In 2024, the Ministry of Planning and Investment has promptly researched, monitored, evaluated and closely forecasted the situation in order to actively advise the Government and the Prime Minister on solutions that are scientifically and practically based, focused, deep and flexible, suitable for short-term and medium-term requirements to achieve the goals of socio-economic development, economic growth, promoting disbursement of public investment capital, regional connectivity, digital transformation, innovation and business development.
According to Decision No. 53/QD-TTg dated January 15, 2024 of the Prime Minister promulgating the 2024 Work Program, the Ministry of Planning and Investment was assigned to implement 61 projects out of a total of 345 projects assigned to ministries, ministerial-level agencies, and government agencies - the ministry with the largest number of assigned projects (accounting for nearly 18%). To date, the ministry has basically completed the projects and tasks assigned by the Government and the Prime Minister in the work program.

The work of building and perfecting institutions, policies and laws has always been identified by the Ministry of Planning and Investment as a key and continuous task. The Ministry of Planning and Investment has demonstrated its pioneering role, proactively proposing reforms and innovations towards the goal of creating a favorable legal corridor for restructuring the economy, renewing the growth model; improving the efficiency of allocating and mobilizing resources for development investment; promoting the development of the private economy, innovation, promoting reforms, especially administrative procedure reforms, strongly improving the investment and business environment, increasing labor productivity, developing new economic models, etc.
The Ministry has advised on the implementation of the 2024 Socio-Economic Development Plan; tasks and solutions to maintain macroeconomic stability, promote growth, control inflation and ensure major balances of the economy; actively allocate and adjust medium-term public investment plans and supplement the 2024 capital plan for ministries and localities corresponding to the increased central budget revenue in 2022 and 2023; perfect institutions and policies to continue to promote improvement of the business environment, enhance national competitiveness and support the development of enterprises and business households; actively support enterprises, small and medium enterprises, and business households; make efforts to promote startups, innovation, etc.

Regarding FDI investment, by the end of November 2024, FDI capital attraction increased significantly, with the total newly registered, adjusted and contributed capital to buy shares reaching nearly 31.4 billion USD, up 1% over the same period in 2023, including many large-scale capital increase projects in priority investment attraction sectors.
The realized capital of foreign investment projects is estimated at about 21.68 billion USD, an increase of 7.1% over the same period in 2023. The fact that the project increased capital as well as the realized capital increased sharply shows that foreign investors have great confidence in Vietnam's investment environment and policies, so they have promoted investment activities, accelerated disbursement as well as expanded the scale of existing projects.
In the context of the economy still facing many difficulties in 2024, this is a good signal showing that foreign-invested enterprises are still maintaining good investment and business activities. By the end of November 2024, foreign investment projects are estimated to have disbursed about 21.68 billion USD, an increase of 7.1% over the same period in 2023, which is also a record high disbursement figure in the period 2019-2024.

Regarding ODA capital management, in 2024, the Ministry of Planning and Investment focused on researching and reporting to the Prime Minister on amending and supplementing a number of articles in Decree No. 114/2021/ND-CP dated December 16, 2021 of the Government on management and use of ODA capital and preferential loans from foreign donors, Decree No. 20/2023/ND-CP dated May 4, 2023 of the Government amending a number of articles of Decree No. 114/2021/ND-CP, Decree No. 131/2018/ND-CP dated September 29, 2018 of the Government on regulating the functions, tasks, powers and organizational structure of the State Capital Management Committee at enterprises to remove difficulties and obstacles in determining the governing body of enterprises re-borrowing ODA capital and foreign preferential loans.

Regarding the implementation of regional planning for the 2021-2030 period, with a vision to 2050, the Ministry of Planning and Investment has presided over and coordinated with relevant ministries and localities to research and develop plans for 6 regions for the Prime Minister to approve. All plans have been announced according to regulations. On that basis, in 2024, the Ministry of Planning and Investment has advised the Prime Minister to issue a Plan to implement regional planning.
Regarding the implementation of provincial planning for the period 2021-2030, with a vision to 2050, up to now, 62/63 provinces have been approved. After approval, all provincial planning has been announced according to regulations.
To implement the approved provincial planning, localities are drafting the Plan to implement the planning, sending it for comments and completing the draft Plan before submitting it to the Prime Minister for promulgation. At the conference, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh awarded the First Class Labor Medal to Minister of Planning and Investment Nguyen Chi Dung; Second and Third Class Labor Medals, and the Government's Emulation Flag to a number of collectives and individuals of the Ministry of Planning and Investment.
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that in all stages of the country, from the resistance war, national construction to the cause of Renovation and international integration, over nearly 80 years of formation and development, the planning-investment and statistics sector has always excellently fulfilled its mission of advising the Party, State and Government, affirming its pioneering role in the cause of national construction.
Through that, the team of cadres, experts, civil servants, public employees and workers of the Industry over the years have continuously grown and developed, making important contributions to the socio-economic development of the country.

