Streamline the apparatus to eliminate lazy people

On December 16, attending the National Conference to review the Party building work in 2024 and deploy tasks for 2025, General Secretary To Lam emphasized that it is necessary to do a good job of advising and streamlining the political system's apparatus in conjunction with restructuring the staff. Streamlining the political system's apparatus is a difficult, even very difficult, issue. When streamlining the apparatus, it will involve the thoughts, feelings, aspirations, and interests of a number of individuals and organizations. Therefore, this work needs to be carried out objectively, cautiously, democratically, scientifically, and methodically.

According to the General Secretary, the streamlining of the apparatus must closely follow and ensure the correct implementation of the principles and viewpoints of the Party and the Central Committee, closely follow the Constitution, the Political Platform, and the Party Charter, ensuring comprehensiveness, synchronization, and connectivity. One agency must perform many tasks, one task must be assigned to only one agency to preside over and take responsibility, thoroughly overcome overlapping functions and tasks, and division in areas and fields; limit intermediary organizations, clearly define specific functions, tasks, and responsibilities on the basis of Party nature, rationality, and legality; and review the functions and tasks of each organization and apparatus.

Attending and speaking at the national online conference summarizing the work in 2024 and deploying tasks in 2025 of the Home Affairs sector on December 21, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that streamlining the organization of the political system is one of the six key tasks in 2025. Although the number of people affected is quite large, about 100,000 people, we must boldly proceed. The Ministry of Home Affairs continues to study how to attract, retain, train and treat talented people; properly evaluate cadres to use them properly.

As the advisory body in this matter, the Ministry of Home Affairs must "eliminate lazy people in the apparatus and attract talented people into public administration" as General Secretary To Lam said.

According to Minister of Home Affairs Pham Thi Thanh Tra, streamlining the apparatus is not only a revolution to streamline the organizational apparatus but also a "revolution to liberate the mind so that we can all change together, towards a better future"; especially changing thinking, vision and new awareness and especially reforming innovation and development, making the best use of the human factor, in order to promote the development of productive forces, bringing the country firmly into a new era: an era of strength, prosperity and happiness as the General Secretary said.

This is a revolution full of difficulties, challenges, complexities, sensitivity, hardships and obstacles, requiring courage, will, intelligence, solidarity, unity, dedication, bravery and sacrifice of cadres, leaders and heads of the political system with a spirit of solidarity, determination and fierceness so that the implementation can be carried out quickly, positively and effectively.

There is a policy to stabilize the lives of workers after reorganization.

The most important issue that many people are interested in is having policies to help cadres, civil servants, public employees, and workers stabilize their lives when implementing the organization and streamlining of the apparatus. Minister Pham Thi Thanh Tra said that the Ministry of Home Affairs has urgently worked day and night to develop policies and regimes and submit them to competent authorities for timely consideration. The Ministry has currently completed the draft Decree on policies and regimes for cadres, civil servants, public employees, and contract workers in the organization and streamlining of the apparatus of the political system. This content has been reported to the Party Committee and the Government Steering Committee to report to the Politburo.

The spirit of the policy is “to make a revolution to streamline the apparatus, the mechanism and policy must also be revolutionary”. Therefore, this policy requires speed, strength, prominence, humanity, fairness, ensuring a reasonable correlation between the subjects, in order to stabilize life, ensure the rights and interests of cadres, civil servants, public employees, and workers so that “no one is left behind in the process of arranging and streamlining the apparatus”.

Policy making is associated with the responsibility of the head of the agency or unit in evaluating, screening, and selecting retired civil servants and public employees, linking staff streamlining with restructuring and improving the quality of the staff, civil servants and public employees.

Spread the "heat" of the revolution

With the spirit of the whole Party, the whole people, comprehensiveness, synchronization, science, caution, methodicalness and speed, the revolution of streamlining the apparatus is being carried out actively and effectively from the central to local levels.

Chairing the conference to review the coordination work between the National Assembly Party Delegation and the Party Committee of the National Assembly Office on December 19, National Assembly Chairman Tran Thanh Man emphasized that it is necessary to continue to focus on directing the implementation of the summary of Resolution No. 18-NQ/TW, complete the projects, regulations, and documents, and ensure the schedule for submission to the Central Conference in mid-February 2025 and the National Assembly session in late February 2025. At the same time, complete the review, propose amendments, and supplements to laws and resolutions related to the arrangement and streamlining of the apparatus, report to the National Assembly Standing Committee, and submit to the National Assembly for consideration and decision; complete the arrangement and streamlining of the National Assembly Committees, agencies under the National Assembly Standing Committee, departments, units, and organizations under the National Assembly Office, and ensure the schedule and plan set by the Central Committee.

