On Wednesday, June 7, 2023, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly continued to question and answer questions from National Assembly deputies in plenary sessions at the National Assembly House. The session was televised and broadcast live on Vietnam Television, Voice of Vietnam, and Vietnam National Assembly Television.

Morning

From 8:00 to 8:50: Minister and Chairman of the Ethnic Committee Hau A Lenh continues to answer questions on the second group of issues; Deputy Prime Minister Tran Luu Quang also participates in answering questions and explaining related issues.

From 8:50 a.m. to 9:00 a.m.: National Assembly Chairman Vuong Dinh Hue delivered a concluding speech on the second group of issues, stating: At the question-and-answer session, 35 delegates participated in the question-and-answer session, including 28 delegates raising questions and 7 delegates participating in the debate.

In general, the question and answer session was lively, responsible, frank and highly constructive; the questions of the National Assembly deputies closely followed the content of the group of questions; the Minister and Chairman of the Ethnic Committee prepared the content well, closely followed the reality, focused on answering the issues that the National Assembly deputies were interested in, explained quite fully, and at the same time proposed directions and some solutions to overcome the shortcomings in the field of responsibility.

Through the Government's Report, the Ethnic Committee's Report and the developments of the questioning session, it can be seen that, in recent times, with the attention of the Party and State, ethnic work and the implementation of ethnic policies have achieved important and quite comprehensive results, creating many changes in the material and spiritual life of ethnic minorities and mountainous areas, contributing to strengthening political security, social order and safety and the great national unity bloc, consolidating the trust of ethnic minorities in the Party and State.

Besides, through questioning and answering questions, it shows that ethnic policies are still scattered, spread out, and not very effective; the results of implementing national target programs in general, including the National Target Program for Socio-Economic Development in Ethnic Minority Mountainous Areas, are still limited.

National Assembly Chairman Vuong Dinh Hue requested the Government, Ministers, Chairman of the Ethnic Committee, Ministers, and Heads of relevant sectors to fully absorb the opinions of National Assembly deputies and resolutely direct the implementation of proposed solutions to overcome existing shortcomings and limitations, focusing on the following key issues:

Firstly, resolutely deploy solutions to effectively implement Resolution No. 65-KL/TW dated October 30, 2019 of the Politburo, Resolution No. 88/2019/QH14 dated November 18, 2019 of the National Assembly; study and amend Decree No. 05/2011/ND-CP dated January 14, 2011 of the Government on ethnic affairs to fully and promptly institutionalize important guidelines and orientations on ethnic policies for the 2021-2030 period; urgently complete the review, amendment and supplementation according to authority of regulations and instructions that are still inappropriate, unclear and incomplete; focus on removing bottlenecks to accelerate progress, create breakthroughs and fundamental changes in the implementation of national target programs.

Second, mobilize all resources to invest in socio-economic development of ethnic minority and mountainous areas, focusing on particularly difficult areas, ethnic groups with many difficulties and special difficulties; focus on promoting the tradition of solidarity, mutual assistance, enhancing the spirit of self-reliance, self-reliance, overcoming difficulties and rising up of the people; continue to research and perfect mechanisms and policies on investment, enterprises, planning, promote innovation, improve the quality of human resources, focus on improving the investment and business environment, enhancing competitiveness, reforming administrative procedures to attract investment, mobilizing investment resources for ethnic minority and mountainous areas.

Third, promptly complete the review, synthesis, revision and supplementation of the list of extremely disadvantaged villages, communes in region 3, region 2, region 1 for the period 2021-2025; in the immediate future, urgently prepare the contents according to the requirements in the conclusion of the National Assembly Standing Committee at the 2nd session in August 2021 on the delimitation of mountainous and highland areas, ensuring quality and progress for submission to the National Assembly Standing Committee at the session in September 2023.

Fourth, focus on effectively implementing the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2030 period, effectively implementing policies to support residential land, production land, and job conversion for ethnic minority households that do not have or lack residential land or production land; complete the registration of household registration for spontaneous migrants according to regulations.

Fifth, minimize the conversion of natural forest use to non-forestry purposes, complete land allocation, forest allocation, and forest leasing associated with the issuance of forestry land use right certificates; promptly remove obstacles in mechanisms and policies for investment in afforestation, forest protection contracting, adjust and increase appropriate support levels to encourage and support people, create jobs, and increase income from forests; allocate sufficient resources to organize forest protection and sustainable development of forest resources.

