Vietnam's education has entered a hopeful historical milestone when, starting from the 2025-2026 school year, students in public schools from kindergarten to high school will be exempted from tuition fees.

This policy of the Politburo marks an important step forward in improving the quality of education and opening the “door of learning” equally for all students, regardless of their family's economic conditions.

The tuition-free policy not only demonstrates the Government's commitment to improving the quality of national education but also reduces the financial burden on families; creating conditions for students to access quality education without worrying about costs.

For low-income families or those in remote areas where economic conditions are difficult, the policy is expected to provide both spiritual and material support, encouraging students to attend school more regularly and reducing the dropout rate. All students have the opportunity to learn and develop their talents.

Not only is it humane, the policy is also fair, as it will help reduce the gap in learning ability between regions, especially between big cities and rural and mountainous areas. This will contribute to creating a generation of students with a solid educational foundation, helping to develop high-quality human resources for the country in the future.

The policy also helps the country's education sector become more sustainable because when applied, it will create conditions to encourage parents to continue investing in their children's education, reducing worries about study costs.

Realization challenges

The policy of exempting tuition fees for students in public schools from kindergarten to high school not only demonstrates the vision and concern of the Party and State when considering education as the "top national policy" but also conforms to the general trend of developed countries, contributing to promoting the quality of education.

To realize the tuition-free policy nationwide, the Government will have to ensure stable financial resources and reasonable allocation, avoiding budget deficits.

At the same time, educational institutions also need to improve teaching quality and facilities to meet the increasing learning needs of students.

The Government, the Ministry of Education and Training, and relevant ministries and sectors will have to work closely to ensure that tuition exemption does not reduce the quality of education, but on the contrary, creates opportunities to invest in better quality education.

Training and capacity building for teachers at all levels, innovation in teaching methods, and improvement of school facilities will be important factors for this policy to be truly effective.

Appropriate monitoring activities are also needed to avoid the occurrence of other costs when schools waive or reduce tuition fees. In fact, in some places, in recent times, there has been a situation where schools have used other activities as a pretext to collect money from students and parents.

Socializing the costs of investing in libraries, installing air conditioners, projectors, building traditional rooms, participating in small plans, installing many student management applications at the same time... are the reasons for the arising costs that students and parents have to pay extra.

In addition, it is also necessary to strengthen the management of training quality and the issue of revenue and expenditure of extracurricular activities (which are often self-funded by the school, in conjunction with external partner centers), to promptly monitor and avoid affecting the effectiveness of the tuition exemption policy.

If there are good solutions to the above challenges, I believe that with high determination from the Central to local levels, Vietnam's education will truly turn a new page, with humane, fair and sustainable development, contributing to the success of national social security.
