Quang Nam continues to arrange school network

In 2020, the Provincial People's Committee issued Decision 2428 (dated September 4, 2020) approving the Project on arranging the network of schools, school locations, and classrooms associated with the arrangement of management staff, teachers, and education staff in Quang Nam province until the 2024-2025 school year.

After 5 years of implementation, according to the assessment of the Department of Education and Training, the province has reduced 4 kindergartens, 19 primary schools, 10 secondary schools and 382 satellite schools (mostly kindergartens and primary schools); at the same time, 11 new primary and secondary schools were established.

In recent years, the Government and central ministries and branches have issued new policies and regulations related to the education and training sector; in particular, the Ministry of Education and Training issued Circular No. 19 and Circular No. 20 (both dated October 30, 2023) providing guidance on job positions, staff structure according to professional titles and quotas for the number of people working in public preschools and general education institutions.

According to the Department of Education and Training, compared to the new regulations, some contents in Decision 2428 of Quang Nam are no longer suitable, especially the standards on school staff.

Mr. Thai Viet Tuong - Director of the Department of Education and Training said that Decision 2428 of the Provincial People's Committee stipulates much lower teacher standards than Circulars 19 and 20 of the Ministry of Education and Training.

The total number of educational career positions assigned in 2025 is 23,857 positions. Compared to the number of employees prescribed in Circulars 19 and 20, the educational career positions assigned in 2025 are still 1,954 short (not including the number of unused positions of 2,265 people). The arrangement of a lower number of employees than the regulations has affected the performance of the school's tasks.

Therefore, after the Department of Education and Training developed the project and consulted, the People's Committee of Quang Nam province issued Decision 705 (March 21, 2025) to continue reviewing and rearranging schools, school locations, and classrooms associated with the arrangement of management staff, teachers, and education staff until the 2029-2030 school year. Accordingly, based on local planning, projected population growth scale, and socio-economic development situation, the whole province will continue to review and rearrange the network of schools and school locations.

The organization, consolidation, and merger of small-scale schools must be carried out according to the principle of creating convenience for people, ensuring students' right to study, having appropriate, convenient, and safe solutions for students' travel to and from school, and not allowing students to drop out of school due to having to travel too far.

According to the plan, by the 2029-2030 school year, the province is expected to have 726 public kindergartens and primary schools; reduce 1 kindergarten, 1 primary school, increase 1 junior high school, 1 high school, and establish 1 new primary school and secondary school.

Regarding staff, based on the scale of students of each educational institution and the number of employees according to Circulars No. 19 and 20, the locality will arrange to ensure enough management staff, teachers, and employees to perform educational tasks in schools. With the forecast of the scale of schools, students, the demand for employees in the 2029-2030 school year of Quang Nam education compared to the 2024-2025 school year will increase by 2,220 people.
