On the afternoon of December 19, at the Government headquarters, Prime Minister Pham Minh Chinh, Head of the Government Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee, chaired the 5th meeting of the Steering Committee.

Also attending were Deputy Prime Ministers: Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son and a number of Ministers who are members of the Steering Committee.

At the meeting, the Steering Committee listened to and discussed the draft Project to end the tasks of the Government Party Committee and establish a Government Party Committee directly under the Central Committee.

The Steering Committee studies the functions, tasks and powers of the Government Party Committee; the Executive Committee, the Standing Committee, the organizational model of the Government Party Committee's supporting agencies; the Secretary, Deputy Secretaries; and Party Committees directly under the Government Party Committee.

Concluding the meeting, Prime Minister Pham Minh Chinh, Head of the Steering Committee, acknowledged the opinions of the delegates and assigned the Ministry of Home Affairs - the standing agency of the Steering Committee to coordinate with relevant agencies to absorb the opinions and complete the draft Project before submitting it to the Politburo.

Requiring that in the process of developing and completing the Project, it is necessary to strictly implement the Party Charter, leadership principles, Party regulations and closely follow the practical operations of the Government, the Prime Minister requested to summarize the current activities of the Government Party Committee on the basis of Party regulations, evaluate the positive and negative aspects; based on political foundations such as the Party Platform, resolutions, Party Charter... and on the basis of practice to continue to clarify the role, position, functions, tasks and powers of the Government Party Committee, as well as the principles of operation, working relationships with other agencies in the political system, ensuring direct and comprehensive leadership and direction of all aspects of the work of the Government and its subordinate Party committees.

The Prime Minister directed the study and proposal of the organizational structure, advisory and support apparatus of the Government Party Committee to ensure that it is streamlined, strong, effective and efficient, reducing intermediaries and focal points, promoting decentralization and delegation of power, assigning one task to only one person and one person can do many tasks, assigning the best one to whoever does it; clearly defining the position, role, function, task, authority and working relationship of these advisory and support agencies with other agencies; developing job positions, defining job titles and positions...

Along with that, continue to do well the work of political and ideological education, raise awareness of cadres and party members about the arrangement and streamlining of the organizational apparatus associated with streamlining the payroll, restructuring and improving the quality of cadres, civil servants and public employees, improving the leadership capacity and fighting strength of Party organizations and party members.

The Prime Minister noted that it is necessary to strengthen propaganda, mobilization, persuasion, and create high unity in the spirit of common interests, national and ethnic interests, combat negativity, "lobbying," ensure legal and legitimate regimes and policies for cadres, civil servants, public employees, and workers, and ensure that activities take place smoothly and continuously, without interruption of work, and continue to complete political tasks in the process of restructuring and streamlining the apparatus.

Also at the meeting, the Steering Committee continued to give opinions to complete the Report of the Government Party Committee on the implementation of Resolution 18 to prepare for submission to competent authorities.
