Towards the 70th anniversary of the historic Dien Bien Phu Victory (May 7, 1954 - May 7, 2024), on the morning of April 17, in Dien Bien Phu city, Prime Minister Pham Minh Chinh attended a meeting to express gratitude to Dien Bien soldiers, youth volunteers, and frontline laborers who directly participated in the Dien Bien Phu campaign, organized by the Central Committee of the Vietnam Fatherland Front in coordination with Dien Bien province.
Also attending were Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; former Chairman of the Central Committee of the Vietnam Fatherland Front Huynh Dam; former Vice President Nguyen Thi Doan; leaders of a number of central ministries and branches; leaders of provinces, cities and Dien Bien province.
In particular, the meeting was attended by revolutionary veterans, Vietnamese Heroic Mothers, Armed Forces Heroes, Labor Heroes, relatives of martyrs and 139 wounded and sick soldiers, Dien Bien soldiers, youth volunteers, and frontline laborers from all over the country.
Famous in five continents, shaking the earth
Reviewing the heroic years of the nation, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that in early December 1953, the Politburo decided to launch the Dien Bien Phu Campaign. The whole country focused its strength on the Dien Bien Phu front, with the slogan "All for the front, all for victory." After 56 days and nights, the Dien Bien Phu Campaign was completely victorious. It was an immortal heroic epic, a brilliant milestone in the history of our nation's struggle to build and defend the country.
To achieve that victory, tens of thousands of heroes and martyrs devoted their entire lives to the eternal existence of the Fatherland. Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien requested all levels, sectors, agencies, units and the whole society to continue to thoroughly grasp the guidelines and policies of the Party and State, practically care for improving the material and spiritual life of those with meritorious services; promote the glorious tradition of the nation and the heroic spirit of the historic Dien Bien Phu Victory "famous in five continents, shaking the earth," unite as one, seize opportunities and advantages, overcome difficulties and challenges, mobilize all domestic resources together with the help of international friends, build our country to develop faster and more sustainably.
Mr. Bui Kim Dieu, a veteran of Dien Bien, shared his pride in participating in the opening battle of the Dien Bien Phu Campaign at the “steel door” of Him Lam, with a glorious victory, but also with many pains and losses; as well as the battles that followed until the Dien Bien Phu Campaign was completely victorious.
Mr. Duong Chi Ky, a Dien Bien Phu veteran from Ho Chi Minh City, recalled the days of “digging mountains, sleeping in tunnels, enduring the rain, eating rice balls/blood mixed with mud, unwavering courage, unwavering will” of those “bareheaded, barefoot, and in plain clothes” who forced General De Castries’ army to surrender.
Despite their advanced age and declining health, Dien Bien veterans still maintain the spirit of the historic May days; continue to promote the revolutionary tradition, the nature of Uncle Ho's soldiers, set an example for the younger generation to strive, contribute to building the homeland, the country in general and Dien Bien province worthy of the stature of the historic Dien Bien Phu Victory.
At the meeting, Prime Minister Pham Minh Chinh conveyed the warm regards, best wishes and congratulations of General Secretary Nguyen Phu Trong to the delegates, Dien Bien soldiers, youth volunteers, frontline workers, and people of all ethnic groups in Dien Bien province who made important contributions to the historic Dien Bien Phu Victory "resounding throughout the five continents and shaking the world."
Prime Minister Pham Minh Chinh and delegates respectfully commemorated beloved Uncle Ho - the beloved father of the armed forces; commemorated beloved General Vo Nguyen Giap - the eldest brother of the heroic Vietnam People's Army, comrades and compatriots who heroically sacrificed for national liberation; expressed deep gratitude to compatriots and soldiers nationwide, and the brotherly peoples of Indochina who united, were of one mind, stood shoulder to shoulder, "bitten a grain of rice in half, broke a stalk of vegetable in half," and shared the fire on the battlefield to create the historic Dien Bien Phu Victory "Resounding throughout the five continents, shaking the earth."
