On October 12, Prime Minister Pham Minh Chinh inspected the new facility of the National Innovation Center (NIC) to be inaugurated at Hoa Lac Hi-Tech Park and worked with leaders of several ministries and branches to consider and resolve proposals and recommendations related to the center's operations.
This is the second time in 2023 that Prime Minister Pham Minh Chinh has visited and worked at NIC and the center's new facility in Hoa Lac.

Reporting to the Prime Minister, Minister of Planning and Investment Nguyen Chi Dung said that the total cost of building the new facility of NIC Hoa Lac is nearly 1,000 billion VND, but it will not use the state budget, but will mobilize funding sources and contributions from domestic and foreign enterprises in diverse and appropriate forms and through socialized investment. The Minister expressed his determination and expectation to turn NIC into a regional innovation center, a place to attract and activate domestic and foreign resources to promote innovation activities.
At the meeting, Mr. Vu Quoc Huy, Director of NIC, said that up to now, the regulations and rules on organization and operation of the center have been issued quite fully. NIC has gradually improved its apparatus and added personnel to perform its tasks. The center's activities have been actively implemented, bringing about efficiency and having a widespread impact on the innovation ecosystem.
Currently, the center has quickly expanded its relationship with many partners (Synosyps, Cadence, Nvidia...) to deploy the construction of a semiconductor chip design and incubation center at NIC facilities; research a human resource development project for the semiconductor chip industry; build an innovation ecosystem for the semiconductor industry; organize conferences and programs to connect domestic and foreign semiconductor industry partners.
The Vietnamese Global Innovation Network has been formed with 2,000 members, including outstanding Vietnamese experts and intellectuals at home and abroad in 20 countries and territories (8 component networks in Germany, Japan, Australia, Korea, Europe, Taiwan (China), East Coast and West Coast of the United States).

However, the mechanism for receiving domestic and foreign funding resources still has many difficulties, and has not been able to mobilize large resources to implement large-scale support programs for innovative startups. Some innovative startups do not have favorable conditions for implementation; the development and implementation of testing mechanisms for innovative activities still have many difficulties due to regulations. There is still a lack of mechanisms and policies to guide the establishment and operation of innovation centers, so many localities and businesses are still confused in implementation.
The NIC Director recommended that relevant agencies review and develop laws and general policies on innovation nationwide and regulations related to NIC, especially regulations and policies specific to the semiconductor industry; build a superior institutional system that can be piloted right at NIC and high-tech zones. NIC also proposed to coordinate with large technology corporations to promote innovation activities in Vietnam and develop shared centers for training and research in the semiconductor field.
Concluding the meeting, Prime Minister Pham Minh Chinh requested to urgently transfer the Hoa Lac High-Tech Park from the Ministry of Science and Technology to Hanoi for management; to plan and expand the Hoa Lac High-Tech Park in the direction of "4 in 1": high-tech park, trade - service area, urban area and industrial park.
To do this, it is necessary to amend and supplement regulations related to the operation of Hoa Lac High-Tech Park. At the same time, the Ministry of Transport and Hanoi must immediately deploy an urban railway from the center of Hanoi to Hoa Lac to solve the problem of traffic connection.
