According to the report of the Ministry of Finance: In March and the first quarter of 2025, the world situation continued to evolve rapidly, very complicatedly and unpredictably. The Party Central Committee provided comprehensive and timely leadership; the National Assembly coordinated closely and effectively and the entire political system took part; together with the consensus and active participation of the people and the business community; the Government, the Prime Minister, ministries, branches and localities focused and determinedly directed, operated and responded flexibly and promptly to urgent issues that arose. Thanks to that, the socio-economic situation in March and the first quarter of 2025 achieved many important and positive results, better than the previous month and better than the same period last year; affirming the determination to strive to achieve the highest level of goals and targets of the socio-economic development plan in 2025. Gross domestic product (GDP) is estimated to increase by 6.93% over the same period last year, reaching the highest increase compared to the first quarter of the years in the period 2020 - 2025.

The macro economy is basically stable, inflation is under control, and major balances are guaranteed. State budget revenue reached 36.7% of the estimate, up 29.3% over the same period, of which domestic revenue is estimated at 38.7% of the estimate, up 34.5%, ensuring resources for development investment and implementing policies to support people and businesses. Import-export turnover, export and import in the first quarter increased by 13.7%, 10.6% and 17% respectively over the same period; trade surplus is estimated at 3.16 billion USD. Total registered FDI capital is nearly 11 billion USD, up 34.7% over the same period. Production and business activities maintain positive growth momentum. Total realized social investment capital in the first quarter increased by 8.3% over the same period, much higher than the growth rate in the first quarter of 2024 (5.5%). The Government and the Prime Minister have proactively and flexibly operated, issued many decrees, directed working groups to urge public investment disbursement, handle institutional bottlenecks, and improve the investment environment. Social security, healthcare, education, foreign affairs, etc. continue to be implemented synchronously and effectively. Politics and society are stable; national defense and security are strengthened; foreign affairs and international integration are promoted.
However, in addition to the basic achievements, our country still faces many difficulties and challenges. Therefore, the requirement in the coming time is that members of the Government, ministries, branches, and authorities at all levels must not be subjective or satisfied with the initial results achieved; but also must not be pessimistic or fearful if the situation continues to develop more complicatedly, with more difficulties and challenges; make the most of opportunities and advantages, quickly remove difficulties and obstacles that arise, make efforts to overcome challenges to achieve the highest and best results, strive to achieve and exceed the goals and targets in 2025, especially the growth target.

At the conference, delegates from ministries, sectors and localities focused on discussing issues related to solutions to maintain macroeconomic stability, control inflation, support production and business, and remove difficulties for businesses and people in the context of the US issuing new tariff policies; proposing solutions to accelerate the disbursement of public investment capital, improve the investment environment, promote the implementation of national target programs, etc.
In his concluding remarks, Prime Minister Pham Minh Chinh pointed out that the socio-economic situation still faces difficulties and challenges when the international situation is changing rapidly and complicatedly; the pressure to direct and manage the macro economy, control inflation, especially interest rates and exchange rates is still high in the context of the world situation fluctuating strongly, increasing risks; consumer demand is growing slowly; the production and business situation in some areas is still difficult... The Prime Minister emphasized the unchanging general goal of stability and development, including internal and external stability, stabilizing the people, political stability, ensuring social order and safety; rapid, sustainable, inclusive, comprehensive development, leaving no one behind; constantly improving the spiritual and material life of the people.
Regarding the viewpoint of direction and management, the Prime Minister requested ministries, branches and localities to closely follow the Resolution of the 13th National Party Congress, the conclusions and resolutions of the Central Committee, the Politburo, the Secretariat, key leaders, General Secretary To Lam, the resolutions of the National Assembly, the Government, and the direction of the Prime Minister to not change the growth target of 8% or more, associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances, ensuring social security and people's lives. Regarding the response to the policies of other countries, especially the reciprocal tariffs of the United States, the Prime Minister stated that the general spirit is not to panic, be confused, or afraid, but to maintain the courage, intelligence, and calmness to handle the situation proactively, creatively, flexibly, promptly, and effectively, grasp the situation, propose plans and solutions both short-term and long-term, both direct and indirect, both tariffs and non-tariffs, trade and non-trade, with both comprehensive and strategic measures and specific, focused and broad-based solutions; to implement in accordance with the direction of the Central Committee, the Politburo, the Secretariat, and General Secretary To Lam. Consider this an opportunity to strive, rise up, and overcome, contributing to restructuring the economy, the market, production, and export. Along with that, the Prime Minister requested to strengthen discipline and administrative discipline; promote the prevention and fight against corruption, negativity, and waste, paying special attention to the handling of assets after merging localities; promote decentralization and delegation of power associated with resource allocation and inspection and supervision, focusing on ensuring social security and people's lives; strengthen national defense and security; maintain social order and safety; strengthen foreign affairs and international integration.