The Prime Minister emphasized that Dien Bien Phu is a large valley in the mountainous region of the Northwest, with an important strategic position for the Indochina battlefield and Southeast Asia. Realizing this important position, in 1953, the French colonialists sent paratroopers and continuously increased their troops, weapons, military equipment, built more fortifications, fortresses and other supplies, etc., turning Dien Bien Phu into the strongest military base in Indochina, "an impregnable fortress."
Correctly assessing the situation and the enemy's plots and tricks, in December 1953, the Politburo wisely decided to launch the Dien Bien Phu Campaign; General and Commander-in-Chief Vo Nguyen Giap was appointed Commander.
President Ho Chi Minh determined: “This campaign is a very important campaign. Not only militarily but also politically, not only domestically but internationally. Therefore, the entire Party, the entire army, and the entire people must complete it successfully."
In the face of countless dangers and hardships, with the spirit of "all for the front," "all for the frontline," "all for victory," the strength of the great national unity bloc was highly promoted with an indomitable will. Our Party led the army and people of the whole country to concentrate human and material resources to make Dien Bien Phu a decisive victory, crushing the invasion ambitions of imperialist and colonialist forces, contributing significantly to gaining a great advantage at the Geneva Agreement negotiation table, opening a new glorious page for the Vietnamese revolution.
The Prime Minister assessed that the Dien Bien Phu Victory was a victory of the mettle, intelligence and heroism of the Vietnamese revolution, demonstrated by the correct, creative and skillful strategic leadership and direction of the Party and President Ho Chi Minh, and the tactical talent of the Commander-in-Chief - General Vo Nguyen Giap; a victory of the strength of great national unity; of the brave and resilient fighting spirit; of the determination to fight and win of our entire army and people; a victory of the combination of national strength with the strength of the times; including the support, assistance and assistance of fraternal socialist countries and progressive, peace-loving people in the world.
The country never forgets
The Prime Minister affirmed that we will never forget the heroic, intelligent, and creative examples that have further glorified the indomitable patriotic tradition of our nation, such as heroes To Vinh Dien, Be Van Dan, Phan Dinh Giot, etc., along with thousands and thousands of soldiers and compatriots who have been resilient, courageous, and unafraid of sacrifice and hardship, with the spirit of "rather sacrifice everything than lose the country, never become slaves," "determined to die for the Fatherland, determined to live."
We will never forget the image of our people from rural to urban areas, from mountainous to lowland areas, from islands to mainland, young and old, men and women, all following the call of the Party and Uncle Ho, striving to compete to build a solid rear, kill the enemy and make achievements; or the image of the "bicycle troop" day and night transporting, contributing human and material resources to ensure the best conditions for the battlefield, adding to the determination to fight and win for the frontline forces.
And never forget the enthusiastic and excited spirit of the porters who set out with the belief of certain victory; tens of thousands of people day and night cut mountains, cleared forests, and opened thousands of kilometers of roads to transport weapons and food for the campaign.
Recalling the verses of poet To Huu: “Those women and men who went to the frontline day and night/Through several layers of clouds, strong winds and heavy rains/Doc Pha Din, women carried their loads, men carried their loads/Deo Lung Lo, men sang and sang/Though bombs and bullets shattered bones and crushed flesh/Never discouraged, never regretting their youth…”, Prime Minister Pham Minh Chinh expressed his emotion at meeting those examples and images again, feeling the enthusiastic and excited spirit of the 139 Dien Bien soldiers, youth volunteers, and frontline laborers present at the meeting - the country's outstanding children who devoted their strength and flesh to creating the Dien Bien Phu Victory - one of the brilliant peaks, glorious miracles in the history of the struggle against foreign invaders; worthy of being recorded in the nation's history as a Bach Dang, Chi Lang, Dong Da in the Ho Chi Minh era.