The Prime Minister stated that we are currently streamlining the payroll with the spirit of reviewing, not omitting functions, tasks, powers, and not overlapping; ensuring a streamlined structure and organization, and improving the quality of the staff of civil servants and public employees. The Prime Minister emphasized that 2024 is a year in which the world situation continues to evolve rapidly, complicatedly, and unpredictably. In particular, we must always stick to reality, respond flexibly, promptly, and effectively with policies. In 2024, we will maintain macroeconomic stability, control inflation, ensure major balances, and state budget revenue; ensure budget deficit, public debt, foreign debt, and government debt are under control at acceptable levels; maintain a healthy investment and business environment, attract good investment capital; stabilize society, contribute to strengthening national defense and security potential; create an environment of peace, cooperation, and development.
The Prime Minister pointed out that these general results have very important and effective contributions from the planning and investment sector, notably: Well performing the role of a strategic-level advisory agency, focal agency, and coordinating macroeconomic management; institutions, mechanisms and policies on economic management continue to be focused on perfecting, amending and supplementing; planning work is focused on implementation, basically meeting progress and quality; disbursement of public investment capital is implemented more drastically, effectively and focused; actively contributing to improving the investment and business environment, developing enterprises and attracting foreign investment; startups and innovation have developed strongly.
On this occasion, the Prime Minister requested Hanoi to determine to strengthen the connection between Hoa Lac High-Tech Park and the city center, including urgently researching investment in building a connecting railway line.
On behalf of the Government, the Prime Minister highly appreciated and commended the efforts and remarkable results of all leaders, civil servants, public employees, and workers in the planning-investment and statistics sector, making an important contribution to the socio-economic development achievements of our country in 2024 and over the past nearly 80 years.
The Prime Minister noted that we must not be passive or surprised about strategy; mobilize resources more strongly for national development; mobilize national strength and the strength of the times, identify distinct potentials, outstanding opportunities, and competitive advantages to follow world trends; coordinate more closely and better between ministries and branches, strengthen decentralization and delegation of power, resolutely eliminate the request-grant mechanism; create development space for people and businesses, especially private businesses.
Central resources prioritize investment in strategic infrastructure connecting the country and the world, using public investment to lead private investment, activating all resources for development; local resources take care of localities, avoiding a scattered mindset.
The Prime Minister emphasized that the achievements of the planning and investment sector are very valuable and worthy of pride, and are an endogenous resource that needs to be promoted; he expressed hope for the young generation who are inheriting the sector's career.

Referring to the key tasks and solutions in the coming time, the Prime Minister emphasized: Continue to do better in planning and coordinating resources to develop the macro economy, ensure stability, strive to achieve a higher growth rate than the set level; build scenarios for the acceleration and breakthrough process; mobilize all resources for development, in which it is necessary to gradually overcome the spread in public investment, cut down on ineffective small projects and focus on completing the development goals of the expressway system, in which by 2025 the north-south expressway from Cao Bang to Ca Mau must be completed; launch the Lao Cai-Hanoi-Hai Phong standard gauge railway project connecting China; prepare for investment in the north-south high-speed railway; urban railways in Hanoi, Ho Chi Minh City, invest in large ports because we must exploit space, underground space, and sea space.
The Prime Minister hopes that the Ministry of Planning and Investment will advise the Government on this work, complete each task, create a transparent investment and business environment, amend the Law on Bidding in a more transparent and effective direction, and limit negativity.
Focus on restructuring the economy, sectors and fields in conjunction with growth model innovation; promote new growth drivers. Value time, intelligence and decisiveness; promote the application of science and technology, start-ups and innovation; promote and improve the quality of statistical work.
Perform well the duties of the Standing Committee of the Economic-Social Subcommittee; carry out well the work of Party building and Party rectification. Enhance the leadership capacity and fighting strength of Party organizations and Party members. Prevent the risk of economic decline, ideological, political, moral and lifestyle degradation, and manifestations of "self-evolution" and "self-transformation".
