(CPV) - Prime Minister Pham Minh Chinh requested to continue diversifying electricity sources; proactively preparing fuel supply for electricity production, especially coal and gas.

On the morning of May 23, Prime Minister Pham Minh Chinh chaired a meeting with relevant ministries, branches, localities and agencies on the progress of the implementation of the 500 kV line 3 Pho Noi - Quang Trach project; the situation and capacity of electricity supply in peak months of 2024, 2025 and the following years; and the implementation of the VIII Power Plan.

The meeting was held online between the Government Headquarters and the People's Committee Headquarters of the provinces where the 500 kV line 3 passes through.

Attending the meeting were: Deputy Prime Minister Tran Hong Ha; Minister, Head of the Government Office Tran Van Son; Minister of Industry and Trade Nguyen Hong Dien; Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh; leaders of relevant ministries and branches; leaders of Vietnam Electricity Group, Vietnam Oil and Gas Group; leaders of Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh provinces.

Energize 500 kV line circuit 3 before June 30

According to Vietnam Electricity Group, up to now, the 500 kV line project circuit 3 Pho Noi (Hung Yen) - Quang Trach (Quang Binh) has completed site clearance and handover at 100% of pole foundation locations, 93% of anchorage spaces; 7 provinces have not completed handover of the route corridor.

Construction work is being accelerated, completing the casting of 1,162/1,177 pile foundation positions; completing the erection of 398/1,177 column positions, and 222 positions are being erected; completing the pulling of wires for 10/513 anchor intervals, and pulling of wires for 7/513 anchor intervals. Along with that, 667/1,177 steel columns have been supplied and handed over, and 510 columns are being transported to position. Imported equipment and materials such as porcelain, accessories, etc. are expected to arrive in Vietnam in early June 2024. It is expected that the erection of columns will be completed on June 15, the pulling of wires will be completed on June 20, and the line will be inspected and energized at the end of June to put into operation.

After leaders of ministries, branches and localities discussed and proposed tasks and solutions to put the 500kV power transmission line project, circuit 3, Quang Trach - Pho Noi into operation as planned, Prime Minister Pham Minh Chinh said that in the first months of 2024, our country's economy is recovering and developing positively. In addition, the demand for raw materials and fuels, including electricity consumption, is also increasing. According to the forecast, electricity demand in 2024 will increase by 9%, but in the first quarter, the demand increased by 3%, at times increasing by 17% compared to the same period.

Currently, the peak hot season is starting, especially in June and July, so the demand for electricity for production, business and consumption is increasing. The completion and operation of the 500 kV transmission line circuit 3 Pho Noi - Quang Trach is of great significance.

Acknowledging the results of the implementation of the construction of the 500 kV line circuit 3, the Prime Minister commended and welcomed the ministries, branches, and localities, especially the leaders, for their efforts, focus, and close and effective coordination in implementing the project; especially highly appreciating the participation and support of the people; the efforts of the Electricity Group and the Power Transmission Corporation and more than 8,000 cadres, workers, and engineers at the construction site with the spirit of "overcoming the sun, overcoming the rain", "working through Tet, through holidays", "working without backtracking".

Pointing out 6 lessons learned during the project implementation process, the Prime Minister requested that in the coming time, ministries, branches and localities continue to review and focus highly on the project. In particular, ministries, branches, units and localities, especially the heads, coordinate synchronously and smoothly: focus on promoting the production, transportation and installation of remaining columns; urgently complete the clearance and handover of anchorage areas to the construction unit to organize wire pulling; coordinate to quickly and effectively resolve the import of equipment and materials for the project to ensure smooth customs clearance and timely transportation to the construction site; mobilize all human resources and means, and at the same time provide human resources and equipment for the project...

The Prime Minister directed ministries, branches, localities, units, cadres, engineers, workers and laborers to make more efforts and be more determined, according to their functions, tasks and powers, to overcome difficulties and challenges, with the spirit of "overcoming the sun and overcoming the rain", "working on holidays", "eating quickly and sleeping urgently", "working on the table, not backtracking" to promote project construction to ensure progress, improve quality, ensure safety and environmental sanitation; ensure the reproduction of labor and the rights of related entities; ensure the legitimate and legal rights and interests of people where the power line passes.

