On August 4, the Department of Agriculture and Rural Development held a conference to review administrative reform (AR) and digital transformation of the sector in the first 6 months of the year and deploy tasks for the last 6 months of 2023.
In the first 6 months of 2023, administrative reform and digital transformation have been focused on. In particular, regarding the content of digital government, the entire agricultural sector has implemented 79 administrative procedures (APs), of which 33 APs provide full online public services and 46 APs provide partial online public services. Providing online public services brings great benefits to people and businesses in terms of cost, time and work efficiency.

As a result, in 6 months, the provincial agricultural sector received 3,443 administrative procedure records; resolved 3,386 records, reaching 98.3% (3,291 records returned before the appointment, 95 records returned on time, no records returned past the due date; 57 records still within the settlement period, no records past the due date). Regarding electronic signatures and digital signatures, currently 79 units have been granted digital certificates (reaching 100%) and 100% of leaders have been granted digital signatures. In addition, up to now, according to work requirements, the Department has granted digital signatures to 100% of civil servants and public employees doing administrative work.
In addition, the Department of Agriculture and Rural Development is effectively implementing many specialized applications to serve professional work, such as: Human resource management application; Financial - accounting management application; Emulation and reward management application; Asset management application; Webgis system on livestock database; Software for updating forest resource developments; Software for managing wildlife breeding facilities; Online forest fire monitoring system of the Forestry Department...

The Department has been active in supporting economic development and has achieved relatively positive results. However, many contents and areas have not been implemented due to limited and unsynchronized infrastructure, and there is almost no State support funding, mainly relying on resources from people and businesses.

Regarding the tasks for the last 6 months of 2023, the Department of Agriculture and Rural Development will carry out administrative reform associated with digital transformation, focusing on overcoming the indicators that have lost points according to the provincial digital transformation scoring index. Actively review and promptly report to competent authorities for consideration and reduction of administrative procedures and time for people and businesses to carry out administrative procedures; propose to reduce the list of conditional business investment sectors and reduce and simplify business conditions in accordance with the Government's policy.
