In his commemorative speech, General Secretary and President To Lam reviewed the heroic past of the army and people of the whole country in general and the army and people of Hanoi in particular in the long-term resistance war against the French colonialists, liberating the capital, opening a new period of independence and development for the Vietnamese people.
The General Secretary and President emphasized that that historic moment was a testament to the national strength, solidarity, and aspiration for peace of our people; a milestone that opened a new period of development for the capital and the country; marked the complete defeat of French colonialism in Vietnam, ending 9 years of protracted resistance. Hanoi - the capital of the Democratic Republic of Vietnam - was cleared of enemies; our people were masters of their own destiny and the country, enthusiastically starting to build a new society - a socialist society; opening a new period of great glory in the thousand-year history of culture and heroism of Thang Long - Hanoi in the Ho Chi Minh era.
General Secretary and President To Lam stated that the country is peaceful and unified, under the leadership of the Party, the Party Committee, government and people of Hanoi together with the whole country have made persistent efforts, overcome all difficulties, carried out the renovation and international integration, and achieved great achievements of historical significance.
Hanoi today has become the national political and administrative nerve center, a major center of culture, science, education, economy and international integration; one of the 17 largest cities in the world with an increasingly civilized, modern, dynamic, creative appearance, imbued with the eternal cultural and historical values of the thousand-year-old land of Dong Do - Thang Long.
The economic scale has continuously increased, reaching about 54 billion USD in 2023; the gross regional domestic product (GRDP) has maintained a higher growth rate than the overall growth rate of the whole country; the total state budget revenue in the area has always reached and exceeded the assigned target.
People's lives are constantly improving; in 2023, the average income per capita will reach 6,348 USD, the poverty rate will be only 0.03%, of which 19/30 districts have no poor households. Hanoi is always the locality with the highest human development index, scale and quality of education and training in the country.
The capital Hanoi is secure, safe, and full of life, with great appeal to domestic and foreign tourists and international investors. Strengthening links with localities and key economic regions in the country; along with friendly relations and cooperation with more than 100 cities and capitals of countries, economic and trade relations with nearly 200 countries and territories; Hanoi participates with high responsibility and assumes important positions in many major international forums, contributing to enhancing the role, position, and prestige of the capital and the country in the international arena.
With its outstanding achievements and great contributions over the past 70 years, Hanoi has been honored to receive many noble awards from the Party and State: 3 Gold Star Orders, Ho Chi Minh Order, First Class Independence Order and the titles: "Heroic Capital", "Hero of the People's Armed Forces".
Hanoi is proud to be the only city in the Asia-Pacific region to be awarded the title “City for Peace” by the United Nations Educational, Scientific and Cultural Organization (UNESCO); the first capital in Southeast Asia to be listed by UNESCO as a member of the global “Creative Cities Network” in 2019.
With the position and strength after 40 years of renovation, with new opportunities and fortunes, to be worthy of the capital in the new era of development of the country, General Secretary and President To Lam hopes that the capital Hanoi will continue to make more efforts to become an exemplary, typical example, the pride of the people and soldiers of the whole country as President Ho Chi Minh believed:
“The people of our Capital have a glorious revolutionary tradition and ardent patriotism. I am certain that the people of the Capital will enthusiastically strive to make all sectors of the Capital develop more and more, to set an example, to lead the people of the whole country in the work of consolidating peace, achieving unification and complete independence; to build a happy, beautiful, and forever peaceful life for our children and grandchildren.”
The capital city of Hanoi is exemplary and takes the lead in successfully implementing the Party's Resolutions. In the immediate future, it is accelerating and making breakthroughs in successfully implementing the Resolution of the 13th National Party Congress and the Resolution of the 17th City Party Congress; preparing well in all aspects to successfully organize the Party Congresses at all levels for the 2025-2030 term, the 18th Hanoi Party Congress towards the 14th National Party Congress; making every effort to effectively implement Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks for the development of the capital city of Hanoi to 2030, with a vision to 2045.
The General Secretary and President requested that the capital Hanoi focus on all solutions, strongly mobilize resources, especially resources within the people, combine national strength with the strength of the times to build the capital Hanoi to be truly worthy of being the national political and administrative nerve center, the heart of the whole country; a major center of economy, culture, education and training, science, technology and international integration; a smart, modern, green, clean, beautiful urban area with identity, security, safety, fast and sustainable development, with spreading power to promote the Red River Delta, the key economic region of the North and the whole country to develop together.
