Prime Minister Pham Minh Chinh: Continue to promote Vietnam-Russia oil and gas cooperation

On the morning of April 8, at the Government Office, Prime Minister Pham Minh Chinh received Mr. Kudryashov Sergei Ivanovich, General Director of Zarubezhneft Company, the Russian Federation, who is visiting and working in Vietnam on oil and gas and energy cooperation. Welcoming the General Director of Zarubezhneft Company to Vietnam, Prime Minister Pham Minh Chinh congratulated Mr. Vladimir Putin on his re-election as President of the Russian Federation for the 2024-2030 term with a record number of votes; believing that under the leadership of President Vladimir Putin, Russia will continue to develop steadily. The Prime Minister also shared the loss of the Russian Federation and the Russian people due to the terrorist attack on March 22, 2024, which killed many people and injured many others; said that Vietnam strongly condemns terrorist attacks in all forms; believes that Russia will always unite to overcome this loss. The Prime Minister expressed his delight at the positive developments in Vietnam-Russia relations in all areas, most recently General Secretary Nguyen Phu Trong had a phone call with President of the Russian Federation Vladimir Putin; the two sides continue to promote high-level delegation exchanges. (Photo: Duong Giang/VNA) The General Director of Zarubezhneft Company thanked Prime Minister Pham Minh Chinh for taking the time to receive the delegation; informed that after more than 40 years of cooperation between Zarubezhneft Company and Vietnam Oil and Gas Group (Petroietnam) through the Vietsovpetro and Rusvietpetro Joint Ventures, many successes have been achieved in geological exploration and oil and gas exploitation; creating jobs and contributing to the budgets of each country. Zarubezhneft Company and Petroietnam are coordinating well to implement high-level agreements between the two countries in the field of oil and gas cooperation. The Russian side continues to create favorable conditions for expanding the development of Rusvietpetro's projects in Russia in the coming time in order to develop more balanced oil and gas cooperation projects in Vietnam and Russia; requested the Prime Minister to direct the two sides to coordinate to resolve difficulties and obstacles in cooperation projects. Mr. Kudryashov Sergei Ivanovich said that Russia wishes to continue promoting cooperation with Vietnam in various fields, especially in economics, trade, investment, including oil and gas cooperation. Zarubezhneft Company wishes to expand cooperation with Vietnam to other fields, including developing offshore wind power in Vietnam. Expressing support for promoting the handling of difficulties and obstacles in projects that Zarubezhneft and Petroietnam are cooperating on, Prime Minister Pham Minh Chinh said that Vietnam always supports and creates conditions to promote oil and gas cooperation between the two countries, on the principle of "harmonious benefits and shared risks." The Prime Minister asked the leaders of Zarubezhneft Company and Petroietnam to discuss and clarify the issues that need to be resolved under the tasks and powers of which agencies, ministries and sectors; and propose solutions so that oil and gas cooperation between the two countries continues to achieve higher results. At the same time, the Prime Minister requested ministries and branches to review the implementation of cooperation agreements between the two countries' senior leaders, including the oil and gas sector, and include it in the agenda of the upcoming meeting of the Vietnam-Russia Intergovernmental Committee. The head of the Vietnamese Government hopes that the Russian side will support and resolve outstanding issues in oil and gas cooperation between the two countries; create conditions for Pertrovietnam to expand its investment in Russia; and propose that Zarubezhneft and Petroietnam establish a Working Group to promote the resolution of outstanding issues, while studying and advising on appropriate cooperation contents. Expressing gratitude for the great assistance of the Russian Federation in the former Soviet Union as well as today to the country and people of Vietnam, through the General Director of Zarubezhneft Company, Prime Minister Pham Minh Chinh conveyed the regards and best wishes of health from General Secretary Nguyen Phu Trong to Russian President Vladimir Putin. The Prime Minister sent his regards and best wishes to Russian President Vladimir Putin and Russian Prime Minister Mikhail Vladimirovich Mishustin; and invited the Russian Prime Minister to visit Vietnam at an appropriate time./.
