To resolve difficulties in implementing traffic projects, localities need to synchronously implement many solutions.
According to Chairman of Dong Nai Provincial People's Committee Vo Tan Duc, the locality is deeply aware of the importance of infrastructure investment in promoting the province's socio-economic development and regional connectivity. Therefore, the province always focuses maximum resources on implementing key traffic projects and works such as Bien Hoa - Vung Tau Expressway, Ring Road 3 - Ho Chi Minh City...
Close coordination
Mr. Vo Tan Duc emphasized that Bien Hoa - Vung Tau Expressway and Ring Road 3 - Ho Chi Minh City are important traffic projects of the country in general and the province in particular. Therefore, the Provincial People's Committee has requested relevant units and individuals to organize the implementation of construction to complete these projects on schedule. Regarding the site clearance of Bien Hoa - Vung Tau Expressway, the construction requirements of contractors and construction units are currently met.
As the investor of the Ring Road 3 project - Ho Chi Minh City through Dong Nai province and the Bien Hoa - Vung Tau Expressway component 1 project, Mr. Ngo The An, Director of the Provincial Traffic Construction Investment Project Management Board, said that the difficulty in implementing the project in the past was the land clearance problem.
As the project investor, the unit not only continues to strengthen the work of inspection and supervision of the site, urge contractors and consultants to speed up the progress and make plans for capital disbursement for each item and package of the projects, but also coordinates with the People's Committees of localities and the Provincial Land Fund Development Center to speed up the handover of construction sites for the projects.
Bien Hoa City Party Secretary Ho Van Nam requested that the city’s units and localities continue to closely coordinate with the provincial departments and branches to focus on resolving remaining land issues. For households eligible for resettlement land, a drawing of lots will be held to hand over land before Tet.
In cases where the conditions are not met and all steps have been fully implemented according to regulations in compensation and support work, the locality and the Project Management Board together with related sectors will plan to carry out simultaneous enforcement after Tet to promptly hand over the construction site.
Regarding filling materials, in December 2004, Dong Nai Provincial People's Committee licensed an additional location to exploit a reserve of nearly 1 million m3 of filling soil to serve the construction of the Bien Hoa - Vung Tau expressway project.
The area for exploiting fill materials of the Central Construction Group Corporation (the contractor for the project component 2) in Phuoc Binh commune, Long Thanh district has an area of over 13 hectares. The total volume of soil allowed to be exploited as fill materials for the Bien Hoa - Vung Tau expressway project at this location is over 989,000 m3 of monolithic soil (nearly 1.2 million m3 of virgin soil). The maximum exploitation capacity is 300,000 m3 of monolithic soil/month.
Previously, the province also granted a license to Lizen Company, the contractor of component project 1, to exploit fill soil at a location in Tam Phuoc ward, Bien Hoa city with a reserve of about 200,000 m3 to serve the construction of the Bien Hoa - Vung Tau expressway project.
Flexible policy application
Recently, the leaders of Binh Duong province have been very "impatient" with the progress of the Ring Road 3 - Ho Chi Minh City project through Thuan An City. The Provincial Party Secretary and the Provincial People's Committee Chairman have directly surveyed and worked with the locality, investors, contractors as well as people to speed up the progress.
Mr. Nguyen Van Loi, Secretary of the Binh Duong Provincial Party Committee, requested that localities with Ring Road 3 - Ho Chi Minh City passing through continue to mobilize the entire political system to actively propagate, mobilize, and persuade people to agree with the policies of the Party and State. At the same time, apply all policies to support people whose land is recovered, especially households whose land is completely cleared, and urgently remove difficulties to promptly resolve resettlement arrangements for some households.
Mr. Nguyen Cong Vinh, Vice Chairman of the People's Committee of Ba Ria - Vung Tau province, said that to solve difficulties in the process of implementing traffic infrastructure projects, the locality combines many synchronous and comprehensive solutions.
Specifically, organizing public meetings, widely informing about the purpose and benefits of the project, policies to support affected people; applying compensation and resettlement support mechanisms publicly, transparently, in accordance with the provisions of law, ensuring legitimate rights for people. Thanks to that, most of the traffic connection projects in the province ensure progress, especially the site clearance stage is thoroughly implemented to have clean land handed over to the construction unit.
Particularly for the Bien Hoa - Vung Tau expressway project, the Government has allowed the Ministry of Transport and the two provinces of Ba Ria - Vung Tau and Dong Nai to apply many special mechanisms during the implementation process. In particular, decentralization to the People's Committee of Ba Ria - Vung Tau province as the investor of the project section passing through the province is assigned to bid for packages under component project 3; the policy of not having to carry out procedures for granting licenses for mining minerals for common construction materials helps the province to be proactive in the supply of raw materials and determine the responsibility of the contractor according to regulations.
The Prime Minister also allowed the simultaneous implementation of procedures to shorten the time for performing the tasks. The Minister of Transport, the Chairman of the People's Committee of Ba Ria - Vung Tau province and the competent person to organize land acquisition, compensation, support and resettlement shall apply the form of designated bidding in 2022 and 2023 for consulting and construction packages related to component projects, packages serving the relocation of technical infrastructure, packages for compensation, site clearance and resettlement.
According to the leaders of Ba Ria - Vung Tau province, for the construction and installation packages of component projects (excluding construction and installation packages serving the relocation of technical infrastructure, compensation, site clearance and resettlement), the appointment of contractors is accompanied by a requirement to save at least 5% of the estimated value of the package (excluding contingency costs)...
Mr. Nguyen Cong Vinh said that applying the form of designated bidding has shortened the time of contractor selection by about 94 days, ensuring the progress of construction commencement and project completion time compared to the form of open bidding.
Regularly monitor and check progress
Mr. Nguyen Thanh Ngoc, Chairman of Tay Ninh Provincial People's Committee, Head of the Special Working Group to remove difficulties and obstacles, effectively support enterprises, investors, and investment projects in the province, has given important instructions to departments and branches on removing difficulties and obstacles for projects in the province.
The Chairman of the Tay Ninh Provincial People's Committee requested departments and branches to coordinate with localities to review and resolve difficulties, proactively support businesses and investors to overcome difficulties, complete procedures and legal documents to implement projects. In particular, key projects, projects to promote socio-economic development of the province, the Ho Chi Minh City - Moc Bai Expressway project must be regularly monitored and checked for progress, have timely plans and resolutely handle violations.
Mr. Pham Van Con, Deputy Director of the Trang Bang Town Land Fund Development Center, said that after the Prime Minister approved the investment policy for the Ho Chi Minh City - Moc Bai Expressway construction project, Trang Bang Town quickly deployed it to the people affected by the project. Up to now, according to preliminary statistics, the work of counting households affected by the Ho Chi Minh City - Moc Bai Expressway project passing through Trang Bang Town for basic compensation has been completed at about 94%. Accordingly, a notice of land recovery has been issued to 749 households whose land is included in the project. Mr. Con said that many meetings have been held with the people and the majority agree with the project implementation policy.
