General Secretary To Lam: Teachers are the locomotives for education

Expressing his hope that when the Law on Teachers is enacted, teachers will be truly honored and given favorable conditions, General Secretary To Lam affirmed: Teachers themselves will be the locomotives for education.

General Secretary To Lam emphasized that the Law on Teachers must address the relationship between teachers and students.

On the morning of November 9, speaking at the Group discussion on the Draft Law on Teachers, General Secretary To Lam Emphasize the position and strategic significance of education and training; in which the focus is on teacher training.

Must thoroughly understand the strategy and position of the teacher.

At the beginning, General Secretary To Lam affirmed, “This is an occasion to honor the profession of teachers – and also to celebrate November 20. I would like to take this opportunity to congratulate teachers and our educational career.”

General Secretary To Lam said that education and training have an important position and significance in the strategy of personnel work. In personnel work, training of personnel is important, and when it comes to training, there must be teachers.

“This is a national breakthrough and a focus. Teacher training is very important. If we want education to develop, we must first have teachers and schools,” General Secretary To Lam emphasized.

With this general orientation of the Party, General Secretary To Lam said that it is necessary to thoroughly understand the strategy and position of a teacher.

“I read through the draft Law and found that it is at the level of regulating what was not regulated before. We must surpass the scope, determine the important role of education and training; in education and training, teachers are the main subjects - there are many other requirements here that we must thoroughly understand,” the General Secretary noted.

General Secretary To Lam suggested that it is necessary to thoroughly understand the strategy and position of a teacher.

According to the General Secretary, when it comes to teachers, there must be students, so the question is: Law on Teachers How to solve the relationship between teachers and students and must solve the relationship between teachers and students very well. If there are no students, there will be no teachers. In this Law, this very important relationship must be solved.

The General Secretary cited the policy of universal education, which means that children of school age must go to school, and further, the State must support, pay tuition fees, and feed the children.

“Progress must reach that level. So we cannot say there is a lack of teachers. If there are students, there must be teachers - that is clearly stated. And this is very convenient now. In the commune, in the ward, in the district, in the county... how many 3-year-old children there are, the population data will know immediately. So if there are students, there must be teachers. Now there is a shortage of hundreds of thousands of teachers, so how can the children go to school? Whatever is lacking must be resolved,” the General Secretary emphasized.

The Law on Teachers Project submitted to the National Assembly at the 8th Session, consisting of 9 chapters and 50 articles, specifies 5 policies in the proposal to develop the Law approved by the Government in Resolution No. 95/NQ-CP dated July 7, 2023 of the Government, including: Identification of teachers, Standards and titles of teachers, Recruitment, use and working regime of teachers; Training, fostering, treatment and honoring teachers; State management of teachers.

Referring to school planning, the General Secretary noted: “If there are students and teachers, there must be schools; how can planning and management say there are no schools? The policy of universal education for school-age children has not been implemented. Everything must be resolved and that is a very current issue. Not to mention remote and isolated areas have very specific and special policies. The relationship and correlation between teachers and students must be resolved. If there are teachers, there must be students, and at university level, even lifelong learning. Many policies must be included in the draft Law.”

It is necessary to identify teachers as scientists.

Emphasizing that a teacher is also “a scientist”, General Secretary To Lam raised the question: What is the relationship between a teacher and a scientist? The General Secretary reminded, “there can be no more laws about scientists, so that must be expressed and generalized”.

General Secretary To Lam affirmed: The relationship between scientists and teachers; between research centers and businesses, and the state must be clear. Currently, science and knowledge are “non-stop”, therefore, requiring teachers to have the mindset of scientists and have very deep expertise.

The General Secretary also noted the integration process of teachers in the context of the country and the education sector currently integrating. The General Secretary cited: “We recently announced the universalization of English in education - English becomes the second language, what kind of English must teachers speak to be universalized. What is the English proficiency of teachers? Are there regulations for foreign teachers, do they have to comply with the Law on Teachers of Vietnam? Have we mentioned anything?

To integrate, we need people, and the first trained people must be teachers. There must be very specific policies. If we don't have English teachers now, how can we have English students? Math teachers and Literature teachers must also have English, not just foreign language teachers. We must approach and integrate. Those policies must be shown here, there must be specific demands and requirements.

Teachers are the locomotives for education

In addition, the General Secretary noted that the lifelong learning policy also needs to be stipulated in the draft Law on Teachers. It cannot be rigidly stipulated that professors who reach retirement age are no longer teachers and no longer participate in teaching.

“Older teachers have prestige and are instructors; but when they reach the age limit, they say that due to the Education Law, I am no longer a teacher. Obviously, this will be difficult. While we are mobilizing social forces for education and teaching work," the General Secretary noted.

The General Secretary also suggested that it is necessary to encourage socialization and mobilize society to participate in education and teaching work, especially in some very special environments such as in prisons or for teachers working in mountainous areas and ethnic minorities.

Citing further evidence of teaching and learning in mountainous areas, the General Secretary said that he had been there and "found it very difficult". Many places do not have boarding schools or public housing for teachers. Faced with this reality, General Secretary To Lam requested that "each such school must have public housing for teachers. Teachers must have a place to live".

The General Secretary emphasized that this area should also be considered special, because teachers not only teach but also have to coax and encourage students to go to school. Therefore, there should be a specific and comprehensive policy to encourage teachers to work in this special environment. Because it is an area with socio-economic difficulties, it is also an area with low education and training, and has difficulties in developing human resources.

Finally, the General Secretary expressed his hope that the Law on Teachers will be welcomed by teachers.

"We must find a way to make teachers receive this Law with real excitement, real honor, real favorable conditions for teachers. Otherwise, when the Law comes out, teachers will find it more difficult. If teachers do well, they will attract students. Teachers are the locomotives for education," the General Secretary emphasized.
