet and Xuan's couple ordered decals with the brand name and product design and hired a studio to take photos.
There are signs of the crime of "Disturbing public order"
At 10am on February 25, Tuan, Khoa and Quyet and Xuan met the coffin transport team from Long An to Ho Chi Minh City, accompanied by 2 photo models and a studio photographer.
When the group stopped at Huyen Tran Cong Chua Street, District 1, Tuan gave Tham's group 5 branded jackets for the group to wear. Similarly, the models were also given branded jackets for promotion.
At 2:00 p.m., at Tuan's request, a group of 5 people carried the coffin on Huyen Tran Cong Chua Street, towards Nguyen Thi Minh Khai Street and then back, a distance of about 200m so that 3 other people from the studio could film and take pictures.
After filming, Tham's group loaded the coffin onto a truck and took it back to Long An. Tuan, Khoa, Quyet and Xuan, and a few others sat at a nearby coffee shop to watch the photos and clips they had filmed. When they saw that the quality was not up to par, this group contacted Tham's group and asked them to take the coffin back to film at Ben Thanh market. Because Tuan promised to pay more, Tham's group agreed.
At this time, Tuan handed over the branded jackets to Tham's group to wear and then carried the coffin through the streets (Le Lai street, South gate of Ben Thanh market). Tuan and his companion used their phones to film it.
When he returned home, Tuan edited and posted the clip on his personal Tiktok account at noon on March 1 to advertise his products. The clip then caused a stir in public opinion.
Police determined that Tuan was the mastermind and had many accomplices helping him carry out the offensive advertising activities. As of 4:00 a.m. on March 3, Tuan's personal Tiktok post had 8,185 likes, 925 comments, 366 video saves, and 4,127 shares.
Tuan's posting on social media platforms like TikTok, which has an especially large number of followers, comments and interactions, has had a negative impact on public opinion.
Therefore, the behavior of Tuan and his accomplices shows signs of the crime of "Disturbing public order" as prescribed in Clause 2, Article 318 of the 2015 Penal Code (supplemented and amended in 2017).
