Conducting surveys in localities to serve the work of establishing and completing the Planning of the North Central and Central Coast regions.

Pursuant to the provisions of the law on planning, Decision No. 1226/QD-TTg dated September 24, 2018 of the Prime Minister assigns the Ministry of Planning and Investment as the presiding agency, coordinating with relevant ministries, branches and localities to develop regional planning for the period 2021-2030, with a vision to 2050. The Ministry of Planning and Investment will organize a working delegation to work with provinces and cities in the North Central and Central Coast regions to survey and collect documents related to the establishment and completion of the planning for the North Central and Central Coast regions.

The working delegation includes: Leaders of the Department of Planning Management, Ministry of Planning and Investment as head of the working delegation; representatives of the HaskoningDHV- CIEM - INSPONRE consulting consortium; the Management Board implementing the planning task; representatives of the Ministry of Industry and Trade, Ministry of Transport, Ministry of Natural Resources and Environment, Ministry of Culture, Sports and Tourism; representatives of units under the Ministry of Planning and Investment: Department of Local and Territorial Economy, Department of Economic Zone Management, Department of Infrastructure and Urban Development.

Expected program and working time with localities in the North Central and Central Coast regions (Thanh Hoa, Nghe An, Ha Tinh) from November 19-23, 2023.

The agenda will focus on the following:

1. Outstanding issues (achievements, problems, limitations) in socio-economic development, management, resource use, and environmental protection of the locality in the period 2010-2022.

2. Outstanding local environmental issues; natural disaster situation and prevention, control and overcoming of natural disaster consequences in the period 2011-2022.

3. Major orientations for the development of local economic sectors and social fields in the period 2021-2030. Orientation for innovation of growth models, economic restructuring, especially industrial and service structures.

4. Orientation for the development of functional areas and areas with a driving role; orientation for the arrangement of industrial development space (including industrial parks), urban areas, and service centers associated with the corridors and belts of the region.

5. Orientation and proposal of solutions for coordination between localities in environmental protection, natural disaster prevention, exploitation, management and use of resources (water resources, sand and gravel mining on riverbeds...).

6. Current status of local regional linkage activities in the period 2010-2022. Needs and orientations of local regional linkage in various fields in the coming time. Proposing projects and works to promote regional linkage. Recommending mechanisms to enhance the effectiveness of regional linkage.

7. Difficulties and obstacles in mechanisms and policies (if any) affecting local development and proposals and recommendations, especially mechanisms for enhancing resource mobilization.

8. Priority local projects and works in the period 2021-2030.

9. Other issues of local concern proposed in the Regional Planning.
