On the morning of April 1, at the National Assembly House, the National Assembly Standing Committee held a specialized legal meeting to give opinions on a number of important contents to be submitted to the National Assembly at the upcoming 7th Session of the 15th National Assembly.
In his opening speech, National Assembly Chairman Vuong Dinh Hue said that during the two working days, the National Assembly Standing Committee will consider and give opinions on two groups of issues.
The first are the draft laws expected to be submitted to the National Assembly at the 7th Session for initial consideration. In this group, there are 4 draft laws to be amended and supplemented: Law on Prevention and Combat of Human Trafficking (amended); Law on Notarization (amended); Law on Management and Use of Weapons, Explosives and Support Tools (amended); Law on Trade Unions (amended).

In addition, for the first time, the National Assembly Standing Committee reviewed and commented on the draft Law on People's Air Defense.
“This is a completely new law to institutionalize our Party's viewpoints and policies on the strategy of protecting the Fatherland in the new situation, approved by Resolution 44 in 2023 at the 8th Central Conference,” the National Assembly Chairman stated.
According to the National Assembly Chairman, these draft laws generally have to go through the review and approval process at two sessions.
However, regarding the draft Law on Management and Use of Weapons, Explosives and Supporting Tools (amended), Resolution 41/2023 of the National Assembly Standing Committee on adjusting the law and ordinance making program in 2024 concluded: in case this draft law is prepared with good quality and the discussion process at the National Assembly has high consensus, the National Assembly Standing Committee shall consider coordinating with the Government to submit it to the National Assembly for approval at the 7th Session in May 2024 according to the procedure at 1 session.
"The National Assembly Standing Committee also proposed that if we prepare well and have high consensus, this draft law can be passed right at the 7th Session," said the National Assembly Chairman.

In the second group of issues, the National Assembly Standing Committee will give opinions on the draft Resolution of the National Assembly Standing Committee on job positions for full-time National Assembly deputies working at the Central level, and officials and civil servants under the management authority of the National Assembly Standing Committee.
The National Assembly Chairman said that starting from July 1, 2024, salary policy reform will be implemented, and the most basic content of this salary policy reform is to pay salaries according to job positions, positions, and titles of leaders. Accordingly, in order to build a salary scale system, the first thing to do is to build job positions.
In the assignment of the Steering Committee for salary reform, the National Assembly Standing Committee considers and issues this resolution as a basis for developing the salary scale. The scope is applicable to National Assembly deputies working full-time at the Central level, officials under the management authority of the National Assembly Standing Committee, the National Assembly Office, the Institute for Legislative Studies, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit.
The National Assembly Chairman stated that after this specialized legal session, the National Assembly Standing Committee will meet again to give opinions on a number of other draft laws and resolutions to be submitted to the National Assembly at the 7th Session.
Therefore, it is recommended that the Secretary General of the National Assembly coordinate with the Nationalities Council and the National Assembly Committees to strengthen coordination with Government agencies and agencies to submit documents soon to organize meetings and give opinions.
