Quang Ninh has a large forest area, and in recent years, the forest coverage rate has always been stable at over 55%. However, the impact of storm No. 3 (2024) has caused severe damage to many forest areas. In particular, Tien Yen is one of the localities that suffered heavy damage with nearly 16,000 hectares of forest.
After storm No. 3 (2024), Tien Yen district suffered heavy damage to planted forests. In order to restore the forest as soon as possible, Tien Yen district urgently directed and strengthened solutions to rebuild the forest; directed relevant organizations and units to have practical solutions to support growers to overcome difficulties and rebuild the forest in the most effective way. As soon as Decree 140/2024-ND-CP (dated October 25, 2024) of the Government regulating the liquidation of planted forests was issued, enterprises in the district accelerated the progress of completing liquidation procedures to promptly clean up and overcome forest damage caused by storm No. 3.
In addition, the District Farmers' Association also directed the grassroots farmers' association to step up propaganda and mobilize farmer members to overcome difficulties, promptly prepare to clear hills, prepare valuable trees and human resources to replant forests after the storm. The association also proposed to the province to provide additional support to forest owners who are households and individuals engaged in forestry production that suffered damage of 30% or more of their forest area due to storm No. 3 in carrying out cleaning and forest fire prevention work on the damaged area, with a support level of 1 million VND/ha.
Despite the large damage to the planted forest area, forestry companies in the district quickly overcame difficulties to rebuild nursery and afforestation activities. Mr. Pham Van Tuyen, Head of Technical Department (Tien Yen Forestry One Member Co., Ltd.) said: The unit has developed a plan to overcome and plant forests immediately after storm No. 3 and set a target of planting 700 hectares of forest. By early 2025, the unit had completed 30% of the workload. Immediately after the storm, the unit started producing tree seedlings. Since October 2024, the unit has assigned each group of teams to prepare for winter-spring forest planting.
In 2025, Tien Yen district aims to plant about 7,000 hectares of forest. The district strives to reach 60% of the planting in the spring crop and complete the planting in the second quarter, actively contributing to the restoration and increase of the forest cover rate of the district damaged by storm No. 3 (2024) to 54.2%, striving to maintain the forest cover rate at 60% in 2026. This figure is equivalent to the forest cover rate before storm No. 3. Right from the beginning of spring, forestry companies and forest growers in the district actively responded to the Tree Planting Festival, focusing on planting large timber trees and indigenous trees with high economic value.
The district also issued and focused on implementing the Sustainable Forest Development Project for the 2021-2025 period, with a vision to 2030. District leaders directed localities and forest owners to carry out structural transformation, planting large timber forests and native trees in places with conditions. At the same time, implementation targets were assigned to each forest owner, organization and People's Committee of communes and towns in the area.
In 2025, the province strives to plant over 31,847 hectares of concentrated forests, 2.4 times higher than the previous year's forest planting target, to compensate for about 25% of the forest area damaged by storm No. 3/2024. The efforts to overcome difficulties and promptly implement the forest planting plan of localities in the province will actively contribute to the province's efforts to complete the forest planting target.
