At the reception, Prime Minister Pham Minh Chinh congratulated Deputy Prime Minister Men Sam An on being awarded the title Samdech Kittisangahapundit by King Norodom Sihamoni; demonstrating the recognition of the King and the Cambodian Royal Family for her contributions to the cause of building and defending the country over the years.

Prime Minister Pham Minh Chinh and Deputy Prime Minister and Minister Men Sam An expressed their delight at the positive development of the cooperative relationship between the two countries in recent times, especially the results in the "Vietnam-Cambodia, Cambodia-Vietnam Friendship Year 2022", the exchange of high-level delegations and bilateral contacts, economic, trade and tourism cooperation; affirmed that they always attach importance to and give high priority to preserving, promoting and strengthening the good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability between Vietnam and Cambodia.
The Prime Minister highly appreciated the role of Deputy Prime Minister Samdech Men Sam An in his leadership positions in the Party and Government, as well as in his position as President of the Cambodia-Vietnam Friendship Association; thanked Deputy Prime Minister Samdech Men Sam An for his many important contributions to fostering and consolidating the friendship and solidarity between the people of the two countries; and hoped that with her deep affection for the country and people of Vietnam, she would continue to make positive contributions to promoting the friendship and comprehensive cooperation between the two countries.
The Prime Minister suggested that the two sides continue to closely coordinate to implement the agreements of the two countries' senior leaders; support each side in building an independent and self-reliant economy associated with proactive and active international integration, in a deep, practical and effective manner; strengthen cooperation in human resource training; continue to promote and expand the "Nurturing Friendship" movement that the two Friendship Associations have been implementing, educate and propagate so that people of all walks of life, especially the young generation of the two countries, are more deeply aware of the meaning and importance as well as clearly see their responsibility in preserving and further cultivating the relationship between the two countries.
The Prime Minister suggested continuing to pay attention to, remove difficulties, support and create favorable conditions for people of Vietnamese origin in Cambodia to stabilize their lives, integrate into the local community, promote their role as a bridge of friendship between the two countries; at the same time, create favorable conditions for Vietnamese investors and businesses in Cambodia.
Welcoming the results of the talks between Deputy Prime Minister Men Sam An and the Inspector General of the Government of Vietnam with the newly signed Memorandum of Understanding on cooperation in the field of inspection, the Prime Minister said that the Vietnamese Government always pays attention to, encourages and creates favorable conditions for the two sides to strengthen cooperation in inspection, handling complaints and denunciations and preventing and combating corruption.
Deputy Prime Minister Men Sam An expressed his pleasure at meeting Prime Minister Pham Minh Chinh again; congratulated the great and comprehensive achievements that the Vietnamese people, under the wise leadership of the Communist Party of Vietnam, have achieved in the past time in the cause of national construction, development and international integration; congratulated and expressed admiration and impression with the achievement of the Vietnamese sports delegation topping the 32nd SEA Games.
Deputy Prime Minister Men Sam An thanked the Party, Government and people of Vietnam for sending their children to liberate Cambodia, enduring many sacrifices and losses to help Cambodia escape the genocidal regime and build and develop the country; emphasizing that without this support and assistance, there would be no Cambodia as it is today.
The Deputy Prime Minister affirmed that she will continue to make efforts to contribute to promoting the good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability between the two countries.
During Prime Minister Pham Minh Chinh's official visit to Cambodia in November 2022, Prime Minister Hun Sen expressed his desire to connect the Phnom Penh - Bavet (Svay Rieng) expressway with the expressway on the Vietnamese side. Deputy Prime Minister Men Sam An said that the Cambodian side is about to start construction on the Phnom Penh - Bavet expressway. Prime Minister Pham Minh Chinh said that he has assigned the Ho Chi Minh City People's Committee to implement the Ho Chi Minh City - Moc Bai expressway construction project. Relevant agencies of the two sides will continue to closely coordinate to research and implement this project to bring practical benefits to the people of the two countries.
