Prime Minister requests to speed up construction progress of Chau Doc-Can Tho-Soc Trang expressway

The Prime Minister directed the competent authorities, investors, and contractors of the Chau Doc-Can Tho-Soc Trang expressway project to find solutions to speed up progress and ensure the project is completed by June 2026.

On the afternoon of March 18, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with ministries, branches, and online with localities to grasp the situation, remove difficulties and obstacles, and promote the implementation of the Chau Doc-Can Tho-Soc Trang Expressway Project.

Attending the meeting at the Government Headquarters were Deputy Prime Ministers Tran Hong Ha and Le Thanh Long; leaders of relevant ministries and branches; leaders of provinces and cities: An Giang, Hau Giang, Soc Trang, Can Tho.

The Chau Doc-Can Tho-Soc Trang Expressway Project has a total length of 188.2km, passing through 4 provinces and cities, with a 4-lane investment scale and a preliminary total investment of 44,691 billion VND. The project consists of 4 component projects managed by the People's Committees of 4 provinces and cities; construction started in June 2023, and is expected to basically complete the entire route in 2026 and put the entire project into operation in 2027.

The Chau Doc-Can Tho-Soc Trang Expressway follows the horizontal axis of the Mekong Delta. When completed, it will shorten the travel time from An Giang to Ho Chi Minh City; it will be connected to Tran De Port - the gateway port, the driving force for the development of the Mekong Delta, transferring import and export goods to Cambodia and the Mekong sub-region countries.

Up to now, site clearance work has been basically completed; construction output has reached 15-46%, in which component projects invested by Can Tho city and Soc Trang province are behind schedule.

According to leaders of ministries, branches, localities and contractors, the main reason for the project's delay is the lack of sand materials for roadbed construction. Specifically, the project has only identified a source of about 23 million m3/total project demand of about 29 million m3. In addition, due to the weak soil geology of the Mekong Delta region, road construction requires time to load, making it difficult to shorten the construction time; during the flood season, construction and material exploitation are not favorable, affecting the project implementation.

Concluding the conference, Prime Minister Pham Minh Chinh said that in 2025, the whole country will strive to complete about 1,200km of expressways to achieve the goal of having 3,000km of expressways by the end of this term.

Right from the beginning of the term, the Government has sought investment capital for transport projects to remove traffic bottlenecks for the Mekong Delta region, including the Eastern North-South Expressway, Chau Doc-Can Tho-Soc Trang Expressway and other expressways in the region, and in the near future, Tran De Port, Hon Khoai Port, Ho Chi Minh City-Can Tho-Ca Mau high-speed railway... Thereby, contributing to promoting socio-economic development, ensuring security and national defense, creating new development space, promoting production and business, creating jobs, ensuring social security in the Mekong Delta region.

The Prime Minister acknowledged and commended the efforts of ministries, branches, especially localities, in removing difficulties and obstacles to basically complete site clearance and focus on the construction of the Chau Doc-Can Tho-Soc Trang expressway. However, the project is still behind schedule.

Emphasizing that the sooner the Chau Doc-Can Tho-Soc Trang expressway is completed, the more beneficial it will be for the country and the Mekong Delta. The Prime Minister requested the Mekong Delta provinces, especially the provinces and cities of An Giang, Hau Giang, Soc Trang, and Can Tho, to uphold their sense of responsibility, mobilize the entire political system and armed forces to participate more actively, resolutely, and in coordination, with greater efficiency.

Contractors should be more proactive and flexible in implementing projects, in the spirit of "3 yes, 2 no" which means "beneficial to the State, beneficial to the people, beneficial to businesses; no selfishness, negativity, corruption and no loss or waste of assets and resources of the country and the people."

Prime Minister Pham Minh Chinh directed the competent authorities, investors, and contractors to review and find solutions to speed up the progress to compensate for the delayed construction volume, ensuring the project is completed on schedule, and completing the project by June 2026.

Localities and the electricity sector urgently clear the land and hand it over to the construction unit; investors and contractors research localities in the region, work with them to find out where there are sources of materials, and propose to supply them to the project; soon grant mining licenses and increase the mining capacity of sand mines; provinces in the region with stone mines create conditions and support localities to mine stone for the project; soon consider and hand over the sea area for sand mining for the project.

The Prime Minister noted that provinces and cities continue to direct investors and contractors to increase human resources, machinery and equipment, and at the same time change construction methods, take measures to increase overtime, increase shifts, and take advantage of favorable weather to organize "3 shifts, 4 shifts" construction to promote project progress to ensure progress as required.

Contractors, assign more work to local businesses, develop them to mature to have enough conditions and capacity, both to help local businesses grow and contribute to creating livelihoods for local people.

The Deputy Prime Minister was assigned to direct the handling of proposals from localities and contractors to promote the implementation of the Chau Doc-Can Tho-Soc Trang expressway to ensure progress, safety and quality. The Prime Minister directed the organization of a vibrant emulation movement; at the same time, inspect, supervise, urge; promptly reward and strictly handle acts that delay the project, especially negative acts; continue to propose issues beyond the authority for the Government to consider and resolve.
