In a warm and intimate atmosphere, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hong Vinh reported on the socio-economic development, national defense and security situation in 2024; key tasks in 2025 of the province. Nghe An has completed and exceeded 27/28 planned targets with many positive results. Notably, the economy maintained a high growth rate, reaching 9.01%; State budget revenue reached more than 25.5 trillion VND; Investment attraction, especially foreign direct investment attraction, continued to be a bright spot, reaching nearly 1.75 billion USD, ranking 8th out of 63 localities, the third consecutive year in the top 10 provinces and cities attracting the highest FDI in the country.
The province has completed many key tasks and key projects: Nghe An was issued Resolution No. 137 by the National Assembly on piloting a number of specific mechanisms and policies for provincial development; the National Assembly Standing Committee issued Resolution No. 1243 on the arrangement of administrative units at district and commune levels for the period 2023 - 2025; the Prime Minister approved the Plan to implement the Provincial Planning for the period 2021-2030, with a vision to 2050... Works and projects, especially key works in the province, were focused on directing, completing and putting into use.

The cultural and social fields have made breakthroughs and progress; social security is of concern. The province's key education quality ranks 4th nationwide, and the comprehensive education quality ranks 12th nationwide. In particular, the province has supported the construction and repair of nearly 12,000 houses for the poor and people with housing difficulties, reaching 75% of the demand for the entire period of 2023 - 2025.
Activities in foreign affairs, national defense, security, Party building and the political system achieved many positive results. The provincial police and armed forces received the title of Hero of the People's Armed Forces.

Comrade Le Hong Vinh emphasized: The above results were achieved thanks to the timely attention and support of the Central Government, the efforts of all levels, sectors, business communities and people in the province, and the very important contributions of many previous generations of provincial leaders. Affirming that despite many difficulties, in 2025, Nghe An province set a very high development target. The Chairman of the Provincial People's Committee said that the province is determined to accelerate, break through, and effectively utilize resources to achieve the highest level of goals and targets set by the 19th Provincial Party Congress, striving for double-digit economic growth. The province will also focus on leading, directing the implementation and successful organization of Party Congresses at all levels, towards the 20th Provincial Party Congress and the 14th National Party Congress. Following the direction and guidance of the Central Government, Nghe An province is determined to resolutely and effectively implement the summary of Resolution No. 18, associated with the revolution in arranging and streamlining the political system apparatus, on that basis creating new momentum and new spirit for the province's development in the coming period.

Chairman of the Provincial People's Committee Le Hong Vinh also emphasized that the province will continue to mobilize resources, especially mechanisms and policies in Resolution No. 137 of the National Assembly to implement key projects and strategic infrastructure; Continue to promote the results of the past years, take advantage of opportunities to accelerate and make breakthroughs in attracting investment, strive to be in the top 10 nationwide in attracting FDI capital for 5 consecutive years, aiming to be in the top 10 localities with the highest accumulated FDI capital in the country in the next 10 years. In addition, Nghe An will also devote resources to social security work, especially caring for poor households, disadvantaged households, and vulnerable groups, especially during the Lunar New Year 2025 so that everyone can have a Tet holiday; strive to complete the Program to mobilize and support the construction and repair of houses for the poor and people with housing difficulties...

Speaking at the meeting, former provincial leaders highly appreciated the efforts and results achieved in 2024 and expressed their agreement with the goals set by the province in 2025. Speaking at the program, Provincial Party Secretary Nguyen Duc Trung affirmed that the results achieved in 2024 by the province are a process, inheriting the results contributed and built by generations of provincial leaders through the periods. For example, the results of attracting FDI capital, Nghe An, formerly a low-lying area, has emerged in recent years as one of the localities that are attractive destinations for foreign investors. For 3 consecutive years, Nghe An has been in the top 10 provinces and cities with the largest FDI attraction results in the country.

Provincial Party Secretary Nguyen Duc Trung emphasized that to achieve this result, it is not only the merit of this term, but also the merit of many terms, especially the careful preparation of infrastructure for industrial parks.
In addition, Nghe An has recently received special attention from the Central Government. This is demonstrated by the fact that in 2013, the Politburo issued Resolution No. 26 and recently issued Resolution No. 39. The National Assembly issued Resolution No. 36 and recently Resolution No. 137 on piloting a number of specific mechanisms and policies for the province. This is a condition for the province to have more motivation and resources to achieve development goals in the coming period.
Another advantage, according to Provincial Party Secretary Nguyen Duc Trung, is the consensus within the Party Committee, government and people for the province to achieve its development goals. Along with that, the spirit of solidarity within the Standing Committee, the Standing Committee, and the Provincial Party Executive Committee makes the work process more favorable.

Emphasizing the difficulties of the province, the Provincial Party Secretary said that Nghe An is a province with a large area and a large population, and the lives of people in mountainous and highland areas still face many difficulties. Despite investment, infrastructure conditions, especially in the Western region, are still difficult. Land space for economic development is very limited, and meeting the labor demand of businesses is still difficult.
Sharing the key tasks of 2025, comrade Nguyen Duc Trung said that Nghe An is undergoing a strong transformation and must set higher development goals to be determined to implement. Implementing the general policy of the Central Government, Nghe An also identified 2025 as the year of acceleration, breakthrough, reaching the finish line, striving for double-digit growth.
Nghe An is proud to be a land of spiritual land, talented people, cultural and historical traditions, and proud to be the homeland of President Ho Chi Minh. However, what should the province do to be worthy of that pride? Raising the above issue, Secretary of the Provincial Party Committee Nguyen Duc Trung hopes that retired former provincial leaders will continue to agree, support in spirit, and impart experiences to help current provincial leaders achieve higher development goals, contributing positively and responsibly to the overall development of the country.
Regarding the tasks of Party Congresses at all levels, the Provincial Party Secretary said that this work must be closely linked to reality and have the breath of life, so the province will pay special attention to careful and thorough preparation, ensuring the quality of the work of building congress documents and personnel plans. Therefore, the province hopes to receive contributions from retired provincial leaders in the work of building congress documents.
In addition, the Provincial Party Secretary also hopes that retired former provincial leaders will support and encourage the ideology and psychology of cadres and party members, thereby creating consensus and unity in implementing the Central Committee's policy on streamlining the apparatus, considering this a revolution to build a truly effective apparatus to achieve development goals.
