Pilot project using sea sand to build highway foundation through Nam Dinh

On October 18, the People's Committee of Nam Dinh province sent a document to the People's Committee of Thai Binh province (the agency assigned by the Government to preside over and coordinate the implementation of the above-mentioned expressway project), regarding the pilot application of using sea sand as a material to build the roadbed of the Ninh Binh - Hai Phong expressway project, through Nam Dinh and Thai Binh provinces.

According to the People's Committee of Nam Dinh province, previously the People's Committee of Nam Dinh province received a document dated October 10 from the People's Committee of Thai Binh province regarding the above policy.

Considering the proposal of the Department of Natural Resources and Environment; opinions of the Department of Transport, Department of Agriculture and Rural Development, People's Committee of Xuan Truong district, based on the Notice of Conclusion of the collective leadership of Nam Dinh Provincial People's Committee dated October 18; based on the document of the Ministry of Transport (on the use of saline sand as roadbed material), opinions of Thai Binh Provincial People's Committee (on the pilot application of using sea sand material to fill the roadbed of the Ninh Binh - Hai Phong Expressway Project, section through Nam Dinh and Thai Binh provinces), Nam Dinh Provincial People's Committee agrees in principle to allow the pilot application of using sea sand as a common construction material to fill the roadbed for the above expressway project, at the section in Xuan Truong district; the estimated filling volume is about 2 million m3.

Nam Dinh Provincial People's Committee also emphasized that the pilot application must ensure compliance with the instructions and contents of the environmental impact assessment report.

According to the People's Committee of Nam Dinh province, the pilot application of using sea sand as a material for roadbed embankment has the risk of causing salinity, affecting production, the surrounding environment and the daily life of people in the area. Therefore, when implementing the pilot, the People's Committee of Nam Dinh province noted that investors must develop a plan to prevent environmental incidents; have solutions to ensure that the use of sea sand as a material for roadbed embankment does not affect production, the surrounding environment and the daily life of people; properly and fully implement the monitoring, observation and assessment of environmental quality in the pilot project area; in case of detecting signs of salinity affecting the surrounding environment or a salinity incident affecting the water source for production and aquaculture, construction must be stopped immediately, the cause must be specifically assessed and compensation must be made and the incident must be remedied according to regulations.

In the document, the People's Committee of Nam Dinh province assigned relevant departments, branches and localities of the province to monitor and supervise the pilot implementation.

Regarding the above pilot project, previously, on October 9, the People's Committee of Thai Binh province also sent a document to Geleximco Group - the investor proposing the project, expressing its agreement on the policy of allowing the pilot implementation of using sea sand as roadbed material for the Ninh Binh - Hai Phong Expressway Project, section through Nam Dinh and Thai Binh provinces. For the section through Thai Thuy district, the estimated volume of embankment is about 3.2 million m3.