Assigning Deputy Prime Minister Tran Hong Ha to direct and assign specific tasks to each ministry, branch, and locality, Prime Minister Pham Minh Chinh requested to rebuild the progress critical path and organize daily and weekly monitoring, control, and supervision of progress, ensuring energization and putting into operation the 500 kV transmission line circuit 3 Pho Noi - Quang Trach before June 30.

Provide enough electricity for production, business and daily life

Regarding the situation and the ability to supply electricity in the upcoming peak months, according to the Ministry of Industry and Trade and Vietnam Electricity Group, the cumulative electricity output in the first 5 months of 2024 is about 124.1 billion kWh, an increase of 12.1% over the same period. In particular, at the end of April 2024, the prolonged hot weather in all 3 regions caused the national electricity consumption to increase to a record high, with the national maximum capacity reaching 47,670 MW, an increase of 13.2%, the daily output reached 987.39 million kWh, 6.87% higher than the same period in 2023.

It is forecasted that the demand for electricity in the coming time will continue to increase due to the demand for electricity for production, business and consumption, especially in the hot season. Therefore, along with continuing to maximize the mobilization of power sources, organizing the transmission of electricity between regions, it is necessary to organize and mobilize the whole population to save electricity and use electricity effectively.

According to the assessment of the leaders of the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment, this year's weather may be less hot than last year; electricity demand may not increase dramatically, especially the water source of hydroelectric reservoirs may be better, serving electricity generation.

Along with that, sectors and units also proactively prepare fuel supply for electricity production, especially coal and gas. Delegates assessed that the national power system will basically meet enough electricity for socio-economic development and people's daily needs for most of 2024.

Regarding the implementation of the VIII Power Plan, according to the Ministry of Industry and Trade, the Prime Minister has approved the Plan to implement the VIII Power Plan. In particular, the Prime Minister has approved the list of renewable energy sources of 46/63 provinces and cities; the remaining 17 provinces and cities have not provided information.

The Ministry of Industry and Trade and provinces and cities are actively building a list of renewable energy projects; handling issues related to projects that have been constructed but overlap with planning, projects mentioned in inspection conclusions; issues related to connection plans for renewable energy projects, projects using residual heat, blast furnace gas, by-products of technological lines in industrial facilities, etc.

Representatives of ministries, branches and localities proposed to adjust and supplement the conversion of a number of coal power projects; have mechanisms and supplement the planning of new energy projects to effectively implement the 8th Power Plan...

Concluding this content, recalling the electricity consumption demand in the past and forecasting the electricity consumption demand in the coming time, especially during peak periods, Prime Minister Pham Minh Chinh said that the national power system has basically met and will meet enough electricity for socio-economic development and people's daily needs. However, ministries, branches, localities and units still have to review, grasp the situation, and have plans ready to respond to possible situations.

The Prime Minister requested to continue diversifying electricity sources; proactively preparing fuel supply for electricity production, especially coal and gas; in which, maximizing domestic coal use while ensuring proactive coal supply for electricity, saving foreign currency and creating jobs for the country, at the same time controlling well, fighting negativity, especially against illegal coal import and mining; storing water in hydroelectric reservoirs, coordinating water harmoniously and reasonably to serve electricity production and agricultural production, and flood prevention. At the same time, urgently complete and promulgate decrees to maximize the mobilization of wind power, solar power and self-produced and self-consumed electricity sources, direct electricity trading, in the spirit of harmonious benefits, shared risks, and fighting negativity, corruption, and group interests.

Prime Minister Pham Minh Chinh pointed out that there must be mechanisms and policies to mobilize maximum social resources for investment in the construction of power transmission lines, in which public-private resources are encouraged, ensuring the harmony of interests of the State, people and businesses; well-coordinated organization, exploitation of electricity sources in a harmonious, reasonable and effective manner, both domestic and imported electricity sources; consider calculating appropriate electricity prices, both encouraging the mobilization of all resources for investment and ensuring the affordability of people and businesses and being consistent with the endurance of the economy; promote information and propaganda on plans and methods of electricity distribution, instructing people to save and use electricity safely and effectively.../.
