Accordingly, Mr. Nguyen Van Hieu requested the Department of Education to consult with the People's Committees of districts, towns, and Thu Duc City to rectify and handle cases of illegal collection.
Mr. Hieu emphasized: "The Department of Education and Training of Ho Chi Minh City has provided guidance and training, so incorrect collection must be handled. In schools, the principal needs to clearly understand all collection matters from the parents' representative board, to discuss with the parents' representative board of the school, to ensure consensus among parents. If they ignore or do not pay close attention to directing, it is a big mistake of the school principal. Circular 16 was issued a long time ago, not new, the funding frameworks have been clearly regulated, so why do schools still focus on parents to collect and pour money into collecting, it is very offensive. Incorrect collection must be handled. It cannot be said that the principal does not know, but this is the fault of the head of the school".
These instructions were issued by the leaders of the Ho Chi Minh City Department of Education and Training because recently, parents have been upset about the illegal collection of fees at many schools. Recently, public opinion has been stirred up about the income and expenditure table for the first-year class fund of class 1/2 of Hong Ha Primary School (Binh Thanh District, Ho Chi Minh City) amounting to more than 300 million VND. At the beginning of the school year, each parent of a student in this class contributed 10 million VND. Up to now, after deducting expenses, the class fund has a surplus of more than 50 million VND... The fact that parents contributed to the class fund with such an amount has created reactions about the income and expenditure at the beginning of the school year.
Meanwhile, parents of 10th grade students at Nguyen An Ninh High School (District 10, Ho Chi Minh City) are also upset about the 1.3 million VND fee for advanced classrooms...
In addition, the Director of the Department of Education and Training of Ho Chi Minh City requested the school to strictly comply with Resolution 04 of the Ho Chi Minh City People's Council. Accordingly, all fees stipulated by the city in the service content must have the consent of parents. The school arranges classes according to the wishes of parents, the timetable must be built scientifically, promoting the students' abilities, not causing pressure.
Also at the meeting, the Director of the Department of Education and Training of Ho Chi Minh City noted the need to strictly handle substandard behaviors, and be determined with teachers' rude behavior that is not suitable for the pedagogical environment. In cases of students fighting, using stimulants, etc., the school must monitor and coordinate with the parents' representative committee to handle them strictly and in a deterrent manner.
