Prime Minister Pham Minh Chinh: Long Thanh airport project to be put into use in the first 6 months of 2026

Prime Minister Pham Minh Chinh inspected the Long Thanh Airport Project and worked with the project implementing units. Accompanying the Prime Minister were: Deputy Prime Minister Tran Hong Ha; Minister, Head of the Government Office Tran Van Son; Minister of Transport Nguyen Van Thang; Minister of Construction Nguyen Thanh Nghi; Lieutenant General Le Quoc Hung, Deputy Minister of Public Security; leaders of ministries, branches, central and local agencies...

Here, Prime Minister Pham Minh Chinh praised the Vietnam Airports Corporation and Dong Nai province and stated that if 2022 and 2023 are the starting years, 2024 is the acceleration year, and 2025 is the breakthrough year to complete and put Long Thanh airport into use in the first 6 months of 2026.

According to the report, the land acquisition, compensation and resettlement support project for Long Thanh International Airport has a total investment of VND22,856 billion, with Dong Nai Provincial People's Committee as the investor.

Up to now, a total area of ​​4,882/5,000 ha has been recovered, reaching 98.7%, of which the first phase of the site has been handed over with a total area of ​​2,532/2,532 ha, reaching 100%. Regarding resettlement arrangements, the total number of affected households is 5,647 households, of which 4,246 households have been approved (4,112 households have been resettled); the remaining 320 households are expected to be approved in early 2024.

The Long Thanh airport construction investment project phase 1 has a total investment of nearly 110,000 billion VND, including 4 component projects, of which component project 3 includes essential works in the airport invested by Vietnam Airports Corporation (ACV) with a total investment of more than 99,000 billion VND.

ACV has selected the VIETUR Joint Venture as the contractor to construct the passenger terminal and started construction on August 31, 2023.

Regarding quality management, the Ministry of Transport, the State Capital Management Committee at Enterprises, and the State Inspection Council have regularly inspected the site and progress, and provided specific instructions for project implementation.

The State Inspection Council works with the Project Management Board to review, evaluate, guide and direct the investor to strictly control the survey work, technical design and quality management work, and organize to clarify and overcome some shortcomings to ensure quality.

After inspecting the site and listening to reports, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the progress of the implementation of the items, in which site clearance and basic procedures have been completed; the 4 km long, 75 m wide runway has taken shape, and the underground part of the terminal has been completed.

After more than 5 months of construction, contractors have mobilized more than 3,200 workers and nearly 1,300 machines and equipment to serve the construction of the packages, of which nearly 800 engineers and workers worked during the Lunar New Year alone. To date, the public investment disbursement of the packages has reached more than 11,300 billion VND.

The Prime Minister acknowledged and commended the relevant ministries, branches, agencies, Dong Nai province and especially ACV for the results achieved. The Prime Minister stated that if 2022 and 2023 are the starting years, 2024 will be the acceleration year and 2025 will be the breakthrough year and the Long Thanh airport project must be completed and put into use in the first 6 months of 2026.

The Prime Minister requested to rebuild the progress, strive to shorten the time by 3 to 6 months, make up for the delay, and launch a competition from now until April 30, 2025 (the 50th anniversary of the Liberation of the South and National Reunification).

Relevant entities continue to promote the spirit of "only work, no backtracking", working through holidays, regularly checking and supervising to ensure progress, quality, technique, aesthetics, leaving architectural marks, ensuring labor safety, environmental sanitation, preventing and combating corruption, negativity, and waste; closely coordinate and synchronously deploy auxiliary and related works such as connecting roads...

Dong Nai Provincial People's Committee urgently completes the site clearance of the entire project, hands it over to investors to implement component projects; promptly handles problems in the process of resettlement arrangement and project implementation.

The Prime Minister noted that Dong Nai province and relevant agencies should soon study, plan and calculate the construction of Long Thanh airport city. The Ministry of Transport and relevant agencies should study and calculate the traffic connection plan between Long Thanh airport and Tan Son Nhat airport; at the same time, study the design and construction plan for phase 2 to be ready for implementation immediately after completing phase 1.

Regarding the people's petition related to resettlement infrastructure costs (calculated per square meter of residential land), the Prime Minister assigned Deputy Prime Minister Tran Hong Ha to preside over and direct agencies to review, consider, and handle. What is reasonable should continue to be implemented, and what is unreasonable should be adjusted, balanced, and harmonized between general and specific regulations.

The Prime Minister also assigned Deputy Prime Minister Tran Hong Ha to directly direct the review and amendment of Decree No. 140/2020/ND-CP of the Government related to the distribution of dividends in shares at state-owned enterprises, this regulation is related to ACV's activities in implementing key airport projects.

Previously, visiting the Loc An-Binh Son resettlement area in Long Thanh district, Dong Nai, the Prime Minister welcomed the Party Committee, government, army and people of Dong Nai province for doing a good job in site clearance; and thanked the people for giving up their land for the project.

Listening to and responding to people's opinions, the Prime Minister clearly stated the Party and State's policy in resettlement that people move to new places of residence that are equal to or better than their old places. The Prime Minister noted that localities and agencies need to pay attention to synchronously building social infrastructure such as schools, medical stations, culture, sports, etc. At the same time, he requested agencies and localities to pay attention to creating jobs and livelihoods for people, especially vocational training, career conversion, and giving priority to using local workers to work in the current project and the Long Thanh airport project when completed.