Developing the capital Hanoi as “Cultured - Civilized - Modern”, soon becoming a globally connected city, deeply integrated, highly competitive with the region and the world; people have a high standard of living and quality of life; economy, culture, society develop uniquely and harmoniously, truly a center of convergence, crystallization of the culture of the whole country, civilization of humanity; with a level of development on par with the capitals of developed countries in the region and the world.
Building the Party Committee and political system of the Capital to be truly exemplary, united, clean, strong, comprehensive, and representative; an action-oriented government, a democratic, modern administration with a proactive and creative spirit.
Building a team of highly qualified cadres with pure moral qualities, dynamic, creative, daring to think, daring to do, daring to take responsibility, wholeheartedly serving the Fatherland and the people, always putting the common interests, the interests of the nation and people above all else. Building Hanoians who are gallant, elegant, loyal, civilized, representing the culture, conscience and dignity of the Vietnamese socialist people.
Strengthening and expanding cooperation with capitals of other countries, promoting the culture of Thang Long - Hanoi, building a good image of Hanoi's culture and people with compatriots nationwide, international friends, and overseas Vietnamese, continuing to enhance the position of the capital and the country in the international arena.
The General Secretary and President expressed: “Looking back on the past 70 years, we are even more proud and appreciative of the feats and achievements we have made; we are even more deeply imbued with the incomparable precious value of independence, freedom for the nation and happiness for the people, the value of peace and development.
We are proud to have Thang Long - Hanoi, the capital of a thousand years of culture and heroism - where the noble values of the Vietnamese people converge, crystallize and shine. We are more confident in the cause of building the capital and the country; confident in the strength from the historical roots of the Vietnamese people to lead the country steadily towards socialism.
That is the will and aspiration of our entire Party, people, army, the Party Committee, the people of the Capital and the people of the whole country; it is the responsibility of today's generation towards our ancestors and future generations."
Under the leadership of the Communist Party of Vietnam, promoting the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride", strongly mobilizing people's strength, closely linking the Party's will with the people's hearts, General Secretary and President To Lam firmly believes that the Party Committee, government and people of Hanoi will successfully implement President Ho Chi Minh's instructions, soon building "our capital" into a model "socialist capital" in the world, contributing to bringing the country into a new era, an era of national growth.
With a surge of memories, comrade Nguyen Thu - a representative witness of history, recalled that when he was just 22 years old, full of youthful aspirations and enthusiasm, he was the Infantry Platoon Leader of the Capital Regiment, the 308th Vanguard Army Division, which took over the capital city of Hanoi.
Looking back 70 years later, Mr. Nguyen Thu shared that the soldiers of the past were extremely proud and excited about the dramatic changes in the capital and the country. The people lived in peace, happiness, and their lives became increasingly prosperous.
Mr. Nguyen Thu advised that in order to have a beautiful life like today, previous generations had to go through many difficulties and sacrifice their blood and bones to gain independence and freedom. Today's young generations should know how to appreciate, cherish and strive to study, work, contribute, and be determined to maintain the independence and sovereignty of the Fatherland, to build the homeland and country to be more and more prosperous and happy.
Representing the young generation of the capital, Nguyen Chi Phuong - a student at Hanoi Law University said: Our young generation was born when the country was no longer at war, and did not witness the heroic historical moments when the army marched to liberate the capital 70 years ago.
Chi Phuong believes that to have that joyful day of victory, many outstanding children of the Capital and the whole country, including union members and young people, wholeheartedly followed the Party, were ready to go anywhere, be present in difficult places when the Fatherland needed them, and were determined to die for the Fatherland; sacrificed themselves for the cause of national liberation and national reunification.
Student Nguyen Chi Phuong expressed: “In this solemn and emotional moment, we - the young generation of Vietnam - would like to express our deep gratitude to the glorious Communist Party of Vietnam, great Uncle Ho, and the great sacrifices of previous generations for peace, independence, and freedom for the Vietnamese people.”
Student Nguyen Chi Phuong shared, promoting the tradition of the heroic Capital, the heroic Vietnamese people, the young generation vows to be absolutely loyal to the Party, steadfast in the revolutionary path that the Party, Uncle Ho and our people have chosen; constantly raising awareness of politics, the glorious history of the Party and the nation, always cultivating, training virtues, and training talents; promoting the pioneering, proactive, creative spirit, leading in learning, scientific research, and creative work; striving in starting a business, establishing a career; volunteering for the community; affirming the strength, mettle and intelligence of Vietnam, contributing to bringing our country to rise up in the new era, standing shoulder to shoulder with the world powers.
