Pursuant to the provisions of Article 33, Chapter VIII of Decree No. 146 of the Government in 2018, the amount of money left for educational institutions or vocational training institutions is 5% of the health insurance revenue calculated on the total number of children under 6 years old (studying at public and non-public preschools) or students studying at educational institutions.

Conditions for transferring initial funds to educational institutions education:

Pursuant to the provisions of Article 34, Chapter VIII of Decree No. 146, educational institutions or vocational training institutions, agencies, organizations and enterprises specified in Point b, Clause 1, Article 31 of this Decree (except for educational institutions or vocational training institutions, agencies, organizations and enterprises that have signed health insurance medical examination and treatment contracts as prescribed in Article 19 of this Decree) are provided with funding from the Health Insurance Fund to conduct medical examination and treatment in primary health care when meeting all of the following conditions:

  • There must be at least one person who is qualified to practice medical examination and treatment according to the provisions of law on medical examination and treatment, working full-time or part-time in primary health care;
  • There is a separate medical room or office to provide first aid and initial treatment for subjects managed by educational institutions or vocational training institutions, agencies, organizations, and enterprises when they suffer from accidents, injuries, or common illnesses during their time studying or working at vocational training institutions, agencies, organizations, enterprises, and educational institutions, etc.
  • Fully paid health insurance during the period (except for preschools).
