At the working session, delegates listened to the Inspection Delegation present the Draft report on the inspection results of the leadership, direction and organization of the implementation and summary of Resolution 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on "a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" and Conclusion 121-KL/TW dated January 24, 2025 of the Party Central Committee, associated with the establishment and operation of new Party committees; the implementation of Directive 35-CT/TW dated June 14, 2024 of the Politburo on "Party congresses at all levels towards the 14th National Congress of the Party; the dissemination and implementation of Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on "breakthrough in science and technology development, innovation and national digital transformation"; the implementation of Conclusion 123-KL/TW dated January 24, 2025 of the Party Central Committee on "Supplementary project on socio-economic development in 2025 with the growth target of 8% or more".

According to the draft assessment report, the province has achieved many positive results in building and perfecting the legal system, promptly concretizing the Central Government's direction, creating a legal foundation for administrative reform and socio-economic development. Investment attraction, industrial development, services, and high-tech agriculture have been promoted, contributing to the target of GRDP growth of over 8%. Many key transport projects such as Tuyen Quang - Ha Giang and Tuyen Quang - Phu Tho expressways have been implemented, creating momentum for socio-economic development. Administrative procedure reform has many positive changes, especially the development of online public services, shortening the time to process investment procedures. Policies to stimulate consumption, develop tourism and trade have been implemented, e-commerce has developed. Digital transformation and innovation have been focused on, gradually applying technology to production. The assignment and supervision work is closely directed by the Provincial Party Standing Committee, ensuring the implementation plan is on schedule.

In addition, the draft report also pointed out some shortcomings and difficulties in the leadership and direction of implementing some tasks. In particular, the application of science, technology and innovation has not created a breakthrough in productivity and quality in the production of key products and specialties of the province, and has not mastered strategic technology.
Delegates had many comments clarifying the contents of the report, focusing on the target scenario of economic growth, economic restructuring; scientific activities, innovative technology, digital transformation... of the province in the coming period.
In his concluding remarks at the conference, comrade Trinh Van Quyet emphasized that the Inspection Delegation highly appreciated the Provincial Party Committee's Standing Committee in implementing the Resolutions, Directives and Conclusions of the Central Committee. The Inspection Delegation's assessment also showed that the Party Committee and the provincial government always maintained and promoted the tradition of the revolutionary homeland, solidarity, unified direction, scientific and smooth management, specific and clear assignment of tasks. Promoting democracy, consensus, and the combined strength of the Party, the political system and the people are the leading factors to successfully implement the set goals and tasks. In leadership, direction and management, there is high political determination, drastic actions, focus, key points, and appropriate roadmap and steps. The province has also promoted innovation, taken advantage of all opportunities and advantages; mobilized, exploited and effectively used resources to implement the set targets and tasks.
Regarding the implementation of Resolution 18-NQ/TW, he suggested that restructuring and improving the quality of the new staff is the most important goal of the resolution; strengthening propaganda to raise awareness of cadres, party members and people in the process of organizing, arranging and streamlining the apparatus.

In implementing Resolution 57-NQ/TW for localities, the focus should not be on research but on the application of science and technology and digital transformation. In the immediate future, the province needs to pay attention to infrastructure that meets requirements, while promoting the synchronization of databases to serve the management and direction of provincial leaders in a smooth, scientific and effective manner.
In implementing Directive 35-CT/TW, he suggested that the province should try to make documents concise and clear about the content, solutions, and responsibilities for implementing the resolution; personnel planning for the congress should include the accurate selection of good cadres. In implementing Conclusion 123-KL/TW, it is necessary to clearly define long-term development goals in a fundamental manner.
Secretary of the Provincial Party Committee Ha Thi Nga accepted the opinions of Comrade Trinh Van Quyet and members of the working delegation. She affirmed that Tuyen Quang still has a lot of potential and room for development, which requires the Party Committee and authorities at all levels in the province to propose solutions to overcome limitations and shortcomings, demonstrate determination to set out orientations, key tasks, breakthroughs, and appropriate policies to ensure the province is unified and synchronous to successfully implement economic growth targets in the coming time. The Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee will continue to promote the tradition of solidarity and proactively implement with the highest political determination.
