(Chinhphu.vn) - On the morning of April 21, Prime Minister Pham Minh Chinh issued the order to start construction of the Huu Nghi - Chi Lang border gate expressway project with a total capital of more than 11,000 billion VND, the last section to be started on the eastern North-South expressway, connecting Cao Bang - Lang Son - Hanoi - Hue - Ho Chi Minh City - Ca Mau.

Also attending the groundbreaking ceremony in Chi Lang district, Lang Son province were Party Central Committee members: Minister of Planning and Investment Nguyen Chi Dung, Minister of Health Dao Hong Lan, Deputy Head of the Central Propaganda Department Lai Xuan Mon, General Director of Vietnam Television Le Ngoc Quang, Secretary of Lang Son Provincial Party Committee Nguyen Quoc Doan, Secretary of Cao Bang Provincial Party Committee Tran Hong Minh; leaders of ministries, branches, central and local agencies.
The largest transport infrastructure project in Lang Son
The Huu Nghi - Chi Lang border gate expressway project is invested in the form of BOT (build - operate - transfer), the investor is a consortium led by Deo Ca Group.
The project has a total investment of more than 11,000 billion VND, of which the State budget capital participating in the project is 5,495 billion VND, the investor's capital arrangement is 5,529 billion VND. The project is expected to be completed in 2026; the payback period for the project is more than 25 years.
The Huu Nghi - Chi Lang border gate expressway project is implemented in the districts of Chi Lang, Cao Loc, Van Lang and Lang Son city; with a total length of nearly 60 km. The project is invested to complete the synchronous and modern traffic infrastructure; it is the largest-scale traffic infrastructure construction investment project invested in Lang Son province.

The project connecting Huu Nghi border gate with Bac Giang - Lang Son expressway has been completed and Dong Dang - Tra Linh expressway has just started construction on January 1, 2024. This is also a strategic link to complete the connection of 2 economic corridors: Nanning - Lang Son - Hanoi - Hai Phong and Lang Son - Hanoi - Ho Chi Minh - Moc Bai.
According to Chairman of Deo Ca Group Ho Minh Hoang, the Huu Nghi - Chi Lang Expressway is a complete piece of the North-South Expressway. However, the implementation of the project has encountered many difficulties. However, those difficulties have been studied and proposed by the Party Committees and authorities of Lang Son province and the Government, central ministries, branches and relevant units have joined hands to promptly and effectively resolve them.
"That affirms that for difficult PPP investment projects, if there is strong direction from the Party and State, determination from local authorities and especially support from the people, any difficulty can be overcome and any task can be completed," said Mr. Hoang.
According to Lang Son Provincial Party Secretary Nguyen Quoc Doan, Head of the Project Steering Committee, after completion and operation, this expressway will be an important bridge of the Nanning - Lang Son - Hai Phong - Quang Ninh economic corridor, aiming to create a trans-Asian economic corridor, creating further advantages for Vietnam to be a gateway for trade exchanges with China and the Southeast Asian region.
The project contributes to the rapid development of key economic sectors of Lang Son province such as industry, tourism, services, import and export of goods; promotes the development of Dong Dang - Lang Son Border Gate Economic Zone; creates momentum for Lang Son province to develop its economy and society quickly and sustainably, becoming one of the growth poles, the economic center of the Northern Midlands and Mountains region...
Mr. Nguyen Quoc Doan emphasized: The investment and construction of this expressway has been the wish of the Party committees, authorities and people of Lang Son for many years. The entire political system of the province has tried and closely coordinated with relevant agencies and units; in the conditions of a mountainous border province, resources are still very limited, but the province has balanced the capital of 2,000 billion VND to participate in the project.

