(Chinhphu.vn) - On the morning of April 8, Prime Minister Pham Minh Chinh received Mr. Kudryashov Sergei Ivanovich, General Director of Zarubezhneft Company of the Russian Federation, who is on a working visit to Vietnam.

The Prime Minister congratulated the Russian Federation on successfully holding the presidential election for the 2024-2030 term, with President Vladimir Putin re-elected with a record number of votes; at the same time, he expressed his condolences for the loss of the Russian Federation and the Russian people due to the terrorist attack that occurred on March 22, 2024, saying that Vietnam strongly condemns terrorist attacks in all forms; and believes that Russia will always be united and develop stably.
The Prime Minister said that Vietnam always attaches importance to the traditional friendship and comprehensive strategic partnership with Russia, expressing his delight at the positive developments in Vietnam-Russia relations in all areas, most recently the high-level phone call between General Secretary Nguyen Phu Trong and Russian President Vladimir Putin, and the two sides are continuing to promote high-level delegation exchanges.
The Prime Minister affirmed that Vietnam always appreciates the great and valuable assistance and support of the Russian Federation in the former Soviet Union as well as today, including in the oil and gas sector.
The Vietnamese Government always creates favorable conditions for both sides to carry out mutually beneficial cooperation in the oil and gas and energy sectors - a very effective and important pillar of Vietnam - Russia cooperation, which is being promoted by the senior leaders of the two countries.
The Prime Minister highly appreciated the cooperation between Zarubezhneft and the Vietnam Oil and Gas Group, and the effective operations of the two joint ventures Vietsovpetro (in Vietnam) and Rusvietpetro (in Russia).
Zarubezhneft General Director informed about the results of operations and cooperation in Vietnam, some major orientations in cooperation with Vietnam in the coming time, and made some proposals and recommendations to resolve difficulties and promote cooperation projects to be implemented in both countries.
Zarubezhneft has more than 40 years of experience cooperating with the Vietnam Oil and Gas Group with the Vietsovpetro Joint Venture established in 1981, achieving many successes in geological exploration and oil and gas exploitation, creating jobs and contributing to the budget of each country.

Zarubezhneft and Petrovietnam are working together to effectively implement high-level agreements between the two countries in the field of oil and gas cooperation. Zarubezhneft is currently urgently completing procedures and plans to implement new projects in Vietnam, hoping to expand cooperation, including the development of offshore wind power.
He said that Russia will continue to create favorable conditions for the expansion of Rusvietpetro's projects in Russia in the coming time to develop more balanced oil and gas cooperation projects in Vietnam and Russia; he asked the Prime Minister to direct the two sides to coordinate to resolve difficulties and obstacles in cooperation projects.
The Prime Minister affirmed that Vietnam will protect the legitimate rights and interests of foreign enterprises and investors, including Russian oil and gas corporations, on the basis of mutual benefit and compliance with Vietnamese and international laws.
The Prime Minister agreed in principle on the need to remove the difficulties and obstacles raised by Zarubezhneft and welcomed Zarubezhneft's expansion of cooperation in oil and gas and energy with Vietnam, including in the wind power sector, on the basis of "harmonious benefits and shared risks", continuing to promote the tradition of friendship and cooperation between the two countries.
The Prime Minister asked Zarubezhneft to discuss specifically with the Vietnam Oil and Gas Group, specifying the issues that need to be resolved under the duties and powers of which agencies, ministries and sectors, and propose solutions. The Government and ministries and sectors will discuss with Russian agencies to resolve issues within their authority.
The Head of the Vietnamese Government hopes that the Russian side will support and coordinate in handling outstanding issues, further enhancing the effectiveness of oil and gas cooperation between the two countries; create conditions for Petrovietnam to expand investment in Russia; and propose that Zarubezhneft and Petroietnam establish a Working Group to promote the handling of outstanding issues, and at the same time study and advise on appropriate cooperation contents.
The Prime Minister assigned ministries and sectors to coordinate with Russian agencies to review the implementation of agreements between the two countries' senior leaders and actively prepare content for the upcoming meeting of the Vietnam-Russia Intergovernmental Committee, including issues related to oil and gas cooperation.
