3 cases of health insurance premium refund in 2025

(Dan Tri) - In many cases, people who already have a health insurance card must buy another card. In these cases, health insurance participants will be refunded their health insurance premiums.

Ms. Diem Phuong bought voluntary health insurance for her family. Then, she went to work and the company required her to buy health insurance according to her labor contract, while her family health insurance card was still valid. She wondered if in this case she would lose the money she paid to buy family health insurance.

When changing the health insurance group, Ms. Phuong was refunded the money she had paid previously (Illustration: Manh Quan).

According to Vietnam Social Security, Clause 2, Article 13 of the Law on Health Insurance stipulates that in case a person simultaneously belongs to many different health insurance participants, he/she shall pay health insurance according to the first participant that he/she is identified in order.

The order of subjects participating in health insurance is stipulated in Article 12 of the Law on Health Insurance as follows: (1) Group paid by employees and employers; (2) Group paid by social insurance organizations; (3) Group paid by the state budget; (4) Group supported by the state budget; (5) Group participating in health insurance as a household.

Therefore, when Ms. Phuong works under a labor contract, she will participate in group health insurance paid by the employee and the employer.

In this case, Ms. Phuong will be refunded the amount she paid to buy family health insurance. The amount she is refunded will be calculated from the date the enterprise social insurance card is valid until the expiration date stated on the family health insurance card.

This is stipulated in Article 20, consolidated document No. 2089/VBHN-BHXH dated June 26, 2020 of Vietnam Social Security.

To receive the refund, Vietnam Social Security instructs: "We recommend that you contact the Social Security agency where you participated in health insurance for instructions on completing the Participation Declaration, adjusting social insurance and health insurance information (Form TK1-TS) to receive a refund of the health insurance payment according to regulations. If you want to ask a relative to receive the refund, you must have authorization according to the provisions of law".
