(Dan Tri) - Regarding the proposal to support health insurance premiums for people aged 60 and over, Hanoi Social Insurance said that hundreds more elderly people will benefit from this policy.
Hanoi proposes to support voluntary social insurance and health insurance premiums for people in poor households, near-poor households, households escaping poverty, households escaping near-poverty; the elderly from 60 to under 75 years old, people with mild disabilities; ethnic minorities; students in difficult circumstances; people in households working in agriculture, forestry, and fishery with average living standards who are residing in the area.
There are still 158,970 elderly people without health insurance cards.
The report of Hanoi Social Insurance shows that in the period of 2022-2024, Hanoi will spend more than 5,437 billion VND from the budget to support 10.9 million people participating in social insurance and health insurance.
Currently, Hanoi has 1.1 million people aged 60 and over. Of these, 636,746 elderly people have been granted health insurance cards. by social insurance fund and budget.

330,740 people have family health insurance cards with an average annual support amount of about 804.6 billion VND. There are 158,970 elderly people who do not have health insurance cards.
Of the 112,313 disabled people, 101,037 severely disabled people and especially severely disabled people have been granted health insurance cards.
In addition, the total number of people in agricultural, forestry and fishery households with average living standards who are granted health insurance cards is 8,857 people. 95,143 people participate in voluntary social insurance with an average annual budget support of 34.3 billion VND.
Reduce the burden on the elderly
According to Hanoi Social Insurance, from July 1, 2024, the basic salary will increase from 1.8 million VND to 2.34 million VND, leading to an increase in health insurance premiums, making it difficult for people to participate financially.
The groups facing the most financial difficulties are those escaping poverty, near-poverty, people with disabilities, students in difficult circumstances, ethnic minorities, the elderly without pensions or social benefits, and households with average living standards.
The annual amount of money paid from the Health Insurance Fund for participating people is very large, up to 893 billion VND in the period 2022-2024.
"Therefore, supporting additional health insurance premiums will encourage people to participate in health insurance and receive health insurance payments from the health insurance fund when they are sick or ill, thereby reducing financial pressure on people in difficult times," said Hanoi Social Insurance.

Based on current legal regulations and the above analysis, the proposal to the City People's Committee to submit to the City People's Council for consideration and approval of a Resolution regulating the level of support for voluntary social insurance and health insurance premiums for a number of people residing permanently in the area is necessary and within the authority, Hanoi Social Insurance said.
Regarding the voluntary social insurance support policy, voluntary social insurance participants will be supported with payment at a percentage of the monthly voluntary social insurance payment according to the poverty line of rural areas in each period as prescribed by the Prime Minister.
Specifically, the support level is 70% more of the voluntary social insurance contribution for people in poor households; 75% more of the voluntary social insurance contribution for people in near-poor households; and 20% more of the voluntary social insurance contribution for other subjects.
Regarding health insurance support policy, the draft Resolution states that poor household members recognized as escaping poverty and near-poverty at the same time, and near-poor household members recognized as escaping near-poverty are supported with 100% of health insurance premiums for a period of 36 months.
In addition, elderly people from 60 to under 75 years old who are not subject to compulsory health insurance and do not have a health insurance card are supported with 100% of the health insurance premium.
In addition to the above two subjects, the draft Resolution also details a number of subjects eligible for the policy.
The policy is expected to apply from January 1, 2026 to about 614,000 beneficiaries with a total budget of nearly VND 709 billion.
