To ensure the target of collecting over 4,600 billion VND in land use fees in 2024, on July 24, the Standing Committee of Ha Long City Party Committee listened to the scenario and directed many drastic solutions to remove obstacles in land use fee collection in the area.
According to the report, as of July 22, the land use fee collection of Ha Long City was 540 billion VND, only reaching 11.5% of the set plan. Of which, the revenue from resettlement and purpose change, interleaved land allocation, transfer, and issuance of land use right certificates reached over 350 billion VND, equal to 70% of the estimate, but the revenue from new projects only reached over 180 billion VND, equal to nearly 5% of the estimate. Currently, the collection from projects is still stuck in land price construction, planning, etc.
Therefore, in parallel with focusing on close coordination with the provincial departments and branches to remove difficulties and obstacles in land prices and planning in projects assigned land by the Provincial People's Committee, Ha Long City will focus on exploiting the proactive revenue source, which is land use fees from the land fund of the people. In which, striving to increase revenue from reviewing resettlement land funds, interleaving, transferring, and granting land use right certificates for the first time by 200 billion VND compared to the plan. The city's communes and wards have established steering committees to review land funds and land use needs of organizations and households in the area for synthesis and implementation; strengthen coordination between departments, wards and communes and raise the sense of public responsibility of officials and civil servants in carrying out administrative procedures, especially procedures related to land. Carry out the peak period of reviewing and collecting land use fees from now until the end of the year to ensure the set plan.
