On the afternoon of April 17, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the renovation of Him Lam Resistance Area and the naming ceremony of streets in Dien Bien Phu city, Dien Bien province.
During his working program in Dien Bien province, towards the 70th anniversary of the historic Dien Bien Phu victory, on the afternoon of April 17, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the renovation of Him Lam Resistance Area and the naming ceremony of streets in Dien Bien Phu city, Dien Bien province.

Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the project to preserve and restore the Him Lam Resistance Area in the Dien Bien Phu special national relic site.
Also attending were comrade Do Van Chien, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; leaders and former leaders of ministries, branches, central agencies and Dien Bien province, Dien Bien soldiers, youth volunteers, frontline laborers who directly participated in the Dien Bien Phu Campaign and representatives of the family of the late Prime Minister Pham Van Dong.
* The Dien Bien Phu Battlefield historical site is one of the ten most important national relics ranked first in the country. Currently, the site has a total of 45 component relics, marking the great Dien Bien Phu victory that "resounded throughout the five continents and shook the world".
Him Lam Resistance Center is located in the central area of Dien Bien Phu stronghold, 2.5km northeast of General De Castries's command post and is known as the "steel door" of the stronghold. Him Lam Resistance Center is built into 3 strongholds on 3 hills forming a tripod position.
Each stronghold has a system of fortified tunnels, trenches, bunkers, and battle fields built solidly with layers of barbed wire fences from rafters, roofs, springs to pig cages...
To win the opening battle of Him Lam in the Dien Bien Phu Campaign, the land of Him Lam hill was soaked with the blood of hero Phan Dinh Giot and many of his comrades fell bravely.
The conservation and restoration of the Him Lam Resistance Area relic contributes to preserving the original value of the relic site; is an act of gratitude to the soldiers and martyrs who fell to make the historic Dien Bien Phu Victory; educates the tradition of patriotism for future generations. At the same time, it meets the needs and aspirations of the people of the whole country, veterans, people with meritorious services to the revolution and relatives of martyrs when coming to Dien Bien; serves the needs of research, study, sightseeing, tourism... for a large number of people and tourists at home and abroad.
Participating in the groundbreaking ceremony for the renovation of Him Lam Resistance Area and presenting gifts to the units participating in the project, Prime Minister Pham Minh Chinh requested the construction units to ensure quality and progress, especially demonstrating the nature, stature and significance of this historical event and place, contributing to educating patriotism, indomitable will, skillful military art, the fierce nature of the war to defend the country and the arduous sacrifices of our ancestors in the Dien Bien Phu Campaign.

Prime Minister Pham Minh Chinh and delegates attended the ceremony to name the road named after the late Prime Minister Pham Van Dong.
* On the occasion of the 70th anniversary of Dien Bien Phu Victory, Dien Bien province adjusted the starting and ending points of 6 routes and named 39 routes. Of which, 1 route was named after a local name that is a typical place name of the country; 10 routes were named after famous cultural, historical, intellectual, musician, and poet figures in Vietnamese history; 2 routes were named after historical revolutionary and resistance sites of the province; 1 route was named after typical events that had a significant impact on the formation and development of Dien Bien province; 1 route was named after a pre-uprising cadre of Dien Bien; 24 routes were named after Heroes who were awarded titles in the historic Dien Bien Phu Campaign.
Prime Minister Pham Minh Chinh performed the ceremony of naming a street in Muong Thanh ward after Prime Minister Pham Van Dong and a street in Noong Bua ward after Martyr, Dien Bien Soldier, Hero of the People's Armed Forces Nguyen Ngoc Bao.
Naming a street in Dien Bien Phu city on the occasion of the 70th anniversary of Dien Bien Phu Victory (May 7, 1954 - May 7, 2024) shows gratitude to the celebrities and heroic martyrs who have made many contributions to the cause of building and defending the Fatherland and Dien Bien province; demonstrating the Vietnamese people's morality of "remembering the source of water when drinking water".
Thereby, educating gratitude, love for the homeland and historical traditions for today's and future generations; contributing to gradually building Dien Bien Phu city to meet the criteria of a type II urban area, further improving its role as the economic, political and cultural center of Dien Bien, and the tourist center of the Northern midland and mountainous region according to the planning approved by the Prime Minister.
