General review and handling of traffic accident black spots on national highways

In its latest report to the National Assembly, the Ministry of Transport said that, according to its assigned responsibilities, in the maintenance and repair of traffic infrastructure, the Ministry of Transport has always paid attention to improving traffic safety conditions for traffic infrastructure.

At the same time, urge agencies and units within their scope and management responsibilities to organize inspections of traffic safety works on national highways and expressways; in case of detecting damage or degradation that may cause traffic safety loss, develop a demand and recommend competent authorities to arrange a plan and budget for handling according to regulations.

In addition, the Ministry of Transport also sent a document to the People's Committees of provinces and cities, and the Vietnam Road Administration on organizing a general review of black spots, potential traffic accident spots, and unreasonable traffic organization on the road system under its management. From there, propose solutions, plans, and roadmaps to overcome them; organize to overcome shortcomings in traffic organization when there are recommendations from agencies and organizations.

Pursuant to the provisions of Decree No. 06/2021 of the Government and the guidance in the Circulars of the Ministry of Transport on management, operation, exploitation and maintenance of road works, the Ministry of Transport has issued decisions approving the maintenance plan of the national highway system.

In 2023, the national highway system maintenance plan was completed and VND 11,958 billion was disbursed (reaching 99.85% of the assigned capital plan), of which 21 black spots and 60 potential traffic accident spots were handled. In 2024, the maintenance plan is being implemented, of which 13 black spots and 8 potential traffic accident spots are being handled.

In addition, implementing Directive No. 31/CT-TTg of the Prime Minister on strengthening the work of ensuring traffic order and safety for school-age children in the new situation, the Ministry of Transport has directed the Vietnam Road Administration to coordinate with local authorities to review 3,930 schools along national highways, of which 3,245 schools need to strengthen the traffic safety system at school gates.

"Up to now, the Vietnam Road Administration has directed immediate repairs in the regular maintenance of 2,298 schools; has classified the priority order and allowed the implementation of emergency repairs for 642 schools to be implemented in the 2024 maintenance plan. The remaining cases will continue to be updated in the annual periodic and emergency repair plans to improve traffic safety on national highways in general and school areas in particular," the Ministry of Transport added.