The Head of Government said that over the years, with the tradition of "When drinking water, remember its source, when eating fruit, remember the person who planted the tree," our Party and State have always paid special attention to, led and directed the good performance of gratitude and repayment work with a heart of respect, deep gratitude and great responsibility; issued and effectively implemented many policies and guidelines to provide specific and practical support to war invalids, sick soldiers, relatives of martyrs, and people with meritorious services to the revolution, considering this an important and regular political task.
The Prime Minister said that towards the 70th anniversary of Dien Bien Phu Victory, in response to the program "Millions of loving hearts - Thousand happy homes," Dien Bien province has completed the construction of Great Solidarity houses for 5,000 households, demonstrating the deep concern and active response of ministries, branches, central agencies, units, enterprises, organizations and individuals.
Worried, anxious, tormented and feeling guilty when the lives of a number of wounded soldiers, relatives of martyrs, and families of people with revolutionary contributions are still difficult; many martyrs have not yet found their remains, their identities have not been determined..., the Prime Minister requested that in the coming time, all levels, sectors and localities continue to well implement the Party's guidelines, the State's policies and laws, and further promote the care of wounded soldiers, sick soldiers, families of martyrs and people with revolutionary contributions.
The Prime Minister suggested strengthening propaganda work and raising people's awareness of the great sacrifices and contributions of those who contributed to the revolution to arouse patriotism, strongly promote the tradition of "When drinking water, remember its source," "When eating fruit, remember the person who planted the tree," and the spirit of great national unity, sense of responsibility for history and aspiration to contribute to the Fatherland and the country.
Implement synchronously and effectively preferential policies for people with meritorious services with the goal of constantly improving the material and spiritual life of people with meritorious services and their families. Pay more attention to people with meritorious services who are in difficult circumstances, living alone, without support, and families of people with meritorious services in remote areas, ethnic minority areas, and mountainous areas.
Along with that, continue to effectively implement the campaign "All people take care of families of war invalids, martyrs and people with revolutionary contributions"; support the Gratitude Fund to help families with meritorious services overcome difficulties, improve their lives, ensure that people with meritorious services and their families have a living standard of average or higher in the area, with the spirit of not leaving any person with meritorious services without preferential policies.
All levels, sectors and localities should step up research and promulgation of specific, practical and effective support mechanisms and measures, creating favorable conditions and promoting the role of meritorious people, war invalids, sick soldiers and their families, especially in production and business, and household economy. Focus on building and renovating the space and landscape of martyrs' cemeteries to ensure they are spacious, clean and beautiful, showing sacredness and respect so that this place becomes a "red address" to educate historical and revolutionary traditions for future generations. Promote the application of scientific and technological achievements in managing information data, images and relics of heroes, martyrs, and sick soldiers; DNA identification for cases of martyrs with unknown information...
The Prime Minister hopes and believes that Dien Bien soldiers, youth volunteers, and frontline workers will continue to promote their traditions and will to be self-reliant and self-reliant, continue to contribute their strength and intelligence, and always be shining examples, creating motivation and inspiration for the younger generation to follow.
Seventy years have passed, but the significance and historical lessons of the Dien Bien Phu Victory have always been a strong driving force to empower our entire Party, people and army to promote revolutionary heroism in the cause of building and defending the Fatherland; to have higher determination, greater efforts, more drastic actions, and to strive to successfully implement the Resolution of the 13th National Party Congress, to build a strong and prosperous country, with a prosperous and happy people.
On this occasion, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh and Chairman of the Central Committee of the Vietnam Fatherland Front presented gifts to 139 delegates who were Dien Bien soldiers, youth volunteers, and frontline laborers who directly participated in the Dien Bien Phu campaign present at the event.
Earlier the same morning, Prime Minister Pham Minh Chinh and delegates offered incense and paid tribute to heroes and martyrs at A1 Cemetery in Dien Bien Phu city.
The Prime Minister and the delegation respectfully bowed to commemorate the heroes and martyrs who bravely fought and sacrificed on the heroic land of Dien Bien Phu; their blood and sacrifices have colored the glorious revolutionary flag, creating the Dien Bien Phu victory, so that our country can blossom with independence and bear the fruit of freedom.
