Parents of CT in Hoc Mon District, Ho Chi Minh City said that the school has just received the collection notice, and the school collected the combined fees for September and October.
Public elementary school students are exempt from tuition fees.
In recent days, many public primary schools in Ho Chi Minh City have sent receipts for September 2023 (some schools have also sent receipts for October 2023) to parents. From the receipts listing the receipts and total amount, parents will pay through many channels. Below the articles of Thanh Nien Newspaper, many parents have questions about tuition and fees at the school. Parent Wo83… asked: "Primary school is free, but my child in grade 3 in Go Vap still has to pay more than 2 million/month. Much higher than before when I went to school with tuition fees? So how does the City explain?".
Or Mr Zero's parent commented: "The tuition fee is low, but if you add other fees, multiply that amount 10-20 times to get the real monthly payment."
According to Clause 3, Article 99 of the 2019 Education Law, "primary school students in public educational institutions do not have to pay tuition fees". This applies to public primary school students in Ho Chi Minh City and all localities nationwide.
Therefore, the receipts that parents of public elementary schools in Ho Chi Minh City have just received do not include tuition fees.
Some other revenues in Resolution 04
No tuition fees are required, but public primary school students need to pay some of the 26 fees specifically regulated by Resolution 04 of 2023 of the Ho Chi Minh City People's Council. The 2023-2024 school year is the first school year that Ho Chi Minh City has specific regulations on the 26 fees allowed to be implemented in public educational institutions in the city.

These 26 revenues include 4 groups: Revenues for educational activities outside of regular school hours as prescribed (for example, fees for organizing 2 sessions a day for grade 5; fees for organizing English enrichment classes; fees for organizing elective computer classes; fees for organizing gifted classes, elective physical education, clubs, etc.); revenues for educational activities implemented according to approved projects; revenues for services serving boarding activities (for example, fees for organizing services, management and cleaning of boarding schools; fees for purchasing equipment and supplies for boarding students, etc.); revenues to support individual students (for example, fees for school supplies; fees for boarding lunches; fees for drinking water; fees for initial student health check-ups (including school dental check-ups); fees for using air conditioners in air-conditioned classrooms (electricity fees, air conditioner maintenance costs) ...).
The 26 fees are also specifically regulated in 2 areas with different maximum fees. Area 1 includes schools located in districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Tan Phu, Go Vap, Tan Binh, Binh Tan and Thu Duc City. Schools in group 2 are located in Nha Be, Can Gio, Binh Chanh, Hoc Mon, and Cu Chi districts.
Before primary schools issue notices of specific amounts of fees for parents to pay, the People's Committees of districts, towns, and Thu Duc City must issue official dispatches on instructions for collecting and using tuition fees and service fees to serve and support educational activities; implementing the tuition exemption and reduction regime and supporting study costs for the 2023-2024 school year of public educational institutions in the area.

These documents are based on a form of opinion poll from parents about the fees. The opinion poll is distributed publicly at parent meetings, parent-teacher conferences or through the electronic contact book...
At the same time, for elective subjects and after-school clubs, the school also issues registration forms (with the price of each subject/month written on them) for parents to register and then submit. If they do not register, students will not study and will not need to pay.
Each student will have a different income statement.
This is the beginning of the school year, so public elementary school students will also have some annual fees such as school supplies, electronic report cards (if registered), health check-up fees...
Each public elementary school student has a different number of boarding days (because some students are absent from school for some days); registers for different elective subjects (such as international computer science, English with native speakers, English math - science); registers for different after-school clubs in terms of quantity and number of subjects... Therefore, even though studying in the same public elementary school boarding class, the amount of money that each public elementary school student needs to pay is also different.