At the 5th Session of the Government Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee, Prime Minister Pham Minh Chinh directed, researched and proposed the organizational structure, advisory and support apparatus of the Government Party Committee to ensure that it is streamlined, strong, effective and efficient, reducing intermediaries and focal points, promoting decentralization and delegation of power, assigning only one person to one task and one person can do many tasks; clearly defining the positions, roles, functions, tasks, powers and working relationships of advisory and support agencies; building job positions, defining job titles and positions...

Along with that, continue to do well the work of political and ideological education, raise awareness of cadres and party members about the arrangement and streamlining of the organizational apparatus associated with streamlining the payroll, restructuring and improving the quality of cadres, civil servants and public employees, improving the leadership capacity and fighting strength of Party organizations and party members.

According to the plan to consolidate and merge a number of ministries and agencies, it is expected that the Government apparatus will reduce 5 ministries and 3 agencies directly under the Government; reduce 12/13 general departments and organizations equivalent to general departments under ministries and ministerial-level agencies; 500 departments and equivalents under ministries and general departments; 177 departments under ministries, ministerial-level agencies and equivalents; 190 public service units under ministries and agencies within ministries. This number is higher than the direction set by the Central Government.

After the reorganization and merger, the organizations will reduce 35-40% of their focal points, and the remaining organizations will be internally reorganized and reduced by at least 15%. The general departments and equivalent organizations will be basically eliminated.

With a spirit of urgency and ensuring the set schedule, the Ministry of Culture, Sports and Tourism has implemented the direction of the Central Government and the Government, proposed a plan to resolutely arrange and streamline the Ministry's organizational apparatus, ensuring a minimum reduction of 15-20% of internal organizational units in accordance with the requirements of the Government Steering Committee. Accordingly, the focus will be on arranging and streamlining the organizational apparatus, stabilizing the operation of the Ministry after the arrangement plan is approved by competent authorities, ensuring that agencies, units and organizations after the arrangement operate smoothly, effectively and efficiently immediately, without interrupting work and other normal activities.

Based on the results achieved after 7 years of implementing Resolution 18-NQ/TW, the Ministry of Health has completed and submitted to the Government Steering Committee the Project to reorganize and streamline the Ministry's apparatus in the direction of receiving some tasks of the Central Health Care Protection Board, receiving state management of: social protection; children; prevention and control of social evils transferred from the Ministry of Labor - Invalids and Social Affairs. At the same time, the draft Decree regulating the functions, tasks, powers and structure of the Ministry of Health according to the reorganization plan...

Localities have also basically completed the Project on reorganizing and streamlining the apparatus in accordance with the direction of the Central Committee, the Politburo, the Central Steering Committee and the orientation and suggestions of the Government Steering Committee. Accordingly, the reorganization of specialized agencies under the provincial People's Committee will ensure that the total number of departments under the provincial People's Committee does not exceed 14 departments. Hanoi and Ho Chi Minh City alone have no more than 15 departments. With the above direction, after the reorganization, Quang Nam province will reduce 6 departments and branches. The total number of specialized agencies and administrative organizations under the provincial People's Committee of Quang Nam after the reorganization is 13 specialized agencies and 1 administrative organization under the provincial People's Committee.

Dong Thap province plans to reduce 24 focal points under the Provincial Party Committee and the Provincial People's Committee. Of which, the Party bloc will reduce 12 focal points under the Provincial Party Committee (reducing 1 specialized agency, 1 part-time agency, 1 Party bloc Party Committee, 8 Party delegations, 3 Party Executive Committees and increasing 2 Party Committees under the Provincial Party Committee); reduce at least 36 focal points under the district Party Committee. The government bloc will reduce at least 12 focal points under the Provincial People's Committee (including: 6 departments, 4 public service units, 2 support organizations); reduce at least 22 internal apparatus organizations and at least 31 focal points under the district People's Committee...

The Executive Committee of the Tay Ninh Provincial Party Committee has approved a plan to streamline the organization of the political system. It is expected that after the reorganization, Tay Ninh will reduce 49 units. Of which, the provincial level will reduce 19 units, the district level will reduce 30 units...
