Politburo member and Prime Minister Pham Minh Chinh attended, presented the Party badge and presented flowers to congratulate comrades Truong Hoa Binh and Pham Gia Khiem. Also attending the ceremony were Deputy Prime Ministers Le Minh Khai and Tran Luu Quang.
At the ceremony, former Politburo member and former Deputy Prime Minister Pham Gia Khiem expressed his emotion at receiving this title; said that during his 50 years of working, serving and growing up, he has always received the leadership, direction and guidance of the Party; affirmed that although he has retired, he will always uphold the good ideals of a communist; always follow, support and contribute to the development of the country under the leadership of the Party.

Former Politburo member and former Permanent Deputy Prime Minister Truong Hoa Binh said that the recognition that the Party has given him is a source of pride for him and his family; he thanks the Party, the people, comrades and colleagues for training, guiding and helping him to strive, mature and complete his tasks during more than 55 years of work. Comrade Truong Hoa Binh vows to continue studying and following the morality, ideology and style of Ho Chi Minh, worthy of the trust that the Party and the people have placed in him.

Reviewing the working process, maturity and contributions of former Politburo member, former Permanent Deputy Prime Minister Truong Hoa Binh and former Politburo member, former Deputy Prime Minister Pham Gia Khiem, Prime Minister Pham Minh Chinh emphasized the efforts and endeavors for the cause of the Party and people, and the ethics and lifestyle of the two comrades; affirming that comrades Truong Hoa Binh and Pham Gia Khiem are always examples for government officials and employees to follow.
During their working and participating in revolutionary activities, comrades Pham Gia Khiem and Truong Hoa Binh have held many positions and taken on many important responsibilities in different fields. In any position or field, the two comrades have always been steadfast in the Party's goals and ideals; absolutely loyal to the Party, the Fatherland and the people; maintained the revolutionary moral qualities of a communist party member, constantly studied, cultivated, trained, strived, and made every effort to fulfill the assigned duties and tasks.
Comrade Pham Gia Khiem has made many contributions and dedications to the cause of fighting to protect, build and develop the country in different positions and fields of work, from university lecturer to department and division level cadre, ministry leader, Minister and Deputy Prime Minister of the Government. In particular, in his position as a member of the Party Central Committee (VIII, IX, X tenure), member of the Politburo of the X tenure, Minister of Science and Technology, Deputy Prime Minister and Minister of Foreign Affairs, he has made important contributions to the cause of innovation, integration and development of the country; leaving many marks in his career, especially in the fields of science, technology and diplomacy of the country.
Comrade Truong Hoa Binh participated in the struggle for the liberation of the South very early and had 55 years of continuous work, contributing and dedicating to the cause of national liberation, national reunification, building and defending the Fatherland, and developing the country in many different positions and fields of work, from liaison officer, cadre working in the inner city in the student movement to leader of the Ministry of Public Security, the Supreme People's Court and Permanent Deputy Prime Minister of the Government.
In particular, as a member of the Party Central Committee (10th, 11th, 12th tenure), Secretary of the Party Central Committee (11th tenure), member of the Politburo (12th tenure), Chief Justice of the Supreme People's Court, Permanent Deputy Prime Minister of the Government, he made great contributions to the cause of protecting and building the Fatherland, especially in the fields of justice, internal affairs, and prevention and combat of corruption and negativity.

During their work as Government Leaders, Comrades Pham Gia Khiem and Truong Hoa Binh have always been exemplary models, demonstrating a high sense of responsibility, working with the Prime Minister to lead the Government members to build a united, unified, dynamic, effective and efficient Government, leaving valuable experiences and good lessons in the leadership, direction and administration of the Government; together with the Government, making important contributions to the cause of protecting, building and developing the country.
Affirming that the revolutionary cause has achieved the results it has today thanks to the sacrifices and contributions of our predecessors and predecessors, and the efforts of our entire people and army to overcome difficulties and hardships under the leadership of the Party and beloved President Ho Chi Minh, the Prime Minister said that the next generation must always remember, respect, and be grateful for the merits and contributions of previous generations and promote the good traditional values and achievements to build a strong and prosperous country, where the people can have a prosperous and happy life.
Following the example of comrades Pham Gia Khiem and Truong Hoa Binh, Prime Minister Pham Minh Chinh hopes and believes that the collective leadership, cadres, party members, civil servants and employees of the Government Office will seriously grasp and implement the Central Resolution and the Politburo's Directive on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle"; set an example, strive and work with the spirit of: mature thinking, clear thinking, high determination, great efforts, resolute and effective actions, focused and key points, doing each task thoroughly; not saying no, not saying difficult, not saying yes but not doing; contributing to the determination to build a Government that is innovative, honest, disciplined, active and effective in serving the people.
On behalf of the Party, State and Government leaders, Prime Minister Pham Minh Chinh wished comrades Truong Hoa Binh and Pham Gia Khiem good health and happiness, and continued contributions to the Party and State, especially to the leadership and direction of the Government and Prime Minister.