6 important meanings of the project
Speaking at the event, Prime Minister Pham Minh Chinh said he was very pleased to attend the groundbreaking ceremony of the project in the exciting atmosphere of the whole country towards the 70th anniversary of the Dien Bien Phu Victory "famous in five continents, shaking the earth", and the 49th anniversary of the Liberation of the South and National Reunification Day.
According to the Prime Minister, developing a synchronous and modern infrastructure system is one of three strategic breakthroughs, aiming to realize the country's strategic development goal: By 2030, it will be a developing country with modern industry and high average income; by 2045, it will become a developed country with high income.
In recent years, we have prioritized many resources for investment in infrastructure development, especially strategic transport infrastructure. Many expressway projects have been and are being implemented to connect regions, including the North-South route.
According to the Prime Minister, the Huu Nghi - Chi Lang Expressway project has many special features. This is the final section of the eastern North-South Expressway, connecting Cao Bang - Lang Son - Hanoi - Hue - Ho Chi Minh City - Ca Mau.
The project was assigned by the Government to the People's Committee of Lang Son province as the competent State agency; Deo Ca is a reputable investor that has implemented many projects. Of the project's capital of more than 11,000 billion VND, the State capital accounts for 45%, and the investor capital is 55%. The project has 4 complete lanes according to the standards just issued by the Ministry of Transport.

The Prime Minister emphasized that the investment in the construction of the project has 6 important meanings:
Firstly, contributing to the implementation of the goals set by the 13th National Party Congress on developing transport infrastructure by 2030.
Second, to meet the expectations of the people of Lang Son and Cao Bang, contributing to the implementation of three strategic breakthroughs.
Third, connecting traffic and economic connections between ASEAN - China, Vietnam - China, connecting the two dynamic economic regions of the country, the Red River Delta and the northern mountainous region, connecting 4 localities (Hanoi - Lang Son - Cao Bang - Quang Ninh).
Fourth, opening up new development space, especially for Cao Bang, Lang Son, Quang Ninh, Hai Phong (through seaport clusters); at the same time contributing to ensuring national defense and security.

Fifth, contribute to implementing the policy of decentralization and delegation of power along with appropriate resource allocation, improving implementation capacity, strengthening supervision and inspection, and promoting the self-reliance of localities.
Sixth, implement the policy of public-private partnership between the State and investors in the form of PPP with the consensus and support of the people.
On behalf of the Government, the Prime Minister acknowledged, commended and highly appreciated the efforts of relevant ministries, branches, Party Committee, government, army and people of all ethnic groups in Lang Son province and related localities in preparing for the implementation of this project, as well as implementing the Dong Dang - Tra Linh expressway project that started construction earlier this year; especially the People's Committee of Lang Son province boldly accepted the responsibility assigned by the Government, and the people of Lang Son province gave up their homes, farming places and livelihoods for many generations to the project.
The groundbreaking is an important milestone, but the work in the coming time is very heavy. The Prime Minister requested ministries and branches to continue to accompany Lang Son and Cao Bang provinces, proactively and flexibly remove obstacles. If beyond authority, report to competent authorities, promote the highest responsibility, do not push or avoid.

With the requirement to ensure the project is on schedule, improve quality, technique, aesthetics, safety, environmental sanitation, and prevent negativity and corruption, the Prime Minister requested localities to continue promoting self-reliance, self-reliance, and the highest sense of responsibility in new conditions and circumstances when constructing the expressway.
The Prime Minister requested investors, consultants, supervisors, contractors, and construction contractors to comply with regulations, fight against negativity and group interests; promote the spirit of "only discussing work, not backtracking", "3 shifts, 4 shifts" construction, "overcoming the sun, overcoming the rain", "working through holidays and Tet", "eating and sleeping quickly"; after completing construction, they must do a good job of restoring the environment.
Localities and businesses continue to care for the lives and material and spiritual needs of people who have given up their homes, farming and living places for the project, ensuring that the new homes are at least equal to or better than the old ones. The Prime Minister asked people to continue to support and assist in the implementation of the project.
Perspective of a highway section
The Prime Minister commended the banks that have lent capital to investors; requested that banks and businesses that have promised to do, have committed to do, have done, have done to bring about specific, measurable results.
The Prime Minister believes that with this spirit and momentum, under the leadership of the Party, headed by General Secretary Nguyen Phu Trong, the participation of the entire political system, the support and consensus of the people and businesses, we will fulfill the goals set by the 13th National Congress in developing strategic transport infrastructure, including the goal of building 3,000 km of expressways by 2025, including the eastern North-South expressway, opening up new development space, promoting economic connectivity between North-South, East-West, between regions and ASEAN-China connectivity, realizing the country's development goals by 2030 and 2045.
