On the afternoon of March 18, in Hanoi, President Luong Cuong, Head of the Inspection Delegation, chaired a conference to approve the draft report of Inspection Delegation No. 1907 of the Politburo and Secretariat in 2025 for Party Committees of Central Party agencies.
Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, Secretary of the Party Committees of the Central Party agencies co-chaired the conference.
Attending the conference were comrade Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office, Permanent Deputy Secretary of the Party Committees of the Central Party agencies; comrades of the Party Central Committee; members of the Inspection Delegation; members of the Standing Committee of the Party Committees of the Central Party agencies.
At the conference, comrade Tran Van Ron, member of the Party Central Committee, Permanent Deputy Head of the Central Inspection Commission, Permanent Deputy Head of the Inspection Delegation, presented a draft report on the inspection results for the Party Committees of Central agencies. Delegates discussed issues that need to be clarified; correctly stated the current situation, advantages as well as difficulties and obstacles that need to be resolved for the inspected contents.
The inspection results report clearly shows that, although the Party Committee was newly established under Decision No. 242-QD/TW, dated January 24, 2025 of the Politburo, the arrangement of the Party Committee's organizational apparatus basically ensured streamlining, improving effectiveness and efficiency. The work of streamlining the payroll was carried out according to the roadmap, helping to reduce intermediary contacts, improve the leadership capacity and fighting strength of the Party organization, and at the same time optimize resources. The Party Committees of the Central Party agencies directed the Party Committees and subordinate Party organizations to coordinate with the leaders of the agencies and units to summarize Resolution 18 and Conclusion 121 on continuing to innovate and arrange the organizational apparatus of the political system to be streamlined, operate effectively and efficiently, associated with the establishment and operation of new Party Committees so that the Party Committee can promptly stabilize the organizational apparatus, payroll, and restructure the team of cadres, civil servants and public employees; Decentralization and reasonable delegation of authority ensure operations according to the functions, tasks and powers of agencies and units.
Regarding the implementation of Directive No. 35 and Conclusion No. 118, the Party Committee Standing Committee directed Party committees and subordinate Party organizations to develop plans and establish subcommittees to prepare for the congress work in a methodical manner, from drafting the Political Report, reviewing Party committees to personnel work to ensure progress and requirements of the Central Committee.
Regarding the implementation of Resolution 57, the Central Party agencies urgently developed plans, focused resources on deploying digitalization and information technology applications in professional and Party work; directed subordinate Party committees to proactively advise and deploy innovative solutions, applying technology in management and operation. Investment in digital infrastructure was promoted, contributing to improving labor productivity and quality of operations in the political system, creating motivation for developing high-quality human resources.
Conclusion No. 123 on the Supplementary Project for Socio-Economic Development in 2025 with a growth target of 8% or more has been effectively implemented by the Party Committee and its subordinate Party committees and organizations. Some subordinate Party committees promptly issued documents for leadership and direction, in accordance with the actual situation, ensuring consistency and effectiveness.
Concluding the conference, President Luong Cuong pointed out that although it is a new Party Committee, the Party Committee of the Central Party agencies, immediately after its establishment, focused on arranging the organization and apparatus in accordance with the functions and tasks prescribed by the Politburo; proactively arranging cadres based on their capacity and strengths to maximize the fulfillment of task requirements, gradually bringing the Party Committee into orderly, quality and effective operation.
The President assessed that the opinions were in high agreement with the draft report of the Inspection Team, clarified and made recommendations for the draft report; at the same time, the Party Committees of the Central Party agencies thoroughly grasped the purpose, requirements, content, and methods; closely coordinated with the Inspection Team to prepare the content to be thoroughly inspected, meeting the purpose and requirements of the inspection set forth by the Politburo. The content of the inspection issues clearly stated the results achieved, advantages, limitations, and difficulties; at the same time, pointed out lessons learned, discovered many issues to advise the Politburo and the Secretariat in leadership and direction.
On behalf of the Inspection Delegation, the President commended and acknowledged the initial results and the drastic initiative and efforts that the Party Committees of the Central Party agencies have achieved, while pointing out a number of difficulties, problems, and shortcomings and requesting the Party Committee Standing Committee to find solutions to overcome them.
Regarding the four inspection contents, in the context of implementing directives and resolutions, preparing for Party congresses at all levels towards the 14th National Party Congress, especially personnel work, political reporting in the context of restructuring the apparatus; agencies, units, and localities, the President requested that Party Committees of Central Party agencies continue to thoroughly grasp, better identify responsibilities, and organize more drastic and effective implementation of the four inspected contents. Cadres and Party members in Party Committees of Central Party agencies must be exemplary and pioneers.
The President noted that the entire Party Committee of the Central Party agencies needs to promote their strengths and focus on building a clean and strong Party Committee, associated with an effective and efficient organizational apparatus; properly implement the principles; and create high unity within the entire Party Committee to successfully complete the tasks.
Along with that, the Party Committees of the Central Party agencies continue to lead and direct the promotion of results, experiences, and good practices in the new context and current conditions; grasp the functions and tasks of each Party agency, correctly assess the situation, proactively coordinate closely with relevant local agencies to provide correct and accurate advice to the Central Executive Committee, the Politburo, the Secretariat, and the General Secretary in leading and directing the implementation of the Party's goals, tasks, directives, and resolutions; especially issues on streamlining the organizational apparatus, digital transformation, socio-economic development, and ensuring the growth target of 8%. Relevant parties do a good job of ideological work for each Party member and cadre in implementing the newly set tasks.
Affirming that the Party Committees of the Central Party agencies play an important role in organizing, directing, inspecting and supervising the implementation of political tasks and building strong Party organizations in the Central Party agencies, the President requested that it is necessary to continue to strengthen inspection and supervision of Party organizations and Party members; well organize the preliminary and final reviews to promptly adjust plans and propose measures to improve the effectiveness of implementing resolutions and conclusions. Through implementation, relevant parties will reward and commend collectives and individuals with outstanding achievements, and at the same time strictly handle units that are slow and irresponsible in implementation.
Regarding recommendations and proposals, the President said that the Inspection Team will fully absorb opinions and relevant content to supplement and complete the Report, records and documents to be sent to the Central Inspection Commission for synthesis, submission to the Politburo for consideration, conclusion and direction of implementation in accordance with regulations.