From 8:55 a.m. to 11:30 a.m.: The National Assembly questioned Minister of Science and Technology Huynh Thanh Dat on the third group of issues in the field of science and technology.

At the question and answer session, delegates focused on the following contents: (1) National science and technology development strategy; solutions to promote the application and deployment of advanced scientific and technological achievements and products in life. (2) Application of high technology to serve socio-economic development, especially in the agricultural sector. (3) Arrangement, management and use of state budget for scientific research in recent times, management and use of the National Science and Technology Development Fund. (4) Scientific research activities, transfer of scientific research results to the market by research units, institutes, schools and public service units. (5) Mechanisms and policies to encourage private investment in research and application of science and technology. (6) Implementation of policies and laws on the Science and Technology Development Fund of enterprises.

Afternoon

From 2:00 p.m. to 2:50 p.m.: Minister of Science and Technology Huynh Thanh Dat continues to answer questions on the third group of issues; Deputy Prime Minister Tran Hong Ha, Minister of Finance Ho Duc Phoc, Minister of Planning and Investment Nguyen Chi Dung, Minister of Agriculture and Rural Development Le Minh Hoan also participate in answering questions and explaining related issues.

From 14:50 to 15:00: National Assembly Chairman Vuong Dinh Hue delivered a concluding speech on the third group of issues, stating: At the question and answer session, 32 delegates participated in the question and answer session, including 20 delegates asking questions and 12 delegates participating in the debate; National Assembly delegates asked specific, concise, and focused questions; some delegates actively debated and clarified the question and answer session; Minister of Science and Technology Huynh Thanh Dat basically grasped the current situation and management areas, answered fully and quite frankly the questions of National Assembly delegates, and proposed specific directions and plans for the coming time.

Through the Report of the Ministry of Science and Technology and the developments of the question and answer session, it can be seen that with the attention of the Party and State, determination, efforts and responsibility, the science and technology sector has achieved many important achievements; the legal corridor for science and technology development is increasingly improved; the science and technology market is focused on development, accelerating the transfer and application of research results into practice.

However, there are still many difficulties, obstacles and limitations in developing and promoting the key role of science and technology; the national innovation system is in the formation stage, not yet synchronous and effective; the development of high-tech zones has not met expectations...

National Assembly Chairman Vuong Dinh Hue requested the Government, the Minister of Science and Technology, and relevant Ministers to fully absorb the opinions of National Assembly deputies, and resolutely direct the implementation of proposed solutions to overcome shortcomings and limitations, focusing on the following key issues:

Effectively implement the strategy for science, technology and innovation development until 2030; synchronously deploy national science and technology programs until 2030; review, amend, supplement and remove barriers in laws, economic, financial and investment policies, administrative procedures in a direction consistent with market mechanisms and international practices; research and develop outstanding specific mechanisms and policies so that science, technology and innovation are truly strategic breakthroughs, improving productivity, quality, efficiency and competitiveness of the economy; innovate thinking and empower autonomy and self-responsibility for public science and technology organizations; focus on establishing industrial property rights, recognizing registration for circulation of new products, new technologies, announcing new technologies and new products created in Vietnam; increase investment from the state budget for science and technology to ensure 2% or more of state budget expenditure; Complete the public-private partnership mechanism and legal framework for venture capital funds, community investment funds and digital technology platforms; continue to complete regulations on high-tech zones; soon complete the legal framework for the National Science and Technology Fund.

Continue to promote the socialization of science and technology services, especially consulting, brokerage, evaluation, appraisal and technology assessment services, intellectual property services and standards, measurement and quality.

Promote communication activities on the role of science and technology, increase business support, and improve access to domestic and international technology information.

From 3:00 p.m. to 5:00 p.m.: The National Assembly will question Minister of Transport Nguyen Van Thang on the fourth group of issues in the transport sector; focusing on the following contents:

(1) Solutions to improve the transport infrastructure system, limit traffic accidents nationwide, and reduce traffic congestion in major cities. (2) State management responsibilities in inspection activities; solutions to remove difficulties and improve the quality of inspection work for road and inland waterway vehicles. (3) Management of transport activities and vehicle quality; training, testing, granting, revoking and managing licenses to operate road and inland waterway vehicles.

Thursday, June 8, 2023: In the morning, the National Assembly continued to question and answer questions from National Assembly deputies (the session was televised and broadcast live on Vietnam Television, Voice of Vietnam, and Vietnam National Assembly Television);

In the afternoon, the National Assembly voted to pass the Resolution on the National Assembly's Supervision Program in 2024; discussed in the hall the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
