With the government’s drastic intervention, social housing projects have been restarted, bringing new hope to workers, especially migrant workers, who have the opportunity to settle permanently in the province’s economic centers. This is a positive signal showing that the province’s social housing picture is starting to warm up after more than 5 years of stagnation.

Many projects are "untied"
Developing social housing is one of the important goals to ensure social security, especially for localities developing industry. Creating favorable conditions for experts and workers to settle in the province, attracting quality labor, right from the orientation of building industrial parks (IPs), the provincial government has focused on developing housing projects, urban areas, especially social housing projects to ensure supply, meeting the needs of experts and workers working in the province.
However, from 2020 to now, many projects have encountered difficulties and problems, especially in compensation and site clearance (BT - GPMB), leading to slow implementation progress, even freezing, scarce social housing supply, not meeting actual demand.
The province is currently implementing 31 social housing projects with a total scale of 191.57 hectares, with a scale of about 24,295 units, equivalent to 2,529,196 m2 of construction floor. Of which, 6 independent social housing projects with a total scale of 22.14 hectares, provide about 3,414 units, equivalent to about 446,485 m2 of construction floor (including 2 social housing projects specifically for workers and laborers and 4 low-income housing projects); 25 projects at social housing development locations within the 20% land fund of commercial housing projects with a total scale of 169.43 hectares, provide about 20,881 social housing units, equivalent to about 2 million m2 of construction floor.
Determined to solve the problems for the projects, the province has recently issued a 5-year housing development plan for the period 2026 - 2030 in the province. At the same time, the Provincial People's Committee will review each social housing project, finding effective solutions to speed up the implementation of the projects.
A typical example is the Social Housing Project in Phuc Thang Ward (Phuc Yen). After completing the extension procedures, the project started construction on February 26. This is a social housing area with full technical infrastructure, synchronous infrastructure, meeting the living and real housing needs of the people of Phuc Yen city.
The project has 242 houses (including 95 low-rise social houses, 130 social apartments, 17 commercial houses). Low-rise social housing: includes 5 low-rise townhouses with land use area of 6,528 m2; total floor area of 13,056 m2; area of each plot of land from 52 to 70 m2; construction density of each low-rise social house is 80%; 2.5 floors high; building height of 10.2 m.
High-rise social housing: includes 130 apartments, land use area 1,943 m2, total floor area 16,029.75 m2; construction density 75%; 11 floors high; building height 41.1m. Commercial housing: Includes 17 adjacent commercial houses, land use area 2,112 m2; total floor area 6,758.4 m2. Area of each plot from 85 m2 to 376 m2; maximum construction density 80%; 4 floors high; building height 13.2 m.
In addition, the province has 6 projects that have been allocated land, including: Apartment complex for low-income people in Vinh Yen; Housing area for workers and low-income people in Khai Quang ward (Vinh Yen); Urban housing area in Dinh Trung ward (Vinh Yen); Urban housing area in Khai Quang ward, Lien Bao ward (Vinh Yen); Urban housing area in Hai Dai hill area; Xuan Hoa new urban area basically meets all conditions to start construction in 2025.
With the drastic participation of the provincial government, this year, the province will have more projects starting construction, promising to increase supply in the coming time, helping workers have the conditions to buy houses suitable for their income.
New financial support mechanism
From January 1, 2025, the interest rate on social housing loans will decrease by 0.1% from 4.8%/year to 4.7%. The State Bank of Vietnam has just issued a decision on the interest rate applicable in 2025 for housing support loans of commercial banks.
Accordingly, the interest rate applied by commercial banks in 2025 for outstanding loans of housing support loans as prescribed at 4.7%/year will decrease by 0.1 percentage points compared to 2024 (in 2024, the interest rate is prescribed at 4.8%/year).
According to the State Bank, the purpose of the loan is to support housing for customers who are individuals and households buying or renting social housing; renting or buying commercial housing; building new or renovating and repairing their own houses.
The loan subjects are home buyers, tenants and enterprises that are investors in social housing construction projects, enterprises that are investors in commercial housing projects that have converted their functions into social housing projects as announced by the Ministry of Construction in each period.
With new policies and mechanisms, workers will have more opportunities to buy suitable housing. At the same time, workers will have more financial support mechanisms from the commercial banking system, have more support to settle down in the province soon, helping Vinh Phuc retain its workforce, especially skilled workers, and a team of experts with conditions to stay with businesses for a long time, contributing to building Vinh Phuc into an industrial center of the country and the region.
