Gia Lam District Party Committee has just held a conference to disseminate and implement Directive No. 35-CT/TW dated June 14, 2024 of the Politburo (13th tenure) and documents of the Central, City Party Committee, and District Party Committee on Party Congresses at all levels for the 2025-2030 term.
Accordingly, the delegates were thoroughly informed of the purpose, requirements and specific implementation of important and main contents in the organization of the Party Congresses at all levels leading up to the 23rd Gia Lam District Party Congress, term 2025-2030, including: Congress content; document preparation and discussion organization; personnel preparation and election of Party Committees (with emphasis on the criteria for Party Committee members; time for calculating the age of participation in Party Committees, authorities, Vietnam Fatherland Front and socio-political organizations; age of participation in Party Committees, authorities, Vietnam Fatherland Front and socio-political organizations; structure, number of Party Committee members, standing members and deputy secretaries of Party Committees; Party Committee personnel procedures; election in the congress); structure, number of delegates and election of delegates to attend the Congress at higher levels.
Time for holding Party Congresses at all levels: Party cell congresses under grassroots party committees shall not exceed 01 day, starting from February 2025 and completed before March 20, 2025; for party cells under district-level party congresses, the congress shall start from January 1, 2025 and be completed before the time of organizing grassroots party congresses.
The congress of grassroots party cells under the District Party Committee shall not exceed 01 day, the congress of party members or congress of grassroots party delegates shall not exceed 02 days starting from April 2025, to be completed before June 30, 2025. For grassroots party organizations organizing model congresses, the congress shall be held in early February 2025 and the 23rd Congress of District Party Delegates shall not exceed 03 days, to be held after the completion of the grassroots congress and to be completed before August 31, 2025.
According to the Standing Deputy Secretary of the District Party Committee, Chairman of the Gia Lam District People's Council Nguyen Tien Viet, the Party Congresses at all levels for the 2025-2030 term leading up to the 14th National Party Congress are an event of great significance for the country, a broad political activity within the entire Party, the entire people and the entire army, creating an exciting, joyful atmosphere, competing to achieve achievements in localities nationwide. In particular, for new points, key points, the grassroots and affiliated Party Committees of the district need to pay special attention and properly implement the leadership and guidance documents.
Focus on document quality and personnel
In order to ensure the progress and content of the implementation of Party Congresses at all levels, according to Gia Lam District Party Secretary Nguyen Viet Ha, the District Party Committee has thoroughly informed Party Committees at all levels and heads of Party Committees to focus on the leadership and direction of the Congress; urgently after the conference, grassroots Party Committees must develop and deploy documents to lead and direct the congresses of their subordinate Party cells and organize Party Congresses at their level in accordance with regulations and requirements, promptly thoroughly disseminate and deploy to Party organizations and Party members in appropriate forms, ensuring seriousness.
Regarding the preparation and organization of the contents of the Congress, focus on doing a good job of drafting the Congress documents. This is a very important content, in which the Political Report is a product of collective intelligence, of Party members and People of the Party organization and locality. The process of drafting the Political Report must ensure inheritance and development; it is necessary to pay attention to and build in the direction of innovative thinking, the approach to drafting the Political Report must be new, the drafting of the Report must be carried out scientifically, from the stage of making a brief outline, detailed outline, structure, layout of sections, items to the full draft.
“The report should not be too long, must be highly directional, accurately identify issues related to party building, political system building, socio-economic development, national defense and security, etc. of the locality, agency, unit, especially in the period of building districts into districts, communes into wards so that the Party Committee, Party organizations, Party members and the People can fully understand and implement. We must focus on completing it with quality, meeting the requirements of the time schedule for organizing the Party Congress at our level” – Secretary of Gia Lam District Party Committee emphasized.
Regarding the work of preparing personnel for the Congress for the 2025-2030 term, it is necessary to ensure the direct and comprehensive leadership of the Party Committee; promote the role and responsibility of the leadership collective and the head according to regulations. The construction of the Party Committee, the Standing Committee of the Party Committee, and the leadership positions of the Party Committee for the 2025-2030 term must ensure the succession, innovation and continuous development of the staff; promote and attach importance to quality, have a reasonable quantity and structure associated with the effective implementation of policies and resolutions on personnel work at all levels of the City and District.
The work of preparing personnel and elections must be carried out seriously, in accordance with the principles and regulations of the Party and the laws of the State; ensuring synchronization, comprehensiveness, connectivity, strictness, democracy, science, objectivity, impartiality and transparency; ensuring high solidarity and unity; closely linked with the work of planning and preparing personnel for leadership of the government, the Fatherland Front and socio-political organizations. The work of arranging and assigning cadres is associated with the implementation of the arrangement of administrative units, implementing the policy that the Party Committee Secretary and the People's Committee Chairman of the commune and town are not local people, in order to strive to complete the targets according to the Plan prescribed by the City Party Committee (over 50%).
In particular, the process of conducting the Party Congress at all levels must be done correctly, sufficiently, with quality and effectively; ensuring the regulations; ensuring the progress of the Congress according to plan. During the preparation and implementation of the Congress, it is necessary to regularly do well the political and ideological work, especially the information and propaganda work, to ensure solidarity and unity; attach importance to and focus on the leadership and direction to successfully complete the political tasks, socio-economic development, national defense and security of the locality, agency and unit in conjunction with promoting patriotic emulation movements.
According to the Secretary of Gia Lam District Party Committee, for the Party Committees of communes and towns subject to administrative unit merger, focus on implementing the contents of the Congress preparation and lead and direct the Congress of the Party cells under the Party Committee to complete ahead of schedule, in order to promptly deploy when there is a document on the implementation of administrative unit merger.
